Yesterday, the House passed the largely non-controversial Military Construction/Veterans Affairs Appropriations (MilCon) bill for FY 2012. Unfortunately, it is these non-controversial bills which provide a safe haven for meretricious policy initiatives through the rapid fire amendment process.
