&lt;p&gt;But there are lots of bills he sponsored in both state senate and US Senate (although they aren't mentioned by factcheck.org). I found them on that same website and on the Illinois state senate website. &lt;/p&gt;

&lt;p&gt;Question I have, what qualifies as "major" legislation, and can it reasonably be assumed that if you are the sponsor (not merely cosponsor), then you are also the/an author?&lt;/p&gt;

Perhaps its the same logic that allows for the equivalency of inventing the internet and helping with legislation that in part laid the ground work for the internet. &lt;/p&gt;
