		<description><![CDATA[While putting limits on spending in the transportation bill is good, I would love to see my home state of Texas separate itself from federal excise taxes on gasoline and diesel, federal highway funds, and all the strings attached to those funds.  Imagine how much better traffic would flow if HOV lanes got converted to regular lanes tomorrow.  Imagine not getting caught behind mostly empty city buses or cross arms for underused light rail.  Just imagine highway funds staying in state and being used to actually build highways.]]></description>
