Reviewing the July Fundraising numbers.


Short version: Democrats had a good month for the DNC – they beat out the RNC for a change – which was enough to let them end with a edge in amount raised and total cash-on-hand of a couple million. Fortunately, July fundraising for the congressional and senatorial committees was not a repeat of June’s: despite their having a significant edge in membership, the DSCC lagged the NRSC and the DCCC barely edged the NRCC. And the debt still remains significant on the Democrats’ side.

As noted above: good month for the DNC – good enough to give the Democrats an edge in money-on-hand for the first time in a while – but not the excellent month that the DCCC & DSCC enjoyed in June.  I can only assume at this point that the Democratic committees have a reason for not reducing their debt, even if it’s only to keeping up appearances.  The probably most impressive numbers here are from the NRCC: given the seventy-seat difference in the House, just staying even is an accomplishment.

Nonetheless, campaigns go nowhere without money:

That kind of cash-on-hand advantage was a powerful weapon for the Democrats in the 2008 elections – and it’s starting to look like they won’t have it this time around.

Here’s what I do not understand.

Why is the NRCC still carrying that debt?

Let’s contextualize those numbers.

In January 07, the NRCC was left with an almost $19 million debt. They didn’t discover it was that deep until after January. By July 2007, they had brought it down to $4.10 million. That’s not bad, with a $15 million dollar paydown of debt.

The DCCC in January 07 had a $9.3 million debt, and they went gangbusters eliminating $6 million in debt and racking up $ the way the Republicans did when the flip occurred in 1994.

In January 09, the NRCC was left with a flat $6 million in debt. Over six months, they only reduced it by $3.25 million (vs. 15 million reduction in a cycle immediately following a loss of the majority.) They have only $4 million on hand in July 09.

In January of 09, the DCCC had a $16 million debt. In July of 09, the DCCC has $10.22 million in hand.

I cite these numbers to put it in context. One would expect massive fundraising ability right after a flip in parties in the House, and it wouldn’t have been such a horrific cash on hand advantage for the DCCC in July 07 if the NRCC hadn’t had to pay a $19 million debt down.

By any standard of measurement, without a debt like they had in 2007, the current NRCC should be doing much better in 2009. Additionally, it doesn’t help that the current NRCC received two $1 million transfers from the RNC. It makes their fundraising numbers look even worse when you take those transfers out of the equations.

The real test will be at the end of this year, going into the next year. Democrats seem to be dispirited, and hopefully, pray God, that runs into their fundraising…. because at this point, we will need it.

I Think The NRCC Figures They Have Time To Pay Down That Debt

I imagine they’ll probably attempt to pay it all off by New Year’s Eve.

But the NRCC fundraising numbers are very interesting – considering the lopsided majority the Dems have in the House, the DCCC should currently be beating the NRCC by 2-to-1 or 3-to-1 in fundraising. (That’d be the historical pattern.)

The fact that the DCCC is just barely beating the NRCC at this point is YA (yet another) indicator that Dem control of the House seems to be in jeopardy next year.

(The same can also be said about the NRSC vs. DSCC numbers, though to a lesser degree…)

I agree with you, and you make one of my points regarding their fundraising. They SHOULD be trouncing us at this point. They aren’t.

But, my second point is, that’s no thanks to the fundraising coming out of the building on First street. They have had TWO $1 million transfers from the RNC, and are still in $2.75 million of debt. That’s unbelievable. By this time last cycle, they had retired about $15 million. This cycle, if you added the RNC transfers back, they have retired only about $1.75 million.

And yet….. they outraised the 07 NRCC by 1/2 million this quarter. WHERE is all the money going???

A lot congressman and Senators transfer their money to the Republican and Democrat Committees.

Schummer has nearly 20 million and I bet he transfers a huge chunk to DSC. Will Shelby do the same for NRSC? Hutchinson had huge chuck and she never transfered it over

I am concerned by lack of fundraising on GOP part in Congress. I think a lot K street are concerned about crossing Pelosi.

…I like the NRCC, but seems like if we can pull-off a gain of two or three on the Senate side, we have much more leverage, than a 20+ seat pick-up on the House side.

Hutchinson xfered to her chunk of funds to her state account (TX law is easy to transfer federal campaign to state committee) for the Governor run.
