Coburn Demands Reid Read The Bill

Under the unique rules of the United States Senate, a member of the body may insist legislation actually be read before a vote is cast on the legislation.

After threatening to do that, Senator Tom Coburn (R-OK) has now confirmed the health care bill must be read. Republicans will also try to filibuster the health care legislation. The Democrats will need 60 votes to proceed, which they will try to get sometime around Friday.

Blanche Lincoln (D-AR), Ben Nelson (D-NE), and Bill Nelson (D-FL) are key votes on this. If those three Democrats vote to end the filibuster, they are, in effect, voting for passage of the health care legislation — voting to end the filibuster and against final passage is a clever way Democrats up for re-election have found to pass bills they love, but know they cannot support.

They ensure the legislation has enough votes to pass by a simple majority and then vote to end the filibuster, which requires a super majority. Then these erstwhile Democrats vote against the legislation’s actual passage knowing it will pass even if they vote no.

I suspect voters will remember these tricks next year and punish them.

Voters will remember

This is a unique time, and the standard voter mode of forgetfulness does not apply.

Something about 10% unemployment and the economy in the crapper, and the threat of terrorists on our doorstep kind of washes away that apathy.

Unemployment is truly going to be key...

malbis Monday, November 16th at 8:42PM EST (link)

…in fueling voter anger. If you compute it the way it used to be computed, pre-1993 when the Clinton administration changed the formula, unemployment is actually 17.5% now. If you add in all of the many groups of people who are unable to find jobs comparable in pay to what they used to make–and can’t make any more–the rate is actually a staggering 21.4%

But it doesn’t really matter what the official rate of unemployment is–what matters is how many voters are facing Christmas without enough money to buy gifts and fuel the economy, and how many more people will be out of work by Election Day next year. They can quote any rate they want to quote, but the unemployed, underemployed and fed-up will vote their displeasure no matter what the mainstream media reports.

From the 1940 feature film Ghost Breakers, starring the late, great, Bob Hope and Paulette Goddard:

Scientist: “It’s worse than horrible, because a Zombie has no will of his own. You see them some times, walking around blindly with dead eyes, following orders, not knowing what they do, not caring.”

Bob Hope: “You mean, like Democrats?”

How can Coburn

lurker9876 Monday, November 16th at 8:39PM EST (link)

read a vapor bill?

Or he’s found a way to force Reid to produce a hardcopy of…vapor bill?

He may have to find another way…to force Reid to produce something other than vapor bill….

The Pelosi Bill was not in the chamber for the vote

GregInFla Monday, November 16th at 9:08PM EST (link)

I remember a republican asking the chair, and getting doubletalk about where the actual bill was. I think the responses included “the clerk has it” and “it’s available in the offices.” So yes, can you read something that does not exist. We know it did not exist in the Senate committees.

Got it!

lurker9876 Monday, November 16th at 8:43PM EST (link)

How about this…

Can Coburn force an amendment on Reid to…produce a real bill on health care other than vapor bill?

Gotta figure out how to make known to the Americans.

Isn't the Friday cloture vote on the House bill?

civil_truth Monday, November 16th at 8:58PM EST (link)

What I was reading earlier was that the move would be to move consideration on the House bill (Friday’s vote) and then Reid would substitute his “vapor” bill and file for cloture on debate ASAP.

Not sure at what point the bill needs to be read - before or after move to consider (I suspect after) nor which bill will have to be read (House bill or Reid’s substitute).

He'd better do the same for the conference bill (nt)

Friday? Then this monster could die this week.

Third Street Monday, November 16th at 9:06PM EST (link)

My bold, fearless prediction is that the motion to proceed will be successfully filibustered and the whole thing dies then and there. This bill (what bill?) is death to Democrat senators all over the map; they know it, but they don’t want to find themselves in the position of having to cast a vote for or against it. Vote for it and they’re destroyed by the voters; vote against it and they’re torn to pieces by the communist nuts running the Democrat party. How much better it would be if the final bill (what bill?) never came up for a vote at all, eh? Lieberman, ironically enough, may save their bacon.

A successful vote on Friday won't kill ObamaCare

civil_truth Monday, November 16th at 9:23PM EST (link)

It just means that Reid will have to come up with a Senate version and then schedule another vote to proceed.

But it will slow things down and force Reid to come up with a bill before debate starts - which means that people will have an opportunity to examine it in daylight.

They should read all bills

suzieQ Monday, November 16th at 9:12PM EST (link)

It drives me crazy that politicians don’t read bills they vote on. They need to read every bill, not just this one.

“It’s finally happened: Abortion stopped a bleeding heart.”
- Ann Coulter, January 25, 2006

“My concern about the role of the federal government is that an intrusive government, a government that says, ‘Don’t worry, we will solve your problems’ is a government that tends to crowd compassion out of the marketplace, that too often in the past people said: ‘Somebody else will take care of the problem in my area. Don’t worry. The government is here.’”
- George W. Bush October 31, 2000

“Had the decision belonged to Senator Kerry, Saddam Hussein would still be in power today in Iraq. In fact, Saddam Hussein would almost certainly still be in control of Kuwait.”
- Dick Cheney

But first.......

make them read the Constitution so they may interpret the bill more succinctly!

Lieberman

cusefan96 Monday, November 16th at 9:16PM EST (link)

Isn’t he the key here? Without him they don’t have the 60.

—————————–
“Sweep the leg…finish him!”

I heard Lieberman doesn't drive on Saturdays

clowngirl Monday, November 16th at 9:26PM EST (link)

because he’s ultra serious about keeping the Jewish sabbath. I’m not Jewish and am not nearly so strict about the sabbath - but any man that serious about his faith isn’t somebody who’s likely to give into pressure or intimidation.

I have high hopes that Joe Lieberman will stick to his guns if he’s formed a definite conviction against this bill.

So What Happens If They Schedule the Vote for Saturday?

JX12 Monday, November 16th at 11:04PM EST (link)

Does Lieberman take the bus? Or have “James” drive him?

(I may have just answered my own question - maybe “James” drives him all the time anyway).

I don't know, but when he ran for VP he wouldn't campaign on Saturdays

clowngirl Tuesday, November 17th at 11:21AM EST (link)

He just strikes me as someone able to stand up to pressure and do what he believes is right.

Can't schedule a Saturday vote

MF Tuesday, November 17th at 12:07PM EST (link)

I would expect that Liebermann won’t go to a Saturday session at all, except for a true, life-threatening emergency (such as Iran attacked the US and we had to have Congress declare war on Iran). For a strictly-observing Jew, one cannot take a ride in a vehicle driven by another. He can’t even ride in an elevator. No doing work, or using anything that does work. So he would not be able to attend any sessions to vote. Without a Liebermann ‘yes’ vote, the Dems don’t have enough votes to override a filibuster. And that’s assuming he would even be a ‘yes’, not at all a given.

I Can't Wait To See The Outrage

DavidSage Monday, November 16th at 9:17PM EST (link)

The left will be screaming bloody murder if Coburn follows through on his threat to actually read the entire bill on the Senate floor. Most Americans with any common sense, however, will simply ask, “What’s wrong with reading the bill before the Senate votes on it?” I bet the polls will move even more in our direction if Democrats have a hissy fit over Republicans demanding the bill is read on the Senate floor out loud.

I do fear the strategy though of “I didn’t vote for the bill, I voted to continue working on the bill” line of b.s. I think it’s clear Blanche Lincoln is going to try this excuse (but she’s toast no matter what her vote ends up being). My fear is the Democrat leadership will be able to convince their members in the Red States that the voters will either buy this line, or will forget about it by the time they’re up for reelection. Clearly, they were able to convince enough members in the House to walk the plank. I still think it’s a career-ending vote, but I guess we’ll find out.

Coburn should be doing this every time!

clowngirl Monday, November 16th at 9:21PM EST (link)

“Under the unique rules of the United States Senate, a member of the body may insist legislation actually be read before a vote is cast on the legislation.”

Senators should be forced to read every bill. It’s ridiculous that we have elected representatives routinely passing legislation about which they have no clue.

Kudos to Coburn!

Demand an investigation of Lincoln

DerKrieger Monday, November 16th at 9:35PM EST (link)

Arkansas supported McCain 59% to 39% in the November elections. If the vote were held today the result would likely be even more lopsided and Lincoln knows it. Arkansans overwhelmingly oppose Obamacare and Lincoln knows that too. If she votes for this bill I want to see an investigation launched into her finances and post Congressional career. The only reason she would have to vote for this unconstitutional takeover is in the expectation of a big payoff after she loses her seat next Nov. There is simply no other reason to not vote the way your constituents demand you vote. I’ve written to teh WSJ and the Arkansas Democrat Gazette demanding Lincoln be investigated if she supports this monstrosity. I’m in the county GOP here in AR and know several of the GOP candidates planning to run against Lincoln next year and will ask them to bring this up in their ads against her.

It’s like the bill filibusters itself.

This is HUGE!

conservativegeorgian43 Tuesday, November 17th at 9:10AM EST (link)

Senator Coburn deserves unlimited praise for forcing the reading of this bill. It will tie up the Senate for months - estimates are 6-12 months - which will effectively do two things:

1. Bring the yes/no vote much closer to the 2010 elections which will make many of the Dims - especially the blue dog Dims - think twice about voting for it

2. They won’t be able to bring up any other socialistic horrors - like Crap & Tax - because the Senate rules are that everything must stop while a bill is being read aloud

God bless Senator Coburn!

Senate Bill

dclamage Tuesday, November 17th at 12:18PM EST (link)

I would demand that all of the “we’ll leave the final details to a follow-up commission” instead be included in the final bill. I want to know specifically what a gov’t-approved health insurance policy must cover. Right now, all these “little” details are being left to non-existent committees in the future. I need to know what these details are NOW.

The bill will grow to over 3,000 pages, but we Americans need to know what is being inflicted on us up front.
