All like minded States join a compact to excluded the effect of laws that exceed the boundaries of the powers authorized to the Federal Amendment under the Tenth Amendment

The main difference is this route is already embodied in then Consitution.,  Cooper is playing to the choir trying to make himself look fiscally conservative (which he is clearly not) while passing the buck to an unelected Commission.  I agree that the corruption of Washington is so complete that the solution makes Congress incappable of exercising their Consitutional duty under their oath.  The fix cannot come from within, it must be asserted by the states in a permanent and indelible manner to take back control and route out the corruption in DC.

The Constitution is as alive as the day it was written.  We need to just return to the foundation it provided us.  We do not need to look to create new structures ex-officio to give cover to Congressman who these days have as their primary focus, job security. 

Cooper is a cowaard, plain and simple.  If he would just do his job as delineated in the oath he took, we would not be wasting so much time on the Obama - Pelosi Government Run Health Care act  AKA - the National Slavery Revival Act.</description>
