I’m only a freshman in Congress so I didn’t create any of this mess. But I’m here to help clean it up.
Throughout my first year in office I have stood up for principles that will guide our country back toward the path of freedom and prosperity. I truly believe the biggest issues facing our country right now are the lack of fiscal discipline and the exponential expansion of government.
We have seen an outrageous increase in the size, scope, and intrusiveness of the Federal Government. It is tying the hands of the American people and stamping out the spark of innovation, creativity and success in our economy. There is a clear need to return the federal government to its proper role. We must also reign in the out-of-control spending and power grabs by lawmakers and special interests.
The American people deserve a blueprint for policymaking that is built upon the Constitution of the United States and the principles of fiscal discipline, limited government, accountability and a strong national defense. Now is the time for us to be unapologetic about our principles and unflinching in our resolve to turn this country back into the Land of Opportunity.
For this reason, I am introducing the Contract for the American Dream. It is a Congressional action plan for the 112th Congress. We encourage lawmakers, candidates and citizens to sign the pledge, and join the cause.

The Republican Party needs something like this to nationalize the ’10 election. While I’m willing to quibble over the details, this is a very good place to start, but it will only matter if all Congressional Republicans buy into it, at least conceptually, and run on it.
Oh, and have you spoken to anyone in the Senate about signing on?

I also want to personally thank you for coming back here and answering comments directly. Too often we get CongressCritters who post the equivalent of a press release and we never hear from them again. At least one former POTUS candidate is famous for that here as well. I beat the crap out of them (inabstentia, of course) and so I want to make sure and let you know how much I appreciate your response.
Please keep us informed as to the progress – or lack thereof – with your effort. You kinda picked a tough week to post this
. Here at Redstate (and I don’t speak for anybody but me – and occasionally Franz when he tells me to) we are interested in exactly this sort of effort to nationalize the ’10 election and then be positioned to actually accomplish something when it’s over and won.

In my case we defeated a 12-year Republican veteran with a different equation. Principle/policy + “shoe leather” hard work=victory. I was out-spent by $600,000 and I beat him by 20% points and then defeated the Democrat by 37% points.

1. Narrow the scope of the proposal to how your own Party will behave. make it a promise to yourself; The American People are too keen to believe in promises right now. the party can only commit itself on how it behaves, not Congress.
2. Change the Name to Republicans Creed of Behavior or some such. Congresses in-house behavior has nothing to do with my dreams.
3. Establish the #4 person in the House as the “Ombudsman for Republican Integrity” on this Pledge. Have him in charge of a interactive website so each state’s constituents can notify the Ombudsman of breach of the Pledge. The site can also track how well the Pledge is being kept. The Ombudsman would have the power to approach the congressman on transgressions. Campaign money should be distributed in relation of to integrity to the Pledge.
4. Keep in mind the interests of each State do not match the interests of the National ambitions.

Right_Again (Diary) Wednesday, January 20th at 12:17PM EDT (link)1. This needs to be something to show that Republicans are listening to the anger expressed by Americans of all ideological stripes. We know most of the Democrats are not listening at all.
2. The American Dream name is too “hopey/changey.” I really like your suggestion of Republican’s Creed of Behavior. That puts all Republicans on notice that they have a level of behavior that is expected of them. If the Democrats (or Republicans) choose not to live up to that level, people will notice. It can be a “Read My Lips” stick to keep them in line.
3, The idea of an Ombudsman is also a good one. Think of how many people would be writing to this person about the Louisiana Purchase and the Cornhusker Hustle. Being able to channel the nation’s anger to one receptacle is a great idea.
4. I attended Congressman Chaffetz’ townhall meeting last fall and one of the main takeaways I had was when the Congressman said he owed nothing to the Republican party (they actively fought his campaign). He is one of the few in Congress who is a true Tea Party-type candidate.
He seems to really understand the need for a smaller national government and stronger state governments. The balance of power has shifted dramatically towards the federal government; that needs to end.

As far as the balance of power, I agree whole-heartedly. I understand that the President needed to assume extra power after 9-11, but this war has dragged on long enough and we need to start behaving as 50 states banded together in union rather than a Federal Super-power. America is a concept for crisis. The rest of the time I just want to be a Washingtonian (state).

I think with your Balanced Budget Amendment you recognize that some changes must be systemic. I think a few more are in order.
Term Limits 3 for house 2 for senate.
Repeal the 16th and specifically bar federal income tax. It is not needed or wanted.
Repeal the 17th and restore states rights.
Right to Work including repeal of all federal laws that interfere with private employment contracts.
Require due consideration of legislation. Make it mandatory every bill be read with a quorum present and require two “pass” votes at least two weeks apart in each chamber.
The biggest flaw with the original Contract with America was that even the things that did get done were undone as soon as the left retook control.
Make it permanent, make it constitutional.

Many, perhaps most, of them are merely fronts for the Democrat Party or Democrat aligned interest groups. A solution to the omnibus bill issue is to adopt a rule requiring single subject bill titles. It is possible to game it somewhat but when the single subject bill title gets to be two paragraphs long, people do notice.
