    Why doesn’t Hawaii have to submit its State Legislative districts to the Obama Justice Department, like other states do?     I wonder if Rhode Island have two at large districts (statewide districts) instead of two similar to what they have now, would benefit of hurt republicans?     Congressman Canseco (R) and Congressman Cuellar (D) could be thrown together in a district that goes from Laredo up to Bexar County (San Antone) and parts in between.
