Dems pull another dirty election fraud scheme out of the hamper

H/t to Dr. Robert Sklaroff and Civil_Truth for pointing me in the right direction.

Just when you think the Dems have thought of it all, another corrupt attempt at scamming the election process enters their heads. This time it involved PA US House #8, Bucks County, just north of Philadelphia. The race between Dem incumbent Patrick Murphy and his GOP contender Mike Fitzpatrick. When the Dems were fearing a loss of this seat they cooked up an elaborate scheme in an attempt to grab more Dem votes, their prey this time: absentee voters.

The scheme entailed a letter from the fictitious “Pennsylvania Voter Assistance Office” they conjured up, warning people “your vote may be in jeopardy if you don’t return the enclosed application by Oct. 20.” Only one little problem. The enclosed return envelope was directed to a Dem P.O. Box in Bristol, PA, not the county Board of Elections office. And if one didn’t respond the letter was mailed a second and third time. Anyone here see a problem with this? Alarm bells going off? Ballot and application tampering?

GOPer Fitzpatrick explains the “scheme” on this video, extremely well:

Key questions he asks are:

1. Who compiled and targeted the mailing list, and, why did they choose to prey on those specific voters?

2. Who paid for these bogus mailings? Where is it accounted on finance reports as the scheme appears to be initiated in August 2010.

3. For whom were the door knockers working, and, who coached them to break the rules? Who provided the door knockers with door-to-door lists? Where did they get the lists?

4. Where is a full accounting of what was done with all the applications they received? Did they throw out the applications of Independents and Republicans?

There also appeared to be fraudulent applications filled out by the Dems. The Bucks County Board of Elections and the county GOP office were alerted to this when the Board of Elections began receiving phone calls from agitated voters questioning this. Backed by the county GOP several concerned citizens filed a complaint with the Bucks County Board of Elections in Doylestown, copy below:

PA#8 Complaint

Page 7 shows the letter sent out by the fictitious “Pennsylvania Voter Assistance Office” signed by Frank S. Schultz, a Levittown resident who contributed $2,750 to Murphy’s 2008 campaign, according to Federal Election Commission records.

“The bogus letter seeks to trick voters into needlessly registering for absentee ballots and then, for reasons unknown, causes them to send those ballots to a post office box apparently controlled by the Democratic candidate for Congress,” the petition says.

Page 8 is the absentee application, and page 9 is the return envelope included showing the Bristol P.O. Box. Page 12 is a widely circulated e-mail from www.patrickmurphyforcongress.com outlining this project’s “goals.” Page 13 begins the sworn statements from several voters they did not sign their name to, or fill out an absentee ballot.

The remedy requested is that all absentee ballots be sequestered at the county courthouse in Doylestown until an investigation can be completed.

And wouldn’t you know it. The P.O. Box is signed for under the name of Tim Persico, Dem Murphy’s Campaign Manager. The GOP took this photo of the box through the post office window, and one can see a note attached to it “Tim Percico [his name is misspelled] or Paul Hampel only pick up the mail.” Hampel is a volunteer for the PA Democratic Committee.

Persico po box

When Persico was questioned about this “questionable” practice he replied the advantage of having all the ballots sent to a centralized location would allow the tracking of who had applied and who had received their ballots. Right, Persico. Don’t believe THAT ONE for a second. Patricia Poprick, Vice-chair of the Bucks County GOP had this to say about how the ballot scheme unravelled:

She believes this race was targeted because desperate Murphy felt it was close and she doesn’t believe this is happening in any other race in the state. Of course Murphy called for an end to the GOP challenge of the absentee ballots calling them “Fitzpatrick Republican Operatives.” The Board of Elections at the GOP’s request eventually decided to impound more than 8,500 absentee ballots and count them at the courthouse rather than distribute them to the polls to be counted on election night. Still at issue is whether or not Murphy knew of the “scheme” or it was just something cooked up by his campaign. Somehow this writer highly doubts he can claim he was unaware..

We do however have this commenter on a news piece although I have not been able to verify this.

“”Murphy deferred to the state Democratic committee on questions about the decisions to use the name of a fake agency and route applications through a post office box.”" Hey Murphy! The PRIVATE POST OFFICE BOX was only a few hundred feet from YOUR campaign office — NOT in Harrisburg!!!!

The state Democrat Committee didn’t set that up. YOU DID!!

You can’t even come clean even after lock-tight evidence proves your fraud.

You are truly an immature scam artist.

I did speak with Dr. Robert Sklaroff, a volunteer for the GOP and former Election Judge. He testified at a hearing and for those interested you can read his comments here.

Of all the voter fraud schemes I’ve seen this is one of the most worrisome. What kind of people think this stuff up? Let me guess. Those that follow “The Chicago Way.”

Fitzpatrick won the election by a wide margin and papers are reporting the GOP has dropped its bid to challenge 1700 absentee ballots, however Dr. Sklaroff tells me that’s not the case at all, that we will be hearing much more about this issue.

The case is still under investigation by various law enforcement officials, including the Bucks County DA. We need to see some people in handcuffs here guys.

And here’s a nice little tidbit for ya. Rahm Emanuel has chosen Murphy’s Chief of Staff, Scott Fairchild to head up his mayoral campaign in Chicago…All in the family.

This appears to be a severe corruption if a common campaign ‘best practice’.

The way we did it at the Colbert campaign (with advance clearance from the county clerk/registrar) was to mail the absentee ballot request attached to a campaign mailer, identified as such for the campaign. The absentee ballot request is pre-filled-in with the correct info from the voter’s original registration, so it won’t get bounced because of a middle name vs initial issue. It has a bar code on the form. All the voter has to do is sign it and drop it in the mail. It is addressed to the campaign offices.

When we get these in the mail, we scan the bar code and take the requests to the registrar at the court house the same day without fail.

This is a great GOTV move because it turns low propensity voters into high propensity voters – absentee ballot voters have a 75% turnout rate.

Once we have scanned the bar code certifying the voter applied for an absentee ballot before the request deadline, we can safely remove that voter from our database for precinct walk lists and phone bank lists. Now we can direct our GOTV efforts to those who really need it.

This saves a lot of time and effort for busy volunteers while converting a low propensity voter into a high propensity voter.

Needless to say, these requests are only sent to our party; never the other party, since the technique is so effective at raising the turnout rate.

This is genuinely a ‘best practice’ for campaigns with a good IT operation and a determination to preserve the integrity of the process.

It sounds as if the actual abuse that occurred here was:

    1. Phony official-sounding agency as sender
    2. Suggestion to voter that their vote is in jeopardy
    3. Possible forgery of requests that were never mailed
    4. Possible delay of requests getting to the county clerk

Show how just a few changes to ‘best practices’ can turn into a particularly vile form of fraud.

If you look at the application, page 8 on the complaint, which was enclosed with the phony letter, the instructions at the bottom right tell one to “mail this application to the Board of Elections” and then gives the address.

However, Dr. Sklaroff informed me 100% of the applications returned were mailed back in the pre-paid envelope enclosed to Persico’s P.O. box.

……this kind of deal is coming across more and more like standard operating procedure for Democrats across the nation.

    Awesome job L.I.O. !

  • itrytobenice

This should be a felony worth at least 5 years. Let some of them pound out license plates for a few years, and they might not be quite so enamored of the idea of cheating to get their pre-purchased congresscritter back into office.

    • danduck

How is this fair? The Democrats keep finding ways to cheat through elections and receive a slap on the wrist. I’m concerned for the lives of my children and grandchildren. There needs to be a change made.

  • conservativecurmudgeon

…That leads me to believe that Harry Reid didn’t win in Nevada (or, at least not by 5%). Now, of course, there is no proof (with perfect murders, there isn’t any evidence, thus, they are “perfect”), but I still find it curious that all of the reputable polls were so wrong. This ballot-tampering scheme explains some of it, or at least the degree to which power-mad democrats will go to cheat.

Don’t forget how Lyndon Johnson won his first Senate seat: He and his buddies “found” votes in Box 13 in Jim Wells County, stuffed with an amazing 202 votes for LBJ, and (gasp!) only 1 for his opponent.

That democrats cheat is not news. That they are getting so adroit at it is.

There was a blog comment somewhere (I am unable to find it now) by a lady who while attending a Sharon Angle rally in Las Vegas happened to strike up a conversation with an SEIU member who was there. He told her that they had ways to fix this (meaning Harry being down in the polls).

      • conservativecurmudgeon

If you have access to the instrumentalities of electioneering at the vast scale Reid has, in a sparsely populated state where the evidence can disappear like a whisper of smoke. I am absolutely sure that, should anyone want to tip all the slimy rocks over, and knew what they were looking for in Reid’s Nevada, they would likely find fraud and shenanigans on a massive, massive scale. Remember the touch-screen ballots that were defaulted to Reid’s name? Harry Reid was, and remains, absolutely loathed, and yet, miraculously, he wins an election decisively.

Lady Impact only shows one of the newest tricks in the bag. And, if SEIU members are counting the votes (as they were in Nevada), you can be fairly sanguine of the outcome– which is why all public-sector union dues must be banned from use in election activities.

        • congressworksforus

They didn’t have to be: they were the “technicians” responsible for management of the voting machines (e.g., machines that automatically voted for Reid, machines with 2500 votes already on them before voting started, etc.)

          • conservativecurmudgeon

I was speaking metaphorically. As you say, they were configuring the installation of the machines. I absolutely do not trust these machines for this very reason. They may give a printout of the individual votes, but I am not sanguine at all that this is the information that is processed.

Also, nearly every time I use a touch-screen device of this type, I invariably need to re-enter the information a number of times before it registers. The technology isn’t letter perfect yet.

  • eburke

I’m fine w/Fitzpatrick’s campaign dropping their request for impounding the ballots due to their MOV, but these are the kinds of actions that the GOP *must* pursue vigorously to their legal end.

The GOP swept into office in PA, most notably the governor’s office. This is the kind of stuff that too often we, then, just ‘move on’ from. Can’t do that anymore. The only way this stuff is going to stop is if people end up behind bars. We need to play hardball on this because the very core of our democracy is at stake here.

And I wouldn’t be the least bit surprised if these kinds of fraudulent activities are at the core of Harry Reid’s ‘surprising’ win in NV. Been a long time since I’ve seen polls off that much in a general election race which had as much polling as the NV race.

And *no* one came even close to getting this right? Hmmmm…..

    • http://www.doctor-bob.biz rsklaroff

The GOP-protest was dropped only because the electoral results wouldn’t have been affected by the total number of ballots that were “Provisional” in character.

THE INVESTIGATION BY DA-HECKLER IS ONGOING, and he specifically averred prospectively [@ the hearing] that DNA-evidence was to be preserved.

Thus, hope springs eternal that the perps will be outed!

  • JadedByPolitics

whether in PA or IL or anywhere ever thinks of attempting to steal an election ever again! This should not be ignored and the residents of that district should DEMAND an investigation by the Dept of Justice, a REAL investigation!

  • chbroussard

Just makes you wonder what else is going on behind that big curtain.

It is now clear to me that the office of Secretary of State is equally as important as state congressmen and senators. Since the majority of states elect their SOS, we need include recruiting conservatiave candidates for the SOS job.

It should have been clear how important this office is when George Soros headed up his SOS Project. If he thinks controlling the state SOS offices is critical to electing (illegally) chosen liberal candidates, it should have raised a big red flag to conservatives.

The attached article was an eye-opener for me. We need to be active in 2012 and make sure we take the election of SOS very seriously. There are numerous races over the last few years that really call into question the integrity of some states’ SOS officials.

Please leave a comment here indicated, state, city, congressional/state district.

Or if you’ve encountered a similar scheme with voter registrations.

I’m talking about schemes which (as Ron Robinson wrote above int he first comment) represents a corruptions of a legitimate partisan tactic, to wit, a scheme containing on or more of the following:

    1. Phony official-sounding agency as sender
    2. Suggestion to voter that their vote is in jeopardy
    3. Possible forgery of requests that were never mailed
    4. Possible delay of requests getting to the county clerk

We need to know if this PA-08 fraud is truly a single case or part of a larger scale fraud effort by the Democrats.

  • http://barbershopvalues.com daconia

There is a growing stink around the country. Numerous states report problems with voting machines selecting Democratic candidates despite the wishes of the voter. Bags of Democrat votes mysteriously appear in tight races. A number of write-in ballots are being held in Alaska due to identical handwriting. Harry Reid wins in Nevada despite being down in the polls. Strange goings on in Bridgeport, CT.
The media is mostly silent. What have we come to?

  • ladyimpactohio

best we keep an eye out on this as well. Just sayin’

  • http://www.gmsplace.com/ civil_truth

I know personally several of the individuals involved in pursuing this matter. ladyimpactohio has given an excellent and coherent explanation of this complex ballot fraud scheme.

I have just a few points to add.

While attention has been focused on the absentee ballot return fraud controversy, this followed on the heels of an earlier operation which raised the prospect of another, earlier fraud operation by the Murphy campaign.

    From NRO’s Thomas Shakely’s October 28th column

This comes on the heels of the county Board of Elections recording a unusual spike in Democratic absentee ballot application last week. Within a six day period from Oct. 14 to 19, Democrat absentee ballot applications to the county increased by 67 percent as compared to Republican applications, a spike that occurred nowhere else in the state.

Applications had been running essentially even between the parties up to that point. On Oct. 14, both parties

  • redneck_hippie

Heard on WLSam some of the station employees received “requests for absentee ballot forms” for which they had not asked to be mailed to them. The return address was also a democrat party address instead of the board of elections.

I did not hear anything further on what was going on there.

    • redneck_hippie

    2. Who paid for these bogus mailings? Where is it accounted on finance reports as the scheme appears to be initiated in August 2010.

    and America Votes:

“Literature (door hangers) for PA Canvass”, “PA Canvass Supplies”, “Paid Calls”, etc.

Murphy spent $170,000 on “electioneering communications”. I imagine this fraud would fall under that category.

Your info has been conveyed to Mike Fitzpatrick and others in his campaign.

Being a resident of Minnesota, I unfortunately am used to this kind of scheme. Felons for Franken and votes “found” in cars in liberal precincts, after the polls had closed. This PA scheme though, is something else. It just proves how desperate the Dems were this election cycle: Winning was more important than either ethics or the true will of the people they are supposed to represent.
