White House Planned and Prepared Way in Advance for Illegal Border Crossing Surge
Orchestrated Crisis or Not?
Finally, an event the president can’t claim he was surprised about or heard about in the news! Yes, for the first time ever, his administration actually planned well in advance, for the massive swell of illegals coming across the border. Specifically they planned for 65,000 illegals, mostly children under the age of 17, to come across the Texas border.
They planned for the surge by issuing an RFI on FedBizOpps.gov on Jan. 29, 2014, titled, “Escort Services for Unaccompanied Alien Children”.

U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), has a continuing and mission critical responsibility for accepting custody of Unaccompanied Alien Children (UAC) from U.S. Border Patrol and other Federal agencies and transporting these juveniles to Office of Refugee Resettlement (ORR) shelters located throughout the continental United States. ICE is seeking the services of a responsible vendor that shares the philosophy of treating all UAC with dignity and respect, while adhering to standard operating procedures and policies that allow for an effective, efficient, and incident free transport.
The Contractor shall provide [snip] on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total.
C. Contract Type
The Government anticipates awarding a five (5) year Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle consisting of a one year base period, and four (4) option years. [snip]
The anticipated release date of the solicitation is March 3, 2014. The solicitation closing date will be thirty (30) days after release of the Request for Proposal (RFP).
D. Place of Performance:
Service Area: Throughout the Continental United States (US)
The area(s) or region(s) serviced may occur either with a phased approach over a period of several months to a full year. Alternatively, the Contractor shall perform the entire transportation function upon full funding. For example, the following two circumstances may occur: (1) The contractor could initially provide transportation services only in the Southwest Region of the U.S. for those juveniles who are apprehended in the state of Texas; or, (2) The Contractor may be required to provide transportation services for all juveniles who are in DHS custody throughout the continental U.S.
Seems they put more planning into this than they did the Healthcare website and ISIS invading Iraq! Maybe not as much as IRS targeting but I can’t find the RFP that was going to be issued in March (maybe some else can that is used to Federal contracting).
Given the evidence and its preciseness, it would be difficult not to think this WH didn’t create this disaster intentionally. Even the Left should be outraged IF the president used children as bait to lure Republicans into passing comprehensive immigration reform. Reprehensible, Despicable and Irresponsible are a few choice words that come to my mind, if he had a hand in creating this disaster. At least the WH spokesman finally admitted on Friday that some of their policies helped create this crisis.
A few timeline facts, before and after the RFI release in January:
The President met with Mexican President Enrique Pena Nieto for private talks that emphasized trade, cultural and educational exchange, innovation, and research but also touched on border security and illegal narcotics trafficking. (Obama has visited Mexico more than any other country)
This April, it was reported that Sec. of DHS, Jeh Johnson was reviewing their deportation policy at the president’s request and possibly narrowing it to only those serious criminal records.
The change, if adopted following an ongoing review ordered by President Barack Obama, could shield tens of thousands of immigrants now removed each year solely because they committed repeat immigration violations, such as re-entering the country illegally after having been deported, failing to comply with a deportation order or missing an immigration court date.
On May 17, even the NY Times was reporting the influx of illegal children crossing the border and DHS declared a crisis:
Department of Homeland Security declares a crisis and moves to set up emergency shelter for youths as young illegal immigrants traveling by themselves surge into South Texas; also issues alert as official recognition that federal agencies overseeing borders, immigration enforcement and child welfare have been outstripped by a sudden increase in unaccompanied minors
On May 27, Wapo reported that Obama announced he would delay the results of DHS’s deportation review:
President Obama has delayed a review of deportation policies until the end of summer in hopes that Congress will approve a legislative overhaul of immigration laws, administration officials said Tuesday.
Yeah, it’s probably not a good idea to announce relaxing of deportation via executive actions when the pictures of children in cages packed in like sardines are shown in the media. Thanks to Breitbart.com for publishing the first pictures since our government has put a gag order on ICE and CBP agents, as well as the media from taking pictures when they were finally allowed to tour the Nogales center last week.
On 6/10, it was reported that newspapers in Honduras and Guatemala were advertising Obama’s Open Borders For Illegals to US:
“Almost all agree that a child who crossed the border illegally with their parents, or in search of a father or a better life, was not making an adult choice to break our laws, and should be treated differently than adult violators of the law,” Homeland Security Secretary Jeh Johnson is quoted in a story about a new two-year extension of the Deferred Action for Childhood Arrivals Act published by Diario El Mundo in El Salvador.
A few days ago I commented that it’s hard to believe nearly 50,000+ kids could cross the Mexican border undetected and then travel 1,500 miles in the heat, with some being as young as 4 and by themselves. Today Rep. Cuellar said that 47,000 children crossed this May alone! This flies in the face of reality just like the IRS losing the emails of 7 people that were involved with the targeting of conservatives. It’s my hunch that this was coordinated with all the countries involved from Central America to Mexico and onto the United States…but I don’t have proof yet.
