Senate Cap and Trade Bill Skipping Committee Process-Will Be Drafted Behind Closed Doors

If you enjoyed the lack of transparency shown by the Senate when crafting their version of Obamacare, you will love the way they plan on crafting the Cap and Trade legislation. Instead of introducing the bill and sending it to committee, future Nevada Senator Emeritus, Harry Reid is taking over the process. Just as he did during the Obamacare process, Reid will be taking the bill drafting process behind his closed office doors for the deal making.

Next week, Reid will be handed the reins of the bill to cap greenhouse gas emissions while expanding domestic oil, gas and nuclear power production. His challenge could not be tougher…

In an effort to keep the bill in Reid’s hands, the sponsors — Sens. John Kerry (D-Mass.), Lindsey Graham (R-S.C.) and Joe Lieberman (I-Conn.) won’t officially introduce the bill in the Senate when they unveil it to the public next week.

“If we introduce it, it’ll get referred to committees,” Lieberman said. “We want him to be able to work with it and bring it out onto the floor as a leader whenever he’s ready.”

There are those who hope that Joe Lieberman switches parties when he has to run for reelection in 2012. His cooperation with this secrecy effort is a good indication of why the country would be better off if Joe stayed in his own (Democratic) party and was defeated by a Republican.

Already, some senators also are raising red flags about the committee process, which they warn may be circumvented if the Kerry-Graham-Lieberman proposal moves directly into Reid’s office.

“These bills need to go through committee,” said Sen. Maria Cantwell (D-Wash.). “If you’re talking about making major deals on energy policy, it needs to go through the Energy Committee. If you’re making major deals on tax policy, it needs to go through the Finance Committee. I mean, if you want to get it done.”

What Senator Cantwell is forgetting is a committee process would make it much harder to insert provisions like the “Corn Husker Kickback” inserted into the Obamacare bill.

Budget Committee ranking member Judd Gregg (R-N.H.), a possible swing vote, said he would prefer the committee process remain intact for the energy and climate bill — rather than shifting the debate into Reid’s office. “This concept of going through the leader’s office is a new concept in the legislative flow chart,” Gregg said.

Speaking on the Senate floor yesterday, Sen. Byron Dorgan (D-N.D.) repeated his call to move to floor debate on S. 1462, the “energy only” approach “There are not a lot of weeks left in this legislative session, and my fervent hope is, I would say to those who have been working on climate change and blocking our ability to bring an energy bill to the floor of the Senate, I hope perhaps we could find a way to work together to bring the energy bill to the floor,” Dorgan said. “That’s the way the Senate works. The Senate works by running things through a committee.”

Senate progressives are looking for every opportunity to circumvent dissent and to do an end-around the Committee process. It certainly is not the openness and transparency we were promised in 2008. Transparency is no longer important to the progressives, now its all about checking off more items from their agenda before the 2010 elections when they will once again be forced to negotiate compromises with the GOP. Until then, they were able to  cut deals behind closed doors in the case of Obamacare, and while they caught some hell, in the end they were still able to shove  health care down our throats. Now they are following the same road map for cap and tax legislation.

That old stereotype of politicians working in “smoke-filled” backrooms are becoming the new normal (without the smoke). Just as it was during the Obamacare process, this is an affront to the promises of transparency promised by the President during the campaign. It is a corruption of the way our government was outlined by our Founding Fathers. Power, they said, was to be in the hands of the American People, not in the back rooms of the Senate Majority Leader’s office.

      Every GOP Senator should be kicking the doors down and armed with paper shredders – should get busy shredding all Cap & Trade legislation. Senators like Graham should be pushed down the stairs and punched in the jaw.

        I’m guessing Club for Growth, et al. will be gunning for him in the Primary next time he is up, and I’m guessing the push to draft a candidate against Graham will be on.

        Too bad that won’t happen now until 2014 thanks to SC GOP voters who absolutely blew their chance to remove this guy in 2008…

        Put yourself in the shoes of those senators.

        Why in the world would they believe they need to FIGHT for the rights of the American people if they see no dramatic increase in the precinct committeemen ranks in their own Party? If the status quo remains in that regard, all things being equal, with history as their guide, they each have a greater than 90 per cent chance of getting re-elected. They have no FEAR to motivate them to act differently.

        Do you really believe they have ANY REASON under the status qyo to study Judd Gregg’s strategy letter of Dec. 1, 2009 (set forth below), to bone up on the Senate Standing Rules and come up, individually and collectively, with a strategy for employing every possible rule to slow down and defeat the bill, to develop a strategy for bypassing the mainstream media outlets to get their message of why they will be employing these rules directly to the American people (so as to make the non-coverage of these dastardly deeds by Obama and the Senate Dems a huge issue in the minds of the American people), and to watch again “Mr. Smith Goes To Washington” for inspiration and in the hopes that their respective gonads will miraculously re-appear?

            And the BEST way to threaten the re-election chances of all Republican incumbents is to get conservatives into every vacant precinct committeemen slot so that even the self-proclaimed “conservative” Republican incumbents might FEAR a primary challenger. (For example, do you think McCain would be acting so “conservative” these days if J.D. Hayworth had challenged him?)

            And, it so happens, that very same influx of conservatives into the Republican Party, which might result in some of the RINO Republican incumbents either deciding to retire because of the likelihood of a strong conservative challenger in the primary, who might actually beat them and go onto the general election against the Dem incumbent, might actually cause the Dem incumbent to consider more carefully how they vote on pending legislation — they might “move the center.” And, getting conservatives off their couches and away from their keyboards for a few hours a month, to become precinct committeement, and by filling up every vacant precinct committeeman slot, results in a full-strength Republican juggernaut with a strong conservative majority in the grass roots ranks. Which will result in strong get-out-the-vote efforts and, eventually, after the 2010 election, result in the election of CONSERVATIVES to the leadership elections.

            We’re doing that here in Arizona. YOU can do it where you live. But, it starts with YOU.

            As long as some of my classmates are dodging hot lead overseas, I figure the least I can do is get in the political ball game here at home for a few hours a month to make sure they come home to a constitutional republican and not a mob rule, thugocratic democracy.

            don’t worry about being shy. Just go to the meeting and do what I did: “Hi, I’m [name] and I’m really conservative. REALLY conservative. If you look up “Attila the Hun” in the dictionary, you’ll see my photo.”

            If there are any other conservatives in the room, trust me, they will seek you out after the meeting.

            Thanks for getting into the real ball game of politics. Once you become a precinct committeeman, you’ll be one more conservative vote INSIDE the Party.

    Graham is a bloated politician plain and simple. He does not only differ with the conservatives on the issue, he is willing to circumvent the normal process and engage in bribery to advance his issue. The man is scum.

    It is almost like I don’t care anymore what they do. I think I have lost faith. These blogs don’t really do anything, talk radio doesn’t, tea parties don’t, and the Republicans definitely don’t do anything to turn back the coming age of corruption and stupidity.

    Like Thomas Sowell said Obama would be the point of no return. I am very much beginning to believe that. It’s not worth the effort to even think or debate how cap and trade will be dropped. I am feeling so defeated today, I may sit out future elections. It just makes politicians think they are legitimate and everything they do with their other political buddies is legal.

      You think is bad? This is nothing. Read Churchhill’s account of the Second World War. What we are going through pales by comparison. It’s not even close.

      There is no cavalry, as Moe Lane likes to say. If you don’t like what’s going on, the question you have to ask yourself is, “What have I DONE politically, in the actual ball game of party politics, at my local GOP committee monthly meetings, to CHANGE things?”

      Well?

      I think I know the answer from the way you phrased your comments.

      You expect blogs to fix things. Fat chance.

      You expect talk radio to fix things. Nope.

      You expect tea parties to fix things. Sorry, ain’t gonna happen.

      You expect “the Republicans” to “turn back the coming age of corruption and stupidity.” Are YOU one of the “the Republicans” you chastise? Have you ever bothered to try to BECOME one of “the Republicans.”

      This is the problem in a nutshell. Seems everyone expects that by blogging at Redstate or elsewhere somehow everything is going to be made right again by the strength of the facts and arguments set forth here day after day after day chronicling what’s wrong and arguing for what’s right. Sorry. Ain’t gonna happen through “just words, just speeches.”

      If YOU want to help CHANGE things, then YOU (not your neighbor, not somebody else, but YOU) have to get involved in the real ball game of politics — party politics — at your local GOP committee meetings. NOW! As a precinct committeemen, ideally. If, for some reason, you can’t legally or practically become one, then become a helper to a precinct committeeman.

      We all have, and still do. The idea is to recognize it (which you do) but don’t let it paralyze you. It is normal to think fate is dealing us low blow after low blow; see, I have these thoughts too, but let the feelings work for you not against. Believe me, if I ever meet some of our side who have enabled the Left to do these things, I will point out a few facts to them, but in the meantime……

      When you start doing something, being here, calling your local GOP, getting involved, it puts you on the road to giving you back power. There are so many around you, here and elsewhere, that are going through the same thing, but they are out there fighting. So the only defeat will be if you do not try. You give them legitimacy if you do nothing. Do no succumb to the temptation.

      There is a saying, something about give yourself a day or two for self-pity and then go out and get back your life. In this case you have friends and family and your country that need you. Remember that if nothing else, you are NEEDED in this fight.

      And I see in the thread below, that ColdWarrior has already mentioned the Precinct Committeemen Project. :-)

    This is yet another example of this administration’s thugocracy. Everything Obama promised about transparency in government and a new standard for higher ethics has been nothing but an outright lie. His administration has set a new standared for ethics alright, it has been given a green light to use whatever means necessary to achieve his fascistic goals no matter how much it costs us common folk. Forced unionization, forced bailouts of private busieness, takovers of private business, the right to sieze any business deemed too large to fail, deconstruction of NASA, deconstruction of the armed forces, are not the hope and change that the American voters wanted. But don’t despair folks, he still has more un-American tricks up his sleeve. It’s time to ask him to produce his birth certificate!

    Graham, Snowe, Collins, and Brown will probably end up voting for this. They whipped up 56 Dems to vote for health care, and those same 56 Dems might vote for this too.

    Then they will do the same thing that they did for health care, pass the Senate bill in the House and use a reconciliation bill to make the changes that the left wants.

    And, they will do tremendous damage, as they have done with the Health care fiasco. But always console yourself with the fact that NOTHING these people put forward actually functions when put to practice. The damage they inflict is overt, traceable, and the blame will fall precisely where it belongs.

    And anyone willing to give up this early in the fight can feel free to hop out of the foxhole. But it will work itself out in the end, because these people are so inexcusably bad, so ideologically malevolent, that the alternative is watching the world burn. They CAN’T win. It is just a matter of people waking up and recognizing what has found its way to power.

    but he said he was against big government too and has voted for a lot of it since he came into the Senate. He has turned his back on the people who got him elected and is chasing liberal votes who won’t vote for him anyway.

    If the final product is different enough that they can use a new name for it (i.e. not cap and trade), Brown may vote for it.

    Where’s Brown on amnesty? Harry Reid claims to have 56 Dem votes for that as well. Which again means Graham, Snowe, Collins, and Brown would pass that as well.

    but he was never as conservative as any of us. While I don’t like it and wish he had voted against it, he did vote the way Mass wanted him to on extending unemployment, TARP, etc.

    This is why races like Graham and Crist/Rubio are so important to conservatives. In places like Mass we need to work with people like Brown, so we need stronger conservatives in places that are in fact more strongly conservative.

    by now that progressives have no intent to abide by the constitution (other than when it suits their needs). The republicans need to stand together and block the climate bill and all progressive bills that the dems will try to get through the senate. The fact that Graham is working the bill suggests that he is a progressive more so than that his is trying to be bipartisan. Otherwise he would demand that it follow the committe process. What’s the hurry?
    If the current republicans are not going to stand together and block the progressive bills, then what makes us think that they will stand and cut the budget in 2011 if elected? If they don’t stand up to the Obama administration and present a zero deficit plan starting in 2011 when they should have more votes, this country is doomed to bankruptsy and 3rd world like economy.
    If that happens, the tea parties may become even more transformed.

    Some united effort by the Tea Party/Independents/GOP needs to be started at once! Ads need to go on TV, radio & information flooded on the market exactly what passing this will cost every American & how devastating this will be to US companies. If the job market and unemployment is bad now, just wait until this passes! A similar law was suspended in Europe recently because they knew this would tank the economy when it is already horrible.
