Obama — Using Children As Soldiers Is Perfectly Fine.

MEMORANDUM FOR THE SECRETARY OF STATE
SUBJECT: Presidential Determination with Respect to Section 404(c) of the Child Soldiers Prevention Act of 2008

By the authority vested in me as President by the Constitution and the laws of the United States of America, pursuant to section 404(c) of the Child Soldiers Prevention Act of 2008 (CSPA), title IV of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (Public Law 110 457), I hereby determine that it is in the national interest of the United States to waive the application to Chad, the Democratic Republic of the Congo, Sudan, and Yemen of the prohibition in section 404(a) of the CSPA.

You are authorized and directed to submit this determination to the Congress, along with the accompanying memorandum of justification, and to publish it in the Federal Register.

The “accompanying memorandum of justification” has not been released to the public and/or media.

A report from The Associated Press was published on 29 October and picked up by news outlets – including Fox News – and seemingly buried.

WASHINGTON (AP) — In a move criticized by human rights organizations, the Obama administration has decided to exempt Yemen and three other countries that use child soldiers from U.S. penalties under the 2008 Child Soldiers Prevention Act.

In a memorandum to Secretary of State Hillary Rodham Clinton, President Barack Obama said he had determined that “it is in the national interest of the United States” to waive application of the law to Chad, the Democratic Republic of the Congo, Sudan and Yemen. He instructed Clinton to submit the decision to the Congress with a written justification for the move.

Obama’s memo, released by the White House on Monday, did not include the justification. Administration officials have said, however, that cutting off military aid to those four countries as required by the law would do more harm than good. And they have said that continuing close cooperation with them can be a more effective way of changing their practices.

State Department spokesman P.J. Crowley said the countries who received the waiver deserve more time to correct their practices.

“In each of these countries we are working with the governments to stop the recruitment of child soldiers or demobilize those who may already be in the ranks,” Crowley said. “These countries have put the right policies in place but are struggling to effectively implement them. These waivers allow the United States to continue to conduct valuable training programs.”

Three days after the Presidential Memorandum, a report was issued via UNICEF on the subject of children as soldiers, making no mention of The President’s waiver.

I’ll not delve into the conclusions of The UN report, for they are employing nothing more than spending additional money for ‘sustainable programs’, as opposed to actually doing something relevant and towards ending the situation.

There is no justification that a President Of The United States can offer for exempting from sanctions, let alone tolerating for one second as “in the national interest of The United States”, any nation or government using children as soldiers while continuing to receive any aid whatsoever from America, especially military assistance.

The action by the current President Of The United States is unacceptable on any level.

In a sane nation – what America used to be – the demand should and would be instantaneous and overwhelming for an immediate retraction of such a Presidential action and pursuit of actual situational remedy be enjoined.  Failing a retraction, the demand for said President’s resignation would be the order of the day, along with the demand for the resignations of other key officials and staff members involved with something of this magnitude.

That not one official or staff member anywhere within The Executive Branch and/or The State Department has emerged in opposition to this Presidential action shows the complete and utter contempt for human decency and civility within the entire administration.  Senators and House members are silent as well.  The media ?  Almost less than nothing.

If even one member of the current administration would publicly tender their resignation over this matter and lead the call for retraction, there would be evidence that some small measure of morals and humanity may remain within the depths of depravity of our current governmental personnel.

America has passed through a lower-than-third-world barrier previously unthinkable in our country – officially continuing financial and other support of nations who’s genocidal activities are well documented, ongoing and becoming more obvious as to the direction headed – dominance of Islam (Yemen, The Sudan and Chad).

A senior State Department official (P.J. Crowley) stating that children are being recruited as soldiers in those nations flies past all ignorance and naivety.  These children are not being recruited.  They are being drafted, kidnapped, stolen – sometimes with arms directed at their siblings, used if need be – and sometimes – God help us all – taken with the blessing of their families who believe in ‘ethnic cleansing’ and the enslavement of others.

    This makes me sick to think how anyone could justify this waiver. What are they gaining with this? I shudder to think about it.

    Would a cessation of military aid to these countries — specifically Yemen, Chad and Sudan — set back our anti-terrorism operations and counter-terrorism training efforts in those countries, or is that a separate pile of money? We recently doubled aid to Yemen, and AQ also operates in Chad and Sudan (not as sure about DR of Congo). Anyway, that was my first thought on seeing the story and the countries listed.

    Looking for follow-up article and if anybody in our nation happens to give two you-know-what’s about this ‘Presidential Memorandum’, I found the following…….

    This is right from the pages of ICR2P and The UN Convention On The Rights Of The Child, The UN Small Arms Treaty, ICLEI, Cass Sunstein, William Ayers, Arne Duncan and Karl Friggin’ Marx.

    In fact, the more I kept reading through and hit the numerous links and links within links, it’s coming across as a window into the fully operational end within the education system across the world for full, global acceptance, ratification and enforcement of ICR2P, The UN Convention On The Rights Of The Child – PLUS – The UN Small Arms Treaty, full implementation of all ICLEI ‘green’ mandates and much more – with everything under a one-world government, having one set of laws, one police force and one court system.

    This one link below has been hiding in plain sight all along and through ‘every crook and nanny’ I’ve dug into over the years, this is the first I’ve seen an actual plan of action, along with corresponding resources and connections.

    How much of this is already being forced into your children’s minds here in America ?…… and how long has it all been in place.

    Share these facts with your students:
    * 40 million children live on the streets of the world’s cities
    * The average age of the homeless in the US is 9 years
    * A gun takes the life of a child every 2 hours in the US
    * In Liberia, children made up a quarter of all civil war combatants
    * Children are tortured by authorities in 11 countries
    * More than a million children work in the Asian sex trade
    * 4,000 children in the USA were murdered by their parents in 1998
    * 2 million girls between 4 and 12 years undergo genital mutilation every year.

    Introduce these additional facts in a handout or on a transparency:

    * Child Soldiers are being used in over 36 countries worldwide.
    * Today, there are approximately 300,000 child soldiers fighting in armed conflict.
    * Child soldiers are under the age of 18.
    * Children are used as soldiers because they are easily manipulated and are too young to understand their actions.
    * Child soldiers use AK-47s, M-16s and grenades because they are easy to use.
    * Orphans and refugees sometimes see their only hope for survival is by joining a militia.
    * Child soldiers are used to clear landmines and as human shields.
    * Child soldiers are often given drugs to help them cope with their emotions making it easier for them to kill.
    * Girl soldiers are often used as domestic sex slaves.
    * Child soldiers carry supplies and act as messengers, cooks and lookouts.
    * Child soldiers are sometimes forced to commit atrocities against their own families and villages.
    * Many child soldiers are not welcome back home after a conflict ends because of cultural superstition.
    * Children are the victims of conflict after witnessing or participating in murder and rape, becoming disabled, homeless or psychologically traumatized.

    That is all meant for the eyes and ears of children – young children – who are being brainwashed that their parents know nothing and are incapable of doing the proper things in raising a citizen of the world.

    When/if you go through the pages and sites and documents outlining the depths of Totalitarianism, Statism and Communism contained within all this madness, you’ll understand fully why I’ve been imploring you to…….

    The United Nations is taken quite seriously across the planet and many countries are far-gone beholden to The UN for their very existence.

    As an empowerment right, education is the primary vehicle by which economically and socially marginalized adults and children can lift themselves out of poverty and obtain the means to participate fully in their communities. Education has a vital role in empowering women, safeguarding children from exploitative and hazardous labour and sexual exploitation, promoting human rights and democracy, protecting the environment, and controlling population growth.

    Notice from the President on the Continuation of the National Emergency with Respect to Sudan.

    On November 3, 1997, by Executive Order 13067, the President declared a national emergency with respect to Sudan, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706), to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States posed by the actions and policies of the Government of Sudan.

    On April 26, 2006, in Executive Order 13400, the President determined that the conflict in Sudan’s Darfur region posed an unusual and extraordinary threat to the national security and foreign policy of the United States, expanded the scope of the national emergency to deal with that threat, and ordered the blocking of property of certain persons connected to the conflict. On October 13, 2006, the President issued Executive Order 13412 to take additional steps with respect to the national emergency and to implement the Darfur Peace and Accountability Act of 2006 (Public Law 109 344).

    Because the actions and policies of the Government of Sudan continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States, the national emergency declared on November 3, 1997, as expanded on April 26, 2006, and with respect to which additional steps were taken on October 13, 2006, must continue in effect beyond November 3, 2010. Therefore, consistent with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to Sudan.

    This notice shall be published in the Federal Register and transmitted to the Congress.

    (Reuters) – The United Nations on Saturday rejected calls by south Sudan to send peacekeepers and set up a buffer zone along the country’s tense north-south border ahead of a southern vote on independence next year.

    Sudan’s oil-producing south is 66 days away from the scheduled start of a politically sensitive referendum on whether to secede or stay part of Sudan, a vote promised in a 2005 peace deal that ended decades of civil war with the north.

    Hint: It’s not a civil war…… It’s genocide.

    But is sure is okee dokee with our Jihadist At 1600? if the Muslims use lil’ kids as troops to wipe out the southern population.
