Michigan started their redistricting process with two goals in mind: shore up Thad McCotter’s district and deal with the population losses in the metropolitan Detroit area. As Michigan’s overall population decreased 0.6% over the last decade, the Wayne County population, which includes Detroit, decreased 11.7%.
