Do Democrats Want to ‘Own’ the Economy?

It’s hard to find an economist or prognosticator who thinks that the economy is going to turn around quickly. It seems today that the 2010 election may be a referendum on what Barack Obama and Congressional Democrats do to restore economic growth. But rather than try to ensure that Republicans share the responsibility for the economy, it seems today that Democrats are eager to make sure that they alone ‘own’ the issue.

Democratic leaders have already signaled that they’re likely to cut Republicans out of the crafting of the coming stimulus bill by skipping the standard committee process. Republicans therefore won’t get the chance to ask questions or offer amendments in committee, and instead will be asked to vote on a spending bill of unprecedented size just hours after seeing it for the first time.

Now Speaker Pelosi says that the only hearings to be held on the bill will occur outside the committees as well, and only Democrats will be invited:

The Steering and Policy Committee, which is co-chaired by two Democrats close to Pelosi, will hold the first hearing on a stimulus when Congress convenes next week, Pelosi announced. No Republicans sit on the panel.

The non-legislative committee — which does not mark up legislation and holds few hearings — will meet on Wednesday, Jan. 7, to consider “the state of the economy and the need for a comprehensive jobs and economic recovery package,” according to Steering and Policy co-chairmen George Miller (D-Calif.) and Rosa DeLauro (D-Conn.).

“This hearing will build upon the stimulus package the House passed in September and the numerous hearings held by our other committees, to ensure we make the necessary investments in an innovative and bold way to strengthen the economy,” Pelosi said in a statement announcing the move…

It remains unclear whether the stimulus bill will go through the traditional legislative process and examination by any number of legislative committees, including the Appropriations panels of either chamber.

So Republicans aren’t invited to help craft the bill, probably won’t get the standard opportunity to review the bill and offer amendments, and won’t even get to listen to the witnesses whose views and recommendations establish the foundation for the package? Under these circumstances, there’s no way Democrats can expect any Republican to vote for Obama’s plan. Instead the Republican rank and file have ample reason to vote according to conscience and political convenience.

For an administration dedicated to not repeating the mistakes of the Clinton era, this demonstrates stunning ignorance. In 1994 Democrats were crushed at the polls partly because not a single Republican was on record in support of Bill Clinton’s unpopular economic program. If Obama solicited proposals from Republicans and incorporated some of them into the stimulus legislation, Republicans would be on the hook. Some would have to vote for it, and few could campaign against it in 2010. Instead they’re shutting Republicans out, and allowing them to pick the stance that they think will do them the most political good.

This is a great plan for Democrats if the economy is humming along and adding jobs by the bucketload in 20 months or so. If not, Democrats are likely to be in trouble.

    trying to obstruct things like this, if we have no reasonable chance of affecting the terms, much less stopping it cold, then I see no reason why the Dems shouldn’t get full credit for this piece of arrogance.

    I love the idea of the Democrats being responsible for the… garbage sandwich they are putting together. I’m just pinching myself that they would be so accommodating in giving out guys reason to vote ‘no.’

    If Rahm Emanuel is really that smart, he will put the brakes on this quickly. With no one in Washington currently paying any attention to the deficit, I would tell the Republicans that they could have $300B to spend on tax cuts of their choice — totaling perhaps 30 percent or so of the overall ‘cost’ of the bill. If they rejected the proposal they would be exposed as nothing but obstructionists; if they accepted, they would have to share responsibility for what happens next.

    Either Obama’s advisers are not as shrewd as advertised, or they currently have their attention elsewhere.

    We’re talking about the same people that think the only thing wrong with socialism is that it just hasn’t been tried by the right people yet.

    I’m sure they think Clinton’s only failure was that he didn’t go far enough to the left.

    In 2010 when voters are incensed that Obama broke his middle class tax cut pledge and the economy is still tanked and gas prices have risen, etc., they’ll be claiming a) it’s Bush’s fault and things would be even worse if not for the savior Dems and/or b) the evil GOP was obstructing the Dems from trying to save the world.

    I have a hard time seeing either argument get much traction.

    Senate House Republican Leader Mitch McConnell (R-KY) and House Republican Leader John Boehner (R-OH) issued the following statement today on the lack of scheduled hearing on the nearly $1 trillion spending plan Democrats are planning for January:

    ?On Oct 11th 2002, we here in Congress voted on and approved H.J.Res. 114 the resolution that took us to war. Hearings were held, drafts circulated, information supplied for members? information that few bothered to sign in and read? but the resolution was voted on and passed. In the years following this vote several members of the then Democratic minority made claim that they voted incorrectly? that they were ?lied to? to get them to vote in favor of going to war with Iraq.

    Today, we of the Republican minority know less about the nearly $1 trillion spending plan Democrats are planning then we knew about the planned war with Iraq.

    The Democratic leadership refuses to hold hearings, will not allow amendments? they won?t even let us read the bill until it comes to the floor.

    We believe that we were elected to represent our constituents not to vote blindly for anything and everything put forward by others. Unlike our Democratic colleagues we won?t vote for something that we could then claim we didn?t know what was in the bill.

    Therefore, unless and until the Democratic leadership decides to return to the standard way legislation is crafted in this Congress, we the Republican minority will not vote.

    We will not vote in favor, we will not vote against. We will not vote present? we will not be in the chamber, we will not register our votes.

    As remarkable as it seems, Pelosi is actually helping organizing Republicans that honestly don’t deserve the help. Rather than being strategically savvy and co-opting the disorganized and weak Republicans, she’s embracing exclusionary practices that will leave the right with no choice but to unify and rally.

    An intelligent House Speaker would further erode the right by feigning cooperation and outreach. This would not only implicate the right in the devastating outcomes from the economic interventionism the left is advancing, but would keep them perpetually disorganized and divided. Once again, the brazen greed of the redistributionist left will facilitate their failure.

    All Republicans should oppose this so it’s obvious to even the most simple minded voter as to who is responsible. Leave no doubt or wiggle room. If Pelosi wants it. let her have it. I have no problem with the GOP being uncooperative with the Dems in the Politburo. Someone has to save capitalism and our republic.
