Facing a state budget crisis in July 2008, CA Gov. Arnold Shwarzenegger fired about 10,000 temporary and part-time workers and ordered the 200,000 permanent employees to be paid only the minimum wage of $6.55 per hour until the legislature passed a crisis-solving budget. A week later, however, the State Controller John Chiang pointed out that the state payroll records could not be changed to accomodate the cut because they were written in COBOL; an antiquated computer language. And, the only state employees who could programin COBOL were in the group of the 10,000 fired part-timers.

COBOL is not "antiquated"

It contains OO development constructs, can be used to produce or parse XML, can invoke Java methods, and pretty much do anything one can do in any other language, and far, far more efficiently. The issue with this application was the lack of programmers, not the language.

Personally I prefer Java or PHP or even PL/I (if you’ve heard of that) over COBOL. It just bugs me when people act like COBOL is some sort of Model T. I dislike the verbosity of the language - it sure ain’t C when it comes to concise source code. But there has been a lot of work done on COBOL over the years to keep it up-to-date with current industry technology; I was just stating that for the record.

It certainly could have been better written, but there are some interesting issues in there that are worthy of discussion.

This is the sort of thing that any governor, usually a Republican, would face if he/she were trying to reduce the size of the government either as a policy measure or in response to some fiscal or other emergency.

It ain’t easy, and it often does come down to how do you get your payroll computers to handle it. And, by the way, it was a really, really stupid move on Swartznegger’s part; you can’t cut their pay - period. All you can do is lay them off and stop paying them all together. And even that has its costs and complications with a unionized workforce. This is the Republican disease in employee relations; they seek the middle ground, the soft blow, and the whole system is designed to make you go all in on every hand. If you don’t have the guts for going all in, you can’t play.
