Broadcast TV seems to be making it on its own. Yes they have spectrum that is coveted by newer technology. But the government is not giving broadcast TV any money as far as I know, just allowing it to keep some of the spectrum that it legally obtained in the past.

The reduction of spectrum that required all broadcast TV watchers to buy a new TV or a digital converter was one attempt to move people from broadcast TV. That action may have backfired. The conversion to digital has put more channels on the air, and some people have abandoned their cable TV.

The broadband folks got some spectrum from broadcast and now they want it all. Even if they get that, there is only so much spectrum and they probably will be begging for more in the future to support the "G5" network. Where will that spectrum come from?
