The solution to the MW getting out of hand is to make it self adjusting according to local unemployment by an automated formula.

Say the base MW is $8/hr at 5% unemployment. For every 1% in unemployment increase, the MW goes down 25 cents. For every 1% unemployment goes down, the MW increases 25 cents. For areas with 9% unemployment, the MW would go down $1 for new hires.

Do the localization according to zipcode, or some other localized system.

If an area has long term unemployment, having a lower MW will help that area get itself going rather than sitting around waiting for welfare checks.
