&lt;p&gt;And, if companies had their leases and everything in order to push through as many as they can, there is at least a shot to get something in there. &lt;/p&gt;

&lt;p&gt;Plus, public support for this is huge. The pressure would be tremendous to undo this...not saying they won't try and it won't happen, but you have to have some faith somewhere at sometime. &lt;/p&gt;
