SCHIP: A Good Program Marred by Bad Policy

Today, the House of Representatives passed the Senate-amended reauthorization of the State Children’s Health Insurance Program, or SCHIP, by a vote of 290-135. This is a federally funded program that is supposed to provide health care to low-income children whose families cannot afford private health insurance.
