Portman Introduces Kick-the-Can-Down-the-Road-Until-January Act

If you had any doubt that our national leaders are more concerned about preserving their jobs than with preserving our Republic, Sen. Rob Portman’s (R-OH) End Government Shutdowns Act should quickly dispel those doubts. Portman, joined by Senators Tester (D-MT), Barrasso (R-WY), Boozman (R-AR), Coats (R-IN), Cornyn (R-TX), Enzi (R-WY), Hoeven (R-ND), Lee (R-UT) and McCain (R-AZ) introduced a bill today that will attempt to insulate the Senate from the consequences of its inability to pass a budget.

Portman said:

“Despite repeated signs that Washington’s out-of-control spending threatens to bankrupt the country, Washington continues to be deadlocked about the budget debate. Although Congress continually fails to pass appropriations bills by the October 1st deadline, we should not force Americans to face the threat of government shutdown hanging over their heads. Our legislation ensures the federal government continues to provide the necessary services to its citizens while protecting against the panic and pressure of last-minute budget deals, allowing Congress to make the decisions necessary to get Washington’s fiscal house back in order…

“…The End Government Shutdowns Act creates an automatic continuing resolution for any regular appropriations bill not completed by October 1. After the first 120 days, CR funding would be reduced by 1 percentage point, and would continue to be reduced by that margin every 90 days. Similar to H.R. 3583, authored by Rep. Lankford (R-OK), this bill gives Congress until January until the first automatic cuts would occur, rather than implementing them on October 1.” [emphasis added]

So instead of having another very public battle resulting from wild, runaway spending without the restraints of a functional budget, members of the Senate fled to their bunkers and opted for self-preservation. They agreed that it would be better to postpone the fight until after the election, kicking the can down the road for whoever comes out alive.

The Hill notes that “[t]he bill stands in stark contrast to the tactics of the Newt Gingrich House in the 1990s which actively sought shutdown scenarios to try to get government spending under control” but adds that “it could boost Portman’s image as a voice of reason capable of bipartisan deal-making. Portman is a contender for the GOP vice presidential nomination this year.”

Well, as long as this is good for the GOP brand and Portman’s VP prospects, this is a great piece of legislation.

The reality is that we ought to be readying crates of tea to toss into the Potomac over this.

    But since he is a former lobbyist of Patton Boggs (Romney campaign’s legal counsel), I am bracing myself for the inevitable let down.

    Still beats Obama/Biden by a trillion light years though…

      candidate really has to do is 1) not be a liability, and 2) Beat Joe Biden in a debate, not exactly a high hurdle.

        It’s not like that’s never happened before.

        Besides, as I have said here before (you can read my other diaries on Portman), he would be a liability because he would be a drag on the conservative base. Most conservatives would still vote for Romney, but wouldn’t enthusiastically campaign to the extent that will be necessary to beat Obama. Nominating a severe RINO will be a serious mistake.

        And, like 14 people would even watch a debate between Biden and Portman. I’m dozing off just thinking about it.

            I’m very familiar with his voting record and if he’s a RINO, more than half the members of the Republican caucus are RINO’s. If you’re going to use that term, can you at least reserve if for those who truly deserve it.

            There was a diary on Don Young the other day…now there’s a guy you can label a “severe” RINO, whatever that means.

            I just don’t understand how you can look at things like the Kyoto protocol and these environmental bills he keeps proposing and consider the guy a conservative. Or his enthusiastic endorsement of Richard Cordray for the CFPB. That’s a MASSIVE government power grab. Massive! How can you just act like those things are inconsequential?

    in the House in order to avoid the shut-down battle before the election and shenanigans by a lame duck session.

    He wants to keep funding at current levels for 6 months rather than a battle during the election.

        ago and Mark agreed with him. No sense in making hay now when Reid expects it, rather than doing a CR at the higher levels for 100 days and then Romney can put in real reforms.

        Hope that helps. BTW, Mark asked Demint if he’d re-consider term limiting himself and Demint said no, after 18 yrs, enough is enough, but he’d keep up the good fight and might go to talk radio! Mark laughed but said he’d let Demint sit in for him once in a while!

            Here’s another story on DeMint’s plan. I’m not completely in love with putting off the inevitable, but I see the point of avoiding the perils of a lame duck session. They could do virtually anything if there is no budget agreement in place. At least there is an ending date to this, unlike Portman’s plan with the fake future cuts that never actually happen.

    Might as well forget that. The powers that be in the GOP do not want a liability in the general election, and real conservatives are seen as outside the mainstream these days. We have to face that fact.

    It doesn’t mean we can’t push for Tea Party candidates in local and state elections, but Romney is smart enough to do whatever it is that will get him elected. True, it requires some horse-trading with the positions he takes, but he’s going with Portman because he needs Ohio. It’s that simple.

    The good news is, Romney will not go to the left once in office. There will be enough conservatives to hold his feet to the fire once he’s elected. But to get there, true conservatives are going to have to hold their noses. The Democrats have outmaneuvered Congress on this “fiscal cliff” strategy, and Republicans are smart enough to see this coming, rather than take a the beating. It’s just smart politics.

      I live in Columbus, and I’m telling you, Portman’s name recognition even within the state is minimal, much less nationally.

      There isn’t going to be this groundswell of state pride if Portman is named to the ticket.

      This isn’t to say that Romeny can’t or won’t win Ohio. I just don’t think Portman makes a difference.

      If it’s about helping to carry a state, Rubio in Florida is a better choice. Plus he’s more dynamic and would bring more energy to the ticket.

      The average Ohioan cannot even tell you who he is. He’s only been a senator for two years and has not done anything to distinguish himself. He’s more known for his association with the Bush administration than he is with Ohio. I had never even heard of him before he ran for senate and I’m fairly tuned in to politics.

      I think it’s a myth that Ohio will vote for Romney just because the VP is from this state. I realize people are dumb, but I just don’t know anyone who votes based on that.

            but the trend is Cubans historically vote Rep and other Hispanics mostly vote Dem. Cubans get a “pass” if they can make it here alive so in essence, they get special treatment (if you’d call getting here by a unboat-worthy journey special). But once they get here, they become citizens unlike other folks from other countries.

            Polls in FLA have been done and Rubio doesn’t move the needle substantially for Hispanic voters. Lasly I’ll add that most don’t like the word Hispanic but like Latino even worse. They are not a group and tend to stick to their heritage: Brazilian, Argentinian, etc.

            That is the problem with Rep (and Dems) by trying to put them in a voting bloc; they aren’t one singular bloc. But they have much more in common with Rep which is why I want Gov. Fortuno as he communicates like a young Reagan. Sorry to throw in my pic but he’s awesome!

            different. I can’t quote an exact poll, but FoxNews Latino has had some very interesting polls and results. A few months ago, one poll said most Hispanics didn’t have an overal approval of O but would still vote for him. We hear this time and time again.

            Why? We don’t know why but Romney could do a better job of trying to win their votes based on social values and of course the economy. Just saying Rubio is not our vote getter in the bag.

            to be true b/c he commented on My High-Risk VP Pick diary. He and I’ve have had our spats but he said then that he was from PR and still has many family members there and whole heartedly supported Gov. Fortuno for VP.

            I’ve never been there either, sadly. I would love to see the next RS gathering at a central location…say TX or NE or MS? Middle of the country.

        but Portman will be one of their own after the convention. No one knew Sarah Palin and look what she did for McCain (in the beginning). That’s all Romney needs is some fresh blood from the midwest, because the path to 270 is daunting, and it’s going to happen for him or not in Ohio, Michigan, Iowa, and Wisconsin.

        Rubio won’t make a bit of difference in Florida. That state is too wildly unpredictable, and Rubio himself is, in my opinion, a little green and could turn into a Dan Quayle type. Romney, too, so let’s not have two Dan Quayles on the ticket!

        I don’t disagree with what you’re saying about Ohio not voting for Romney because of Portman, but Mitt’s Michigan roots will not help. He’s a Boston finance guy, and he needs the Midwest badly. I can’t think of another way around this.

          because it will their members another reason to get out the marching boots and picket signs. Portman voted for NAFTA when he was in the House, which is still comes up every election here. Ohio is still reeling from the bruising battle over union reforms last year, which the unions WON in a dramatic fashion. Romney needs to find a way to peel off these (mostly white), middle class union voters if he’s going to win Ohio. Someone who is seen as the enemy of unions will not accomplish that by nominating a candidate an Ohio lefty blog called “labor’s #1 enemy.”

      Whoever Romney chooses will bring conservatives to the excitement table as he knows he needs each and every one of us. It will also be a person who will bring states to his side, not just one.

      I am sure the VP is already chosen and that we will hear who it is within the next 4 weeks.

          but since 2 plus 2 always equals 4, it is not that hard to figure out.

          Romney is the perfect politician and the presidency is his ultimate goal. He knows how to cross his ‘t’s’ and dot his ‘i’s’ and he knows what it takes to win. But most of all, he knows this is his last shot.

          Given that, one can safely assume that Portman will not be VP. He adds nothing to the campaign, is not the right leaning guy Romney needs to put in place to boost the excitement of the conservative base, is boring, may not even be the boost needed to secure Ohio, etc so there is no reason to add him to the ticket.

          Romney’s choice will be a conservative leaning if not a true conservative. Romney may also make sure his choice is not only conservative, but a minority as well which could mean a woman or a non white woman.

          It will not be Portman. Romney is not dumb enough to blow a hole in his campaign.

            But I’m not sure I agree. The words that best describe Romney’s campaign are “safe” and “careful.” Those are the words that would describe Portman as the VP pick (in the mind of the GOP establishment). They think they’ve already got the base locked up. Do you think they really care about the “true conservatives” at this point? That’s what I’m concerned about. To be sure, it would be a miscalculation, but they are doing everything, old-school, by the book. Unfortunately, it’s not the year 2000 anymore.
