Barack Obama has appointed a number of extremely controversial people via recess appointment when he otherwise hasn&#8217;t had the opportunity to name them czars &#8212; positions that don&#8217;t need congressional approval.For example, Barack Obama named Kevin Jennings the &#8220;safe schools czar&#8221; bypassing congressional action.
