It has various levels

1) Take your time to make the report.
By making a victim wait half a day or so before an officer arrives for a report they get most victims to give up reporting new crimes.

2) When the victim is insistant on their rights to the incident they will make a ‘contact report’. Often they will make a show of handcuffing the person and then releasing him a few blocks away if it means to much paperwork or if the crime is a low level misdemeanor.

3) The police rarely arrest victimless crimes (except drugs). This includes when damage or theft of property is unreported by the victim despite clear evidence and a witness that a crime had occured.

4) Anyone knowledgable and wanting to back their rights will get chewed out if they keep making reports (except big business security since the police know those places have lawyers).

5) If an arrest has been made with multiple charges including assault an offer to drop the assault charge almost always seems to occur if the defendent pleads guilty to a non-assault charge.

6) The City of Portland rolls over when a small judge says they are mistreating criminals by requiring bunk beds

7) Some criminals do not get charged at all or for a very long time. One guy was caught stealing over 100 cars (seperately) before he was finally charged with a single count of grand theft auto.

Now the police will tell you they get screamed at by their superiors if they make to many arrests.

Their superiors will say the DA blacklists officers who make to many low level arrests which are hard to prosecute.

The DA will say it is because a judge is limiting jail space.

The judge will say it is the politicians who won’t open more jail space.

The politician says that there are not enough arrests to warrant using the beds in a new, yet unoccupied facility…

That’s the Portland circle of criminal life. Add in a half dozen early release programs and you know why I call it a joke.
