AFRICOM GENERAL CARTER HAM –Unconfirmed Reports ask, Was Ham Relieved of Command Minutes Before Ordering Benghazi Rescue?

1o/29/12 UPDATE to Post of 11/27/12:

Everyday the mainstream media ignores this story and the string of either lies or incompetence out of the Washington continues, the suggestion of coverup grows.

As I write this Rush Limbaugh is speaking about the expectation former SEALS Tyrone Woods and Glen Doherty had of air assets coming to their rescue at the CIA Annex in Benghazi.  And why wouldn’t they? They were under attack. It was American property and lives were at stake and… they probably had NEVER BEEN LET DOWN before.

Word from Spec Ops insiders  is that Tyrone Woods was ”painting the target” with a laser, meaning they believed that they were backed up by the syncing of the C130 or drone on station overhead. They expected that by revealing their position with the laser on the enemy mortar crew a laser guided missile would be on its way to defend them. Instead?

The same terrorist mortar crew they illuminated ultimately killed them.

If you are outraged as I am at the compounding of the lies we are hearing from Washington, you can make a difference by sharing this post and any others addressing the Benghazi attacks.

QUESTION: Is it reasonable to think that the General commanding AFRICOM might disobey  three ”Stand Down” orders from Washington to save his people?

I would like to believe such honor still exists.

Has General Ham Been Fired?

Has General Carter F. Ham, commander of U.S. Africa Command, been fired for  defying Leon Panetta on Benghazi?

Glenn  Reynolds, the Instapundit, ran a piece Saturday afternoon titled “Interesting Rumor  Concerning General Carter Ham and Stand Down Order.” This piece is presented as  a rumor. It suggests that General Ham was told to stand down from sending aid to  Benghazi, that General Ham on his own decided to proceed, and that he was then  relieved of his command. Remember, all rumor at this point.

On  18 October 2012, Secretary of Defense Leon Panetta participated in a  “DOD News Briefing on Efforts to Enhance the Financial Health of the  Force.” In his introductory remarks, Mr. Panetta said: “Today I am very pleased  to announce that President Obama will nominate General David Rodriguez to  succeed General Carter Ham as commander of U.S. Africa Command . .  .”

WASHINGTON — President Barack Obama will nominate Army Gen. David Rodriguez to succeed Gen. Carter Ham as commander of U.S. Africa Command and Marine Lt. Gen. John Paxton to succeed Gen. Joseph Dunford as assistant commandant of the Marine Corps, Defense Secretary Leon Panetta announced Thursday.

Both appointments must be confirmed by the Senate.

Rodriguez is the commander of U.S. Army Forces Command and has served in a “variety of key leadership roles on the battlefield,” Panetta said.

He’s “a proven leader” who oversaw coalition and Afghan forces during the surge in Afghanistan, and “was the key architect of the successful campaign plan that we are now implementing,” Panetta said.

In announcing Ham’s successor, Panetta also praised the work Ham has done with Africa Command.

“Gen. Ham has really brought AFRICOM into a very pivotal role in that challenging region,” Panetta said. “I and the nation are deeply grateful for his outstanding service.”

Navy replaces admiral leading Mideast strike group

WASHINGTON (AP) – The U.S. Navy said Saturday it is replacing the admiral in command of an aircraft carrier strike group in the Middle East, pending the outcome of an internal investigation into undisclosed allegations of inappropriate judgment.

Rear Adm. Charles M. Gaouette is being sent back to the USS John C. Stennis’ home port at Bremerton, Washington state, in what the Navy called a temporary reassignment. The Navy said he is not formally relieved of his command of the Stennis strike group but will be replaced by Rear Adm. Troy M. Shoemaker, who will assume command until the investigation is completed.

It is highly unusual for the Navy to replace a carrier strike group commander during its deployment.

The Navy did not reveal details of the allegations, citing only an accusation of “inappropriate leadership judgment” that arose during the strike group’s deployment to the Middle East. Rear Adm. John Kirby, the Navy’s chief spokesman, declined to discuss the investigation.

McCain: Obama Might Be Conducting ‘Massive Cover-Up’ With Libya Attack

WASHINGTON (CBSDC/AP) — Sen. John McCain claims the Obama administration might be conducting a “massive cover-up” with the deadly terror attack on the U.S. Consulate in Benghazi that killed Ambassador Christopher Stevens and three other Americans.

On CBS News’ “Face the Nation” Sunday, the 2008 Republican presidential nominee said President Obama has been incompetent with the way he has been handling the aftermath of the Sept. 11 attack.

“I don’t know if it’s either a cover-up or the worst kind of incompetence, which doesn’t qualify the president as commander in chief,” McCain said.

The Republican senator was primarily talking about statements the administration made early after the attack where U.N. Ambassador Susan Rice said the Consulate attack was a “spontaneous” event caused by the anti-Mohammed film that caused massive protests across the Middle East. Dempsey: Africa Command change not tied to Libya

The top U.S. military officer is denying reports that Army Gen. Carter Ham’s planned departure as head of U.S. Africa Command is linked to the Sept. 11 attack in Libya.

Joint Chiefs of Staff Chairman Gen. Martin Dempsey issued a written statement Monday calling speculation about the reasons for Ham’s move “absolutely false.”

Defense Secretary Leon Panetta announced Oct. 18 that Gen. David Rodriguez is being nominated to succeed Ham. The Africa Command is responsible for U.S. military operations and relations in much of Africa.

Last week, Panetta said he, Dempsey and Ham all felt very strongly that it would have been a mistake to insert U.S. forces into Benghazi during the attack, which killed four Americans.

Dempsey said Monday that Ham’s departure is part of “routine succession planning.”

    Thank you Streiff. Again, “unconfirmed” and “rumor” allows us to keep eyes on something that has full blown scandal written all over it. The “kill list” presidential adminstration showing their true colors, if we are to believe FOX News timelines, have lied from the beginning. The facts spell “spin” and coverup for even the most jaded. The mainstream Press has been scoffing at FOX and blogger reports for more than a month. I appreciate your caution, but “rumor” is what is offered in the brief byline preceeding the post. Skeptical eyes and ears — the duty of journalists, requires airing both “unconfirmed” and confirmed, especially in this climate where after one month we are nearly 100% certain that election campaign considerations where part of the unraveling White House story of “the film made them do it.”

      I’m not adverse to rumors but this rumor is insulting to anyone who has been in the military. 4-stars rotate at 18 mo/2 yr. If you are relieved, the president doesn’t leave you in the job while he announces the nomination of your successor. This story could have come out of a choom gang smoke session.

        I gotta concede you are right-on here streiff – if there is any truth to this at all, Ham was not officially ‘relieved’ at least not publicly until it was possibly privately and quickly retracted. However a firm summons back to Washington would have done the trick… put him on a plane back to DC and his deputy is in charge as soon as his plane is in the air….

        AFRICOM has had only two commanders. The first commander served 3 1.2 years, the second 1 1/2 years.

    Thank you Strieff. “Unconfirmed” and “rumor” is well noted in the byline. But healthy skeptism in this breathtaking presidential led story of deciet and coverup is warrented. Thank heavens the bloogers at this site and others along with FOX News show chutzpah. It is making the difference that “one party journalism” would never even start to do. I will risk “beclown” put downs to keep my friends alerted to even whispers of coverup and dishonor. But well taken cautionary note from you. Thanks.

    Almost-2 years on duty now… The Army ‘lifecycle’ for ‘regular’ units is 3, and shorter for flag officers…. General-officer assignments take time & the new boss generally knows for a while where he will be going….

    When a General is actually FIRED – especially a major-command CO – that tends to be explicitly stated in the news… See McCrystal.

    AFRICOM is one of the 9 Unified Combat Commands (like CENTCOM) who have a ) very short chain of command: The Secretary of Defense and The President – UCC Commanders have to be confirmed by the US Senate, so there will be no changes of the commander’s name on the AFRICOM web site until after the Senate confirms the new commander. Even if his duties are being performed by his deputy, until the Senate confirms a new commander, the name on the ‘masthead’ is Ham’s.

    Conveniently, confirmation certainly cannot happen until after the election. The US Army, long practiced at this game, has many different ‘status’ descriptions on which they can place a commander who has been relieved so they do not have to disclose publicly that the commander has in fact been ‘relieved’. That’s why we should all be asking lots of questions of everyone we can contact.

    You know, after carefully reading Jennifer Griffin’s story again (http://www.foxnews.com/politics/2012/10/26/cia-operators-were-denied-request-for-help-during-benghazi-attack-sources-say/) knowing of this rumor – knowing that the ‘folks’ in the White House situation room (probably) were watching, telling the CIA operators to stand down and being disobeyed, then having them call from the scene for urgent support, then having to tell command after command offering to help to stand their troops down, its very easy for me to envision an atmosphere of fury in that Situation Room – it’s just like this administration to get angry and make a snap decision to (formally or informally) relieve a commander who does not respond with enough ‘alacrity’ to an order to stand down.

    We should all be contacting our military friends who can ask questions and find out the truth. Earlier this evening, I went to AFRICOM’s PIO page (http://www.africom.mil/dnet/contact/default.aspx) and asked about General Ham’s current duty status, but to be truthful, I do not expect a direct or honest-sounding answer.

    Update: Here’s General Ham on Oct 24 speaking to ROTC cadets in Washington: http://www.africom.mil/getArticle.asp?art=8397& – it would be interesting to find out when General Ham arrived in Washington and when he is going back to his command. Needless to say, as long as he is absent from his command, it’s his deputy who is in actual day-to-day control. They do not have to publicly relieve him, all they really have to do is put him on a plane and get him out of theater for a few hours the night of Sep 11 so his deputy is in actual control of AFRICOM assets. He strikes me as a smart cookie – if there is any truth to this story, he’s relying on folks like us to ask questions and out the truth.

      Well developed and thought out. I endorse and agree wholeheartedly with the state of affairs — evolving “spin” from the White House, that to investigate via military contacts is a valuable exercise.

      While controversial to post rumor, nothing surprises me anymore and to be sure, the mainstream press constructs layers of firewalls for themselves and the liberal progressives leading the Democrat machine. Protecting the President has become an art form. Thanks Ron for validating my suspicion that being “relieved” of duty and “command” post may be two different animals.

      I am a romantic that wants to believe one good man of the general staff, or a commanding officer himself, would stand up and say “Hell no” to an order to “stand down” knowing it would kill fellow Americans to do so.

        James, you clearly marked your post as ‘rumor’ and ‘unconfirmed’ and on a story this important, I have no problem with a call for people who might have contacts to check this story out. In spite of what streiff sez below, we’d feel pretty silly after the election if we discovered that some variation of this story were true. What would make it ‘true enough’ for me would be to learn that Ham departed Kelley Barracks in Stuttgart (I was stationed there in the late 70s when it was VII Corps HQ) on Sep 11 and was kept in Washington on various errands until after the crisis had passed. It’s perfect cover for the administration *not* to relieve him, as their ‘exposure’ to political disaster really only lasted a few hours (they thought). I see it as *our* duty to check this out and honor this man for what he may have tried to do. He lives by a code and cannot betray his CinC, but he can rely on energetic folks (that’s us) to try to reveal the truth.

    You words of caution are justified. But there is certainly big questions why no help was forthcoming to Benghazi. I doubt it was by design, the more likely explanation is gross incompetence. But the questions remain due to the failures of the Obama Administration to come clean on this.

    Streiff, did you bother comparing the 18 months Ham has been commander with the normal tour of duty for a Unified Combat Command commander? His predecessor was there for about 25 months (but left early under a cloud). I’ll answer for you: the officers I contacted felt that 18 months was a VERY short tour of duty for a UCC commander. So why the early departure? We are not told by the DOD. As long as we describe this a a rumor until we gather more facts, why not continue to ask questions and gather answers if we can?

    As I note above, the US Army is very practiced (for both humanitarian and political reasons) at removing a commander, letting his deputy assume nominal command, and keeping it out of the headlines by either calling the commander back home for ‘consultations’ or putting him on a medical status, etc., etc. ad nauseum. We should be asking lots of pointed questions.

You can bet that when Romney wins (he will) that the press will absolutely not only question everything he says and does, but add questions to statements or issues that don’t even exist (binders anyone?) HONOR demands the undressing of all facts until laid bare integrity screams back, “It ‘is all that I said it was.”

      If Romney goes to a fundraiser within one week of a military tragedy he will be followed to his grave from the press for it. Let’s see if a General can “live up” to a rumor that would make him an instant American hero!

Ham may have ‘artfully’ phrased his response. Bolton thinks Ham should be asked more questions about this.

This type of rescue mission is called a “NEO” operation, for Non-combatant Evacuation Operation.     “For example, Marines and SEALs practice NEO ops prior to deploying on every float, as a VERY high priority mission.     “This is at the POTUS level, it is not a decision taken at State. State and the military (JCS) should be in the Situation Room with POTUS soon after a critical incident like this begins, so all decisions can be made in real time. (I have heard nowhere that POTUS went into the Situation Room at all. Apparently he went to the Oval Office briefly, but not down to the Situation Room, where the “war planning” screens, full staffs and commo tools are all located for dealing with a major crisis.)

    “But if POTUS punts after a brief Oval Office meeting with Dempsey and Hillary and goes upstairs to the family quarters….the stranded Americans will die.

    “Only POTUS can give the order to cross international borders. Only POTUS can allow US warplanes to give air support to Americans battling on the ground in a foreign country. If POTUS makes himself unavailable, the Americans will die.

    “Even the VEEP or Secretary of State cannot make that call. The VEEP can only do it if the POTUS is determined to be medically unable to perform his functions. If the POTUS goes upstairs and turns off his phone, there is nothing anybody can do about it. Nothing. And the besieged Americans will die.

    “On Friday an anonymous Pentagon insider (“Doug”) called into Rush with a lot of new details about this disgraceful fiasco. But what we really need now is for a high-ranking officer with insider knowledge to go public, risk his pension and career, and tell the truth.

    “The blame for this humiliating and shameful national disgrace is pointing directly at the POTUS, and America needs to know why the inbound rescue operation was aborted.”

    While we were writing about this last night, former SecOp Bryan Suits of KFI AM in LA had an interesting guest – a former CIF (Commanders in Extremis Force) member who give a very interesting account of how the force is prepared, how it’s always ready and some of its training doctrine – contrast this with Panetta’s statement that “we have forces ready for any contingency” — so if we have forces ready for “any contingency” – why were they not put to use??     I’ve pulsed my own military network, and answers are starting to trickle in from ‘sounds plausible’ (useless) to ‘Ham was definitely interfered with on Sep 11′ so I’m chasing down details…

    Have not seen any reporting on the country of origin of the weapons used to assault the diplomatic mission and CIA safe house in Benghazi. Did the terrorist group use weapons from the US or Iran?

    Ty Woods father & family came on Hannity…& it was very emotional for all who watched it. What is appaling is that there is no one coming out with the truth especially non politicians. You would expect somebody to tell the truth …at least from the armed services. I read conflicting reports on Gen Patreus…changing his story etc. I hope there are investigative journalists looking for the deep throat (a la Watergate) to spill the beans.

      Saw it. Very touched by Mr. woods story. Have been on Hannity a couple of times — he’s the real deal and really does not like to take credit for doing good. Just quietly does it. There is a lot of quiet work of people not willing to fall on the sword for Obama. each day more delivered to bloggers, news folks willing to make it known. Don’t expect much from the top level like Petreus. The have legacies to protect.
