Rep. Jim Moran’s (D, VA) brother sudden recipient of defense largesse.


In a stunning coincidence*, there seems to be a certain correlation between the contributions of the Virginian Moran Boys:

Moran Campaign Contributors Have Business Before Brother

More than a dozen defense contractors with business before U.S. Rep. James P. Moran Jr. (D-Va.), a member of the powerful House Appropriations defense subcommittee, have donated thousands of dollars to Moran’s younger brother Brian, a candidate for governor of Virginia.

Brian Moran filed a campaign finance report this week that shows he collected $80,000 during the first three months of 2009 from 18 contractors that have been longtime backers of the congressman. Seven of the firms are awaiting approval of Moran-backed earmarks totaling $14.5 million.

The claim, of course, is that there’s all sorts of separation between Rep. Jim Moran and Brian Moran - the fact that one is a powerful defense pork appropriator has no connection whatsoever to the generous contributions made to the other. And the fact that the one is finding his campaign contributions drying up in the wake of the PMA raid and closure should not in any way, shape, or form be seen as an indication that any sort of money flow is attempting to find another channel. It’d be silly to think otherwise.

Any Democrats reading this should stop scowling: the previous exercise was for their benefit, after all. I do not need to delude myself into ignoring the rather self-evident fact that Rep. James Moran is a rampaging conspiracy theorist who checks each night to see whether AIPAC is hiding under the bed; or that he’s a corrupt suckweasel who uses his position to blatantly trade campaign contributions for concessions on defense projects that most members of the Democratic base don’t even like. Do you have a “It will be a great day when schools have all the money they need and the pentagon has to hold a bake sale to buy a bomber” bumper-sticker on your car**? Well, if you are, I just wanted to explain what the existence and power of Jim Moran says about your long-term voting strategy:

You’re doing it wrong.

Well, not we. We’re just stuck having to deal with them.

**By the way, if you really want the first half: try breaking the teachers’ unions first and seeing whether that works - unless, of course, you stood up and cheered when said unions managed to get all of those minority kids’ scholarships revoked. It’s just not your year, is it?

district and I have to deal with the contracts to companies like the ones in the WaPo story that he gives sweetheart deals to through the earmark process and line items in the budget. I live in the Connelly district, he is a liberal’s liberal a pet dog of Pelosi in the VA-11 district. So he pretty much does whatever Mr Moran does up in Arlington, Alexandria, Fairfax and some strange strip of land in Loudon county. I wonder how he got that district nice and drawn up to elect him to office. Anyway, Moran is an embarrassment to the real VA, but all of the NE transplants and blue bloods all live in his district and swing VA violently to the left.

“George Pedersen of Fairfax-based Mantech International Corp. has given Brian Moran $50,000. Pedersen has also contributed substantially to other Virginia candidates, including Kaine. He gave $81,000 in federal contributions last year, including donations to Murtha, Davis and another member of the defense appropriations subcommittee, U.S. Rep. Alan Mollohan (D-W.Va.). Mantech, which focuses on systems engineering and software development for national security systems, is awaiting a $2.5 million earmark requested by Jim Moran”

I know this company, now please keep my name secret here, but these guys have produced some equipment for the military that I have used or try to used. It was unwieldy and a worthless paperweight. I have always wondered why this company was awarded the contract to produce this system. This company struck me as the type of company that had some sort of inside track on funding or the beneficiary of cronyism.

To all, do not be fooled the Government and the DoD are in no shortage of cronyism and nepotism and it is sort of like the good old boys club that Achance talks about up in Alaska.

I am a big proponent of Government Support Service contracts and that includes Systems Engineering. We provide a valuable service to the military and the DoD and we are performance based. That is we can have our contract terminated for failure to comply with the SOW and contractual obligations. Now the Government employees are not tied to this type of performance based criteria. It is not impossible to be fired for non-performance to requirements when you are a Government civilian during probation or internship period; however, once you are granted the outside track their is very little trimming of the dead weight. Again, I am a big proponent of Government contractors that rely on performance based contracting competition to supply Government support services. That include omnibus support service contracts e.g. CEOSS.

You do have to wonder, when I see earmarks for items that are slated for acquisiton by a line item placed in a spending bill, I wonder who paid who to get this contract.

Lastly, I have always wondered why the GAO goes after the executive departments of the DoD but fails to examine the goings on of Congress. Especially, when things like this show up which show what we call in the contracting word a conflict of interest in violation of the FAR.

The TETS system was good as a weight to put in the back of the HMMWV for use in heavy snow to help prevent fishtailing. Utter useless piece of equipment that remained in my lab for quite sometime taking up space. I could not use it to test anything. A COTS system would have been cheaper and more effective. There, I said it, it looks like I will be target of Mantech now.
