Gov. Bill Haslam released his INCITE (innovation, commercialization, investment, technology, and entrepreneurship) plan as a way to support innovation and make Tennessee the “No. 1 location in the Southeast for high quality jobs.” After reading the info from the TN.gov website, it seems this plan is based on the same principle of President Obama’s failed stimulus.
