Republicans Must Oppose Reid’s Minibus Bill

Don't consummate Obama's Food Stamp America policies

Update: 16 Republican Senators voted to empower Harry Reid and expand Food Stamps.  It is now up to House members to demand a full floor vote with amendments to this bill.

Last week, we noted that Harry Reid, with the help of Republican leadership, is attempting to come late to the 2012 budget game and commandeer the entire process through a series of ‘minibus’ bills.  They are using House-passed appropriations bills as vehicles to tack on at least two additional disparate spending bills.  Such a maneuver will allow the Senate to force a conference committee vote on spending measures and policies that the House never amended.  Although the topline discretionary spending figure is already set, Reid is wagering that his fast track minibus strategy will allow him to override House-passed policies, while inserting his own policies into the bills.  Thus far, he has been successful.

The first minibus is comprised of the House-passed Agriculture appropriations bill (HR 2112), along with the Senate’s version of the Commerce-Justice-Science (S 1572) and Transportation-HUD (S 1596) measures.  Democrats assert that this package, which authorizes $128 billion in discretionary spending, is actually $1 billion below last year’s levels.  To that end, it is slated to pass today with overwhelming bipartisan support.

The problem is that this bill will actually increase spending.  As Senator Sessions observed, this bill increases spending by $2.2 billion because it contains extra emergency spending – without any offsets.  Moreover, this bill increases mandatory spending by $8 billion on Food Stamps.  The Food Stamp program (SNAP) is, by far, the fastest growing government program, as it is emblematic of Obama’s socialist transformation of our country.  In just three years, SNAP enrollment has jumped from 27 million to 45 million, while its budget has doubled to over $77.6 billion for FY 2011.  Yet, many Republicans are ready to sign their life away to Harry Reid, and help grow this program by 10%.

Two weeks ago, Senator Sessions attempted to cut spending on Food Stamps by eliminating “categorical eligibility.”  This is a practice in which states automatically grant Food Stamps to people who had received a Temporary Assistance for Needy Families brochure or contacted a pregnancy hotline funded by that program.  Categorical eligibility allows many people to enroll in SNAP who would otherwise be disqualified because of their income level.  Last year, members of the Government Accountability Office flagged this wasteful practice, and called for congressional action.  Unfortunately, Sessions’s amendment to the minibus bill was defeated with the help of six Republicans.

Today, the Senate will be voting on final passage of the minibus bill, following votes on six Republican amendments.  While these are very constructive amendments, Democrats (and many Republicans) will invariably vote them down.  As such, Republicans must vote against final passage of this bill.  If the bill passes the Senate, House conservatives must oppose efforts of their leadership to steer the minibus away from the House floor directly into the hands of the appropriators in conference committee.  Conservatives must get a chance to vote down pernicious policies and extraneous spending in bills that never saw daylight in the House.

    …but I don’t see a way out of fiscal oblivion because our politicians absolutely refuse to stop spending. The socialists smell victory and won’t stand Dow. Unt they either succeed or the action collapses, which they may see as a success itself.

    My advice, find a way to protect yourself physically and financially.

    The differences between conservatives and socialists are too vast to overcome and I don’t see us marshaling enough votes to rout the socialists and drive from the field.

    I would settle for a division of the nation between them and us just so we can live in peace and they can finally implement the totalitarian paradise they claim we are denying them. I welcome it only so that I can enjoy their descent into Soviet style tyranny.

    I’m sick of our government trying to enslave me to take care of those they define as less fortunate. They don’t care about the middle class other than how much they can take from us, how much they can restrict our lives, or how dependent they can make us on government.

    Who among us will opt for security and slavery over liberty? Who will not?

      I have given up hope in both the Republican Party and our nation. As far as I am concerned we can divide the country and let the Democrats have their country and let us have our’s. Let Illinois, California and the northeast fall into the abyss as far as I’m concerned. Our nation would have strict limits on government power, would limit taxes and spending to miniscule leels and would limit executive branch staffing and power to 1890s lelves. On top of that, each state within our nation would be autonomous except for a common military.

      Maybe instead of concentrating on 2012, this group needs to focus on getting a constitutional convention called so we can implement real change.

        Pennsylvania and Illinois consist of one or two densely populated urban centers surrounded by miles and miles of food-production, sparsely populated by as true flag-waving American patriots as you’ll find anywhere – Texas included.

        If you’ve got a way to turn Chicago, Pittsburgh, and Philadelphia into the 51st, 52nd, and 53rd States, then maybe we can talk. Otherwise, speaking as one of the babies in the bathwater you’re so eager to toss, No.

          We have a group of people in this world who want to disable the US. They think they can do this by destroying our major cities. What a joke, but don’t tell them. We need to drop every sanctions program we have in place against Iran. We must root for the mullahs to get nukes — a number of them in fact. As long as they hold the belief that by destroying our largest cities this will weaken the US, nukes in their hands are swords of freedom. Imagine a USA without NYC. Bliss and wonderment!!! San Francisco, Boston, Hollywood. Omigawd, how would life go on without those cesspools of perversion? Answer: great, just like it did for our entire history pre-1960s (War of Secession excepted). Almost the only factor working in the Right’s favor right now is that Leftists and their alien hordes are tightly packed into a few large third-world-class urban centers (we can take down the college towns easily enough — no problems with those geeks). Elections are useless in that case, but mass destruction is the perfect answer. Now, nobody in the US can afford to be found to be working on this; but as luck would have it, we have a Deus ex Machina in Iran, ready, willing, and soon-to-be-able to help us out. We just need to get out of their way.

Once seated, a Constitutional Convention can change, modify or totally eliminate any or all of the Constitution, not just the specific part they intended the Con-Con for. I shudder to think of what this country would look like if a Con-Con was held today.

        I must acknowledge that I have been called a pessimist on more than one occassion.

        Of course this brings me to a question. if we are doomed and it certainly seems that we are doomed, than what good will the efforts we are making right now to restore fiscal sainty and restore good principled leadership on state and local levels.

        I keep wondering if I am wasting my time, but then I am reminded that even if I believe the war is lost, I should continue to fight on as the cause is a just one.

      First let me say Harry Reid and his cohorts should be arrested for trying to steal money from the taxpayers of America. He deliberately adds spending bills on to an existing bill hoping to get them approved along with the original bill. His home state should hang their heads in shame at the mere mention of his name!

    When reading the headline, I was thinking it might be a new public transit program or a “green” regulation on minibuses. Someone correct me if I am wrong, but I don’t believe there is such a word for the given context. Whoever came up with it needs to change it.

      is basically a term that Reid concocted to ameliorate the negative perception of Omnibus bills. Sadly, these bills will be just as deficient in terms of transparency.

      In the past we have had spending bills which were aggregations of all the remaining, yet to be passed, spending bills into a single bill. Each of these were called an “Omnibus Spending Bill”.

      So Reid is only taking a few of the yet to be passed spending bills (in this case yet to be passed even by the House, where such bills are supposed to originate – but when did the Constitution’s limits apply to the Democrats within the past 100 years? Or even some Republicans.). Thus he is creating “Minibus” bills instead of “Omnibus” bills.

      This simply continues the trend of the past 40 years or so of creating your own, new, word to describe some thing or action. Often relied on by the pompous a**es in our midst, else created by accident by those lacking familiarity with the English language (or at least a dictionary).

        They actually become indignant when you catch them in a lie. They think you should believe everything they tell you. They think they are above the law. Now that Reid with the aid of ACORN and only God knows how many other illegal tactics managed to come from behind to be re-elected by the hair of his chinny chin chin you can’t tell him nothing.

        We need to persuade our Republican candidates to stop cutting each other’s throats and expose the Democrats and their leaders for what they are. Their whining and finger pointing at each other is only helping the Bummer out. They are diverting attention from the unemployment situation and the direness of our economy. They are about as stupid as their rivals.

    do we in Maine get rid of Collins and Snowe? Snowe is up for re-election (after having served for about 200 years) and there does not appear to be any substantial conservatives to boot her out. She has a massive war chest already. Perhaps, just perhaps, an opponent will ride the recent conservative wave and trounce her. I am so done with her. Can you say RINO?
    Collins – well she is not much different but we are stuck with her for a few more years at least. I’ll save my ire for then.
    On the very positive side, tomorrow I get to have lunch with Michelle Malkin in Portland. Okay, a couple hundred people will grace my presence but that’s okay. And I know I will have my picture taken with her – lucky gal. I will put it right next to the one of Marco Rubio and me.

      a bad opinion, but my thought is that if we are going to have socialist, democrat policies that will destroy our country, then make sure the socialists are in charge so that everyone and their dog can see who is to blame. A non conservative republican will take us to the same location and give the other party cover to boot!

      I understand the Maine Sisters, and I expect Brown to be counted among the “usual suspects”, along with Lugar. But Rubio was supposed to be Conservative. So why did he vote with the Democrats on this Republican Amendment to eliminate automatic eligibility for Food Stamps without regard for income limits? It can’t be a “State’s Right” issue. Yes, these are state specific policies, but the program and the funds are Federal. It is thus perfectly appropriate for the Feds to eliminate this wasteful practice in some states. If we are going to have Federal Welfare Programs, the Feds should set the rules on who qualifies. States should not have rules more lenient than the Federal rules.

      Well she, and Ann Coulter, and Laura Ingraham, and Sarah Palin are the kind of folks that need to run for these positions. They are all very intelligent, patiriotic, and God fearing. They identify with the common people like us. It will take folks like Shawn Hannity(not sure about the spelling) and others like him to defeat these crooked arrogant bums.

      They should not be elected, they should be indebted (talking about the Liberal thieves we have in politics.

    Marco Freakin’ Rubio joined with Brown, Collins, Snowe, Lugar and others to defeat Sessions’s amendment. Can there be any good explanation for this?

    I agree with all of the above comments, but I am refusing to give up! Keep your senator’s and congressmen’s phone number on speed dial and flood them with phone calls. I will be calling Senator Graham at 9:00 to raise hell with him. 1 call won’t make a difference, but 100 calls will. Until we can vote the RINO;s out, we have to harass them into submission.

    that we need a change in leadership – sooner rather than later. We need generals about whom we can say the same thing that Lincoln said about Grant – I can’t spare this man because he Fights!!! We need leaders who know how to fight! Not just foolish head on attacks that accomplish nothing, but intelligent, well thought out fighting that pins the blame on those guilty for our current predicament so that everyone can see who is at fault. They must be able to explain to American what they are doing and then do it.
    The only way they will do this is if they are really conservatives – not just claiming the label when it is convenient but then not understanding that legislation such as that in this diary is bad on principle, not just because the conservative base gets worked up.

We have been asleep at the switch too long and let these Socilaists/Communists take over. I for one am not about to let my freedoms go without a fight. Call every one of the detractors and harass them into submission. Tell everyone you know and make sure they realize what is at stake. The country we love is in real peril and nobody seems to give a damn. For the time beng this is STILL our country but it won’t be for long if we allow scum like Reid and Pelosi and Frank and Dodd to get away with criminal activity. This so-called president has obviously never read the Constitution. He is clueless about what to do to get the country back on track. What’s worse he doesn’t want it to succeed the way it is. He sees himself as King. Charles Manson had these same dillusions. If we continue to stick our heads in the sand we will end up like Charlie’s victims or worse. I have serious doubts about even a true conservative being able to right the ship unless he has help from other conservatives. Unfortunately there are very few of them in congress. That’s why WE must keep the faith and ask God to help us set things right. Keep up the good fight. Our country needs us!

    Look at “our” representation, “our” leadership.
    What did Mr. Ryan’s budget do but slow down increased spending.
    What conservative agenda is Mrs. Bachmann advancing by holding online forums with Donald Trump? Cantor and McCarthy? These “Young Guns” are more like empty water pistols! Our House Leader, Whip, and Budget Chair have failed on each and every significant vote – even abandoning Republicans and courting Dems to pass liberal legislation!

    The day “Tea Party” or “ConservativeRepresentatives” chose to caucus with the GOP was a mistake. As opposed to Pelosi running the House, we have Boehner presenting a Leftist agenda, and we are gathering guilt and culpability through association.

    Just once, I want to hear our leadership openly and doggedly question the sanity of an automatic, built in, 8% increase to budgets while unemployment is so high, we have a trillion dollar deficit, have a “Super Committee” created to find savings, have had our debt down graded and warnings of additional down grading, a pending explosion in new and increased taxes that have already been passed into law, and are arguing adding even more tax increases to the mix?

      The “Super Committee” was not established to “find savings”. It was created to provide cover for increased taxes. Only some damned fool Republicans think it will not come out for increased taxation as a primary feature, with some cuts included. Of course the alternative agreed to is automatic cuts, with some 50% coming from the Defense Department. Either way, the Dems win and the Republicans are taken again – by Dems and their own Rockefeller wing of the party.

        That is why we need to elect more stout, God fearing , patriotic conservatives. We neded people like Palin,Trump, Malkin, Coulter, Ingraham, Hannity, or Vernon Robinson who do not back down, and are not easily deceived either.

        More attention should be paid to the other candidates, not just the one at the top of the ticket. We need to sweep the country with Tea Party type candidates!
