The New York Times posted a very interesting map of Afghanistan’s 2009 election.

Before continuing, I must note that my purpose is not to question whether irregularities or fraud might have denied Abdullah Abdullah victory; I am simply analyzing the data as it appears.
There’s a lot of data here, and interpreting it is fairly difficult; few people know much about Afghan politics and demographics. This map indicates the margins each candidate won. Kabul is the big red circle. In total, Karzai won 55% of the vote, essentially doubling the vote of the second-closest candidate.
Compared to a similar maps of U.S. elections, several things stand out. The first is the extent to which polarization is apparent. Afghani society is very clan-based, and elections can reveal polarization like nothing else.
At the point most politicians win an election by more than 20%, maps like the one above tend to consist of something like below:
This is Barack Obama’s 24.03% landslide in California. Compare it to Karzai’s 27% victory: one might be forgiven for concluding that out of the two elections, Karzai did worse.
Notice too that Ramazan Bashardost, who won only 9% of the vote, shows up as a presence on the map. This indicates a very regional candidacy, like that of William Wallace. Candidates who win 9% of the vote nearly never show up on any type of election map; Ross Perot, for instance, won less than a dozen counties with his 18.9% of the vote.
Abdullah Abdullah was also a regional candidate, as the following map reveals:

Mr. Abdullah is almost entirely limited in support to the north; very few Pashtuns in the south seem willing to vote for him. This was not the case with Karzai; his total vote looks far more homogeneous:

There are several American states that the results Afghanistan’s election can be comparable to. The victor wins the one major city along with a number of more rural areas, although the opposing candidate summons strong support in one region. In this respect, Karzai’s victory resembles the coalition Bill Clinton assembled in many Appalachian states, such as Missouri and Tennessee (Republican victories in Oklahoma against Clinton also bear similarities to Afghanistan). Recent presidential elections, on the other hand, generally do not follow this pattern; cities and rural areas rarely vote together (and cities never vote Republican). After Bill Clinton, only Obama’s Iowa victory comes to mind as a state with a “Karzai” coalition. Note that in all this states, the winner’s margin was far less than Karzai’s 27%.

On the eighth anniversary of 9/11, a professor of mine made a comment that caused a lot of soul-searching for me. He remarked, quite casually, that the United States is in decline.
Those words angered me. Nobody likes to hear their country characterized in that manner. But ever since then I’ve been considering that casual statement.
I think it accurately describes the state of our nation.
We are a nation in decline.
We are in decline for a variety of reasons, some more controllable and some less so. Economic weakness has something to do with it, as does the popularity of anti-Americanism. Misadventures in the Middle East and the rise of China also play a participating role.
But enough about why we are in decline. What can be done to stop it?
There are two courses for the United States to take, both of which can somewhat alter its path of late. The first is to pay less attention to the Middle East. After the 9/11 attacks, that region of the world drew the undivided attention of the United States; to this day, it is still obsessed with Iraq and Iran and Israel and Afghanistan and on and on.
Most would agree that the United States has been hurt by this obsession. America’s world image (and soft power) has been terribly damaged, strengthening those less friendly to it. Moreover, the Middle East has relatively little of value to offer, save for oil. And even that valuable resource does not justify excessive entanglements in a place that, more than any other part of the world, dislikes the concept of the United States.
The second bit of advice I have is to admit more immigrants. An immigrant is the best thing a nation can have. By definition, he (or she) is ambitious and hard-working enough to move thousands of miles, away from friends and family, to a place where he does not speak the language or know anybody. Very few people are motivated enough to do this.
Immigrants have created millions of jobs: the late 1990s technology boom was the product of Chinese and Indian immigrants who moved to Silicon Valley. Albert Einstein was an immigrant. For continued economic growth and national welfare, admitting more Albert Einsteins is absolutely essential.
Admitting more immigrants might not reverse U.S. decline, nor might limiting U.S. involvement in the Middle East. Superpowers – whether they be Spain, Britain, America, or China – do not and cannot last forever; in the end they all fall. But perhaps, if these two suggestions are followed, the United States might just last longer than most.

There is something very fishy with Keynesian economics and the theory that government stimulus best fights recessions.
Before I continue, I should note that I am entirely unqualified to offer this critique of a fundamental economic tenet. I do not have a Ph.D in economics; nor do can I offer any alternative to combating recession. Nevertheless, here are my non-intellectual thoughts on the matter.
The best test of an economic principle (or any principle, for that matter) is in the field – in real life. For example, reality contradicted the economic theory that financial markets are rational in a particularly memorable way. On the other hand, reality supports the principles of supply and demand.
As far as I can tell, the “reality test” for economic stimulus has had quite mixed results. Two stimuli come off the top of my head: Franklin Roosevelt’s New Deal and Japan’s response to its 1990s housing bubble. The New Deal, while popular and praised to this very day, did not end the Great Depression. Likewise, Japan’s stimulus also did not stop its Lost Decade.
Supporters of Keynes, in response, assert that both Roosevelt and Japan needed even more stimulus; both cut back government spending when they should have spent even more.
To me, this argument recalls the saying, “The definition of insanity is doing the same thing over and over again and expecting different results.” It’s as if a medieval doctor proposes “bleeding” a sick patient. Upon seeing that bloodletting is not working, the doctor concludes that the patient needs even more bloodletting – when in reality the doctor’s “cure” is only making the patient sicker.
The analogy is probably exaggerated; after all, WWII government spending did end the Great Depression. As stated before, the “reality test” has not proven one side right.
What is certain is that more test results are upcoming. The general response to the Great Recession has been economic stimulus; we shall see whether or not it works fairly soon. I hope the evidence goes against my suspicions. I fear it will not.

It is a popular today to say that the South has switched from voting Democratic to Republican. Many people are fond of looking at previous electoral maps. Hey, isn’t that funny – the states have completely switched parties. It’s like the Republicans have recreated the Solid South.
That statement is unequivocally false. Most people have no idea how unbelievably Democratic the Solid South was. For half a century, Democrats in the Deep South did about as well as the Communist Party did in Soviet Union elections.
Let’s take a look at a model Republican southern state: Alabama. John McCain won 60.32% of the vote here, his second best showing in the South. Below are the counties in which Mr. McCain won over 70% of the vote (all my statistics below are from http://www.uselectionatlas.org/ – an amazing website).

That’s a lot of counties. The Republicans are doing quite well – about as well as the Democrats used to do in Alabama, many would say.
Here is another map, filled with blue counties. It is the 1940 presidential election. I invite you to guess – what do these blue counties represent? Counties in which Roosevelt won over 70% of the vote? 80%? 90%? Remember, Roosevelt was quite a popular guy. He must have done pretty well in Alabama, part of the Solid South.

In fact, the blue counties are those in which Roosevelt won over 95% of the vote in 1940. In all, he won 85.22% of the good folk of Alabama.
Those are incredible numbers. If today that result occurred, we would all cry fraud.
Of course, fraud – of a sort – was occurring in Alabama at that time. As everybody knows, blacks were not allowed to vote at that time. Notice how all but one of the blue counties surround Alabama’s Black Belt. What is less well known, however, is that many poor whites (more likely to vote Republican) were also unable to vote. The poll tax didn’t hurt just African-Americans, after all.
Different southern states enacted different voting restrictions with an intent to continue Democratic dominance. Some were more strict; some were less so. Republicans in North Carolina, for example, generally held Democrats to below 60% of the vote; they even won the state in 1928. On the other hand, South Carolina probably disenfranchised the most voters.
Here is the result:

The blue indicates a county that gave the Republican candidate less than 10% of the vote – for nine straight elections, from 1912 to 1944. From 1900 to 1944, South Carolina’s average vote (per election) went 94.89% Democratic, 3.98% Republican.
How did South Carolina achieve this amazing result?
A revealing clue is provided by looking at the voting count numbers. For example, in the year 1912 a total of 50,405 people voted in South Carolina (48,357 of whom supported the Democrat). At that time the census had just reapportioned electoral votes; South Carolina had a total of nine.
By comparing South Carolina to states with similar populations, one can get an idea of how many potential voters were disenfranchised. Kansas, for example, had ten electoral votes; 365,560 people in the state voted that year. West Virginia had eight electoral votes; 268,828 people voted in that state (remember, this was before women’s suffrage). In South Carolina, therefore, several times more citizens “should” have voted than actually did.
In conclusion, to state that the Solid South always voted Democratic is a misnomer. Even to say that it voted extremely Democratic might still be inaccurate. It would be like saying I’m interested in politics. Technically its true, but the picture the words imply far and away understates the reality.

Suburban SoCal
Southern California (SoCal, in short) is where the battle for California will be won or lost. Ms. Fiorina must accomplish two tasks in the region.
First, she must clean the clock in the suburban counties outside Los Angeles. It is in places like Orange County, San Diego, and the Inland Empire that the votes to counter the Democratic bases in the Bay Area can be found. In the 2008 presidential election, there were one million more votes cast in the six SoCal counties above (excluding Los Angeles) than in the entire Bay Area.
This task is not too difficult. Unlike liberal NorCal, the suburbs in this region are more like the rest of the United States in their political leanings; in fact, they are probably more conservative than the median. Orange County and San Diego County are nationally known as conservative bastions (although they are not as red as in the past). Ms. Fioina probably needs to win above 60% of the vote in both counties. Historically, Republicans have often done this. The trouble is with Los Angeles.
Los Angeles
Ms. Fiorina’s second task is to run closely in Los Angeles. It is here that Republicans face their greatest challenge. Los Angeles – sprawled, extremely populous, and arguably more diverse than even the Bay Area – constitutes a Democratic stronghold. President Barack Obama ran off with 69.2% of the vote here; Senator John Kerry took 63.1%. Ms. Fiorina must reduce this Democratic margin to within the single-digits.

The math here is simple. There are just not enough Republican votes in Central Valley, the Orange County-San Diego metropolis, and the Inland Empire to offset the Democratic bastions of the Bay Area and Los Angeles. Republicans must therefore break one of the two strongholds. It is impossible to do this in the Bay. So the choice must be Los Angeles.
The key are the outer, wealthier suburbs within Los Angeles county. Some are liberal Hollywood areas, typified by Congressman Henry Waxman’s 30th congressional district. Republicans probably cannot win these. Others are more conservative and even voted for Senator John McCain (see, for instance, the patches of red north of Pomona and south of Redondo Beach). Ms. Fiorina will have to expand upon this core and win places like the San Fernando Valley and Pasadena – suburbs which rarely vote Republican.
Conclusion
When the voting booths close and the precinct results start pouring in, look at Los Angeles County. Ms. Fiorina’s performance there will be most indicative of her overall strength. If Democrats are winning the county by double-digits, then she is in trouble. Conversely, if their margin is less than five percent – or if Republicans are winning the county – then Republicans are in good shape. A Democratic margin between five and ten percent signifies that a long night is ahead.
On a state-level basis, modeling a close Republican victory is somewhat difficult; Republican candidates haven’t won a close race for a long time in California. There is, however, a substitute that fits well:
These are the results of the famous Proposition 8, which passed by a 4.5% margin. On a county-by-county basis, a Fiorina victory will probably look quite similar to this. There are minor differences; the margins in Orange and San Diego Counties would probably be greater; Republicans probably wouldn’t win Los Angeles County.
Overall, however, the picture would not be too different. Heavy margins from the SoCal suburbs and Central Valley counter Democratic strength in NorCal, while a strong Republican performance in Los Angeles dilutes Democratic margins there.
There is one final complication. California constitutes the most diverse state in the country; winning minorities is a must. If candidates like Ms. Fiorina are to win the state, they must do this.
Some minorities are easier to win than others. Blacks are most loyal to the Democratic Party, but they number only 6.2% of the state’s population. While more numerous Asians and Latinos do not vote their numbers (their share in the voting electorate is slightly more than half their share of the overall population), their votes are easier to get.
Here Proposition 8 is less useful as a guide. In Los Angeles County, for instance, all of South Central voted for the proposition. Unless Republicans start winning Compton and Watts, they will have to find support from a different section of California’s majority-minorities. Whether candidates like Meg Whitman and Carly Fiorina do this will probably determine if they win or lose California.

California, Section 1
In the greatest state of the union, a fierce senatorial battle is brewing. Former HP executive Carly Fiorina is mounting a tough challenge to incumbent Democrat Barbara Boxer. In an anti-Democratic national environment, polls show the race close and competitive. This post will examine the obstacles Ms. Fiorina will face as she seeks to overcome California’s formidable Democratic geography.

As America’s most populous state, California contains a number of distinct regions. This post, and the one following, will examine each.
Upper California and the Sierra Nevada
When people think of California, the northern forests and year-round snow of the Sierra Nevada generally do not come into mind. These regions, geographically expansive yet thinly populated, tend to vote loyally Republican (although until the 1970s Democrats had a base of support in several northeastern counties).
Not all of this region is Republican-voting, unpopulated wilderness. Exurban Placer County, for instance, contained 173,812 voters in 2008. Other parts – especially the liberal coast – tend to vote Democratic, eating into Republican strength.
Ms. Fiorina will probably need something like 70% of the vote in places like Placer County to win. Strong margins from this Republican stronghold constitute the first, easiest step to a Republican victory.
The Bay Area
In many ways, the Bay Area is what makes California a blue state. Without the Bay Area, for instance, President George W. Bush would – almost – have won California in 2004, losing by a mere 0.7%.
Unfortunately for Republicans, the Bay Area – one of the richest, most diverse, and most liberal places in the country – does indeed exist, and it votes strongly Democratic. A popular attack against Senator Boxer is to call her a San Francisco liberal; this generally works less well in San Francisco.
In addition, voting habits in the Bay Area tend to be “sticky.” If the rest of California moves ten points more Republican, the Bay Area will tend to move only five points right. San Francisco and Alameda counties are sometimes the last two counties standing during Republican landslides.
There is a hope for Republicans, however. The counties surrounding San Francisco and Berkeley tend to be one degree less intense in their liberalism. Ms. Fiorina will not win them, but a well-run campaign can reduce Democratic margins somewhat.
Central Valley
Home to some of the richest farmland in America, the counties composing Central Valley once leaned Democratic but now vote Republican in all but Democratic landslides. Conservative and heavily populated – although not by California standards – Central Valley provides somewhat of a reservoir to offset the enormous Democratic margins radiating from the Bay Area.
There is, however, one important exception: Sacramento, a populous county whose Democratic leanings deny Republicans a vast store of potential votes.
In the long run, Central Valley is a ticking time bomb. Democratic-voting Latinos compose 30-50% of the population in many of these counties, and their numbers will only increase. For now Ms. Fiorina is safe – Latinos do not vote their numbers, especially in mid-terms – but future Republicans cannot take Central Valley for granted.
The Challenge of Southern California

SoCal
It is in the urban sprawl of SoCal, however, where Republicans face their greatest challenge. Ms. Fiorina has two tasks here. The first is to win the counties outside Los Angeles, and win them big. The second is to keep Los Angeles itself within single digits.
The next post will expand upon SoCal and offer a conclusion on Republican prospects of winning California.

New York
Out of the three heavily Democratic states being analyzed, Republicans probably have the least chance of winning New York. Senator Kristen Gillibrand has proven an adept politician willing to campaign hard, and her opposition is weak.
Nevertheless, in a bad national environment with low name recognition, victory for Democrats is not assured. Under the right circumstances (perhaps a Gillibrand scandal), Republicans may be able to pull off a shocker.
Like Illinois, New York can be divided into three sections: upstate, the suburbs downstate, and New York City. A New York Republican must win upstate and the suburbs by substantial margins – and perform extremely well in New York City.
Upstate New York
Like Illinois, the first step on the Republican road to victory lies with here. A Republican candidate must win strong margins upstate; a strong performance here is embedded with a double-digit loss.
Unfortunately for Republicans, upstate New York and downstate Illinois are not the same. Unlike Illinois, upstate New York is home to four major cities: Buffalo, Rochester, Albany, and Syracuse. In a normal election – i.e. a double-digit Democratic victory – these cities will vote Democratic, some by substantial margins.
There are several more wrinkles for a Republican candidate. Like much of the rural northeast, upstate New York has been trending Democratic. Despite the conservative national mood, Democrats last year won two special elections upstate. Moreover, Senator Kristen Gillibrand has roots there; she represented an upstate congressional district before becoming Senator.
Nevertheless, the majority of this region still votes loyally Republican; a competitive candidate can rely upon it to help counter New York City. In a close election a Republican ought to win almost every county in upstate New York.
The Suburbs Downstate
This region can be defined as the suburbs surrounding New York City: Long Island and the communities around Yonkers. A Republican’s task here is similar to that upstate: win, and win big.
Historically this was not too difficult; New York City’s suburbs regularly voted Republican, although never by enough to overcome Democratic margins in the city itself. Like many other suburbs, this changed with President Bill Clinton: since his time they have generally voted Democratic.
Today things are changing once more. Since the events of 9/11, downstate’s suburbs (especially Long Island) have been trending Republican. This was one of the few regions Senator John McCain did well in (as opposed to President Barack Obama doing poorly in); his national security credentials appealed to a number of downstate suburban voters.
A strong Republican must capitalize on this trend, changing New York’s suburbs back into Republican territory. This strength, added to margins from upstate, makes for a 5% Republican loss. Republican candidates have achieved this combination many times in the state’s electoral history. Take 1968, when President Richard Nixon lost New York by 5.46%:
The problem is the last 5%, to which a Republican must look to New York City for.
New York City
To make up the last 5%, a Republican candidate must do well in New York City, that great metropolis of the United States. The Big Apple composes an astounding 43% of the state’s population, the largest proportion in the country. It also votes extremely Democratic; in 2008 four out of five voters turned the lever for President Barack Obama.
The Republican facing Ms. Gillibrand will have to substantially improve upon this number. This is not as hard as it first sounds. New York City, after all, has had a non-Democratic mayor for more than a decade. Low minority turn-out looks likely to bedevil Democrats during this off-year election. Moreover, Republicans retain a base in Staten Island and southern Brooklyn. Even in 2008 these places voted Republican:

Finally, some regional complexities come into play. Although almost all of New York City voted for Mr. Obama, some parts are more less loyally Democratic than others (as was the case in Massachusetts). White liberals and impoverished minorities in Manhattan and the Bronx almost never vote Republican; suburbanites in Brooklyn and Queens, on the other hand, are more perceptible to Republican appeals. Winning Republicans generally tie or win the Queens borough and hold Democrats below 60% in the Kings borough.
Conclusions
If New York is close next November, it will probably look something like this:
This map can indicate anything from a 5% Democratic victory to a 5% Republican victory, depending on turn-out. Perhaps the best barometer will be the Queens borough in New York City. Look to it this November – it might literally determine the fate of the Democratic Senate majority.

Illinois
In November 2010, Democratic State Treasurer Alexi Giannoulias will face off against Republican Congressman Mark Kirk, in what looks to be a competitive Senate race. A heavily blue state, Democrats have been hurt by a bad national environment coupled with continuing fall-out from the Rod Blagojevich scandals.
Out of the three states being analyzed (the other two being California and New York), Illinois is the state in which Republicans are strongest. Out of the three, it is also the state with the most competitive forthcoming election. This post will analyze the political contours of the state, and the long path Mr. Kirk must tread for victory.
With respect to demographics, Illinois is structured very simply. It has three parts: Chicago, its suburban metropolis, and the mostly rural downstate.
To win, Congressman Mark Kirk will need to run a gauntlet of challenges in each of section of the state. He must capitalize on Republican strength downstate, revive it in the suburbs, and hope that Chicago turn-out is depressed. If done properly, this will result in a Scott-Brown type victory.
Downstate Illinois
Mr. Kirk’s easiest task should be here. Much of downstate Illinois has more in common with Kentucky and Missouri than far-north Chicago. Like these two states, the region has been trending Republican: Bill Clinton did far better than Barack Obama here.
There are several complicating factors. Downstate Illinois has several population centers – but these cities tend to vote less Republican (they all voted for Obama, for instance). Moreover, Mr. Kirk hails from the Chicago metropolis and has a reputation as a moderate congressman; he may not play too well with rural conservatives.
Nevertheless, the region constitutes the Republican base, and Mr. Kirk will need every vote he can get. He should be able to win downstate Illinois quite comfortably. He will have to. After all, President George W. Bush won practically every single county here – and he lost Illinois by double-digits.
Chicago’s Suburbs
The true test of Mark Kirk’s candidacy will come in the Chicago suburbs.
There is good news and bad news for Republicans. First the good news: unlike other solidly blue states, the Chicago suburbs still vote Republican. Like Orange County, for years their strength kept Republicans competitive in Illinois. Take a look at suburban DuPage County:
(Note: A negative margin indicates that Democrats lost Cook County, or that Republicans lost DuPage County.)
Even after Democrats started winning suburbs, during President Bill Clinton’s time, Chicago’s suburbs continued voting Republican. In 2004, for instance, George Bush won DuPage county by a little less than 10%.
The bad news for Republicans is that each election, they seem win the suburbs by a little less. In 2008 President Barack Obama swept DuPage County and the rest of Chicago’s suburbs by double-digits. This victory constituted the cumulation of decades of leftward movement.
The test for Mr. Kirk is the extent to which he can reverse this trend. He will not just have to win the suburbs (that is what normally happens), but turn the clock back two decades – back to the glory years in which Republicans won around 70% of the vote in DuPage County. (Mr. Kirk will probably not have to do that well, given rising Republican strength downstate.)
Is this doable? Given that Republicans seem to be winning suburbs everywhere this year, it is certainly possible. Mr. Kirk, moreover, has spent a decade representing a Chicago suburb congressional district; this is why Republicans have nominated him.
Chicago
43.3% of Illinois residents live in Cook County, home to America’s third-largest city. Of these, half call Chicago home; the other half live in an inner ring of suburbs.
If God decided to create the ideal Democratic stronghold, he would get something like Chicago. The city is heavily populated by black and Latino minorities, mixed together with a dollop of white liberals. As a cherry on top, it is also home to President Barack Obama – and Chicagoans are highly aware of this fact.
Whether he loses or wins by a landslide, Mark Kirk will not win Cook County. He will just have to take the blow, cross his fingers, and pray that minority turn-out is low (as it has been, this year). That is not a good strategy, but it is the best Republicans can do when they are competing in a city like Chicago.
Conclusions
So what does Mr. Kirk have to do? Say that he gets 35% of the vote in Cook County – propelled by inner-ring suburban strength and minority apathy – and wins a landslide everywhere else in the state (for instance, a 3:2 margin). This gives him 50.3% of the vote in the 2008 Illinois electorate. If white Republicans downstate turn out, and minorities in Chicago do not, Mr. Kirk may get bumped up to a 2-3% victory.

Over the next few posts I will be previewing a select few competitive Senate elections. These posts will focus less on individual personalities and more on overarching state dynamics – what parts of the state vote Democratic, swing, and vote Republican.
These states will be mainly Democratic strongholds, rather than swing states, because this election cycle is the first in many in which they have been competitive. Another opportunity for analyzing these places will probably not occur for a while.
I am specifically talking about Illinois, New York, and California. Each state has different qualities: some are moving Democratic, parts of others are moving Republican. Versus Massachusetts, Democrats have several advantages. Big cities are a major factor in all three states, and high percentages of minorities live there. These compose the core of Mr. Obama’s strength.
On the other hand, Republicans have one distinct advantage over Massachusetts. In Massachusetts there were only two types of voters: Democrats and Independents. Illinois, New York, and California all have another type of voter. These are commonly called "Republicans."
In comparison to my series analyzing swing states, I hope to keep these posts relatively short and simple. First off will be Illinois , where Congressman Mark Kirk looks set to run an extremely close race with Treasurer Alexi Giannoulias.
