Rick Perry Wanted Bi-National Health Insurance With Mexico

I just read the text of Rick Perry’s remarks to the Border Summit on Aug, 21st 2001. How in the hell is this stuff slipping through the cracks without a single mention in the conservative press? If this had been Obama, Sean Hannity would have been talking about it 24/7 during the last presidential campaign.

There are many passages in the speech that are of great concern to me, but this one really caught my attention.

…Legislation authored by border legislators Pat Haggerty and Eddie Lucio establishes an important study that will look at the feasibility of bi-national health insurance. This study recognizes that the Mexican and U.S. sides of the border compose one region, and we must address health care problems throughout that region. That’s why I am also excited that Texas Secretary of State Henry Cuellar is working on an initiative that could extend the benefits of telemedicine to individuals living on the Mexican side of the border….

Does Rick Perry still support an international health insurance program such as the one he laid out in his speech that day? Will someone in the media please ask him before it’s too late?

You can read the entire text of Perry’s speech HERE.

“… The Rio Grande does not separate two nations, it joins two peoples. Mexico and the United States have a shared history, and a common future. And it is along this border where we will either fail or succeed in addressing the education, health care and transportation needs of our two peoples….”

“… We must say to every Texas child learning in a Texas classroom,

    That’s a great campaign slogan….

Better yet, let’s handcuff them, throw them into jail and THEN deport them! Think of the landslide we’ll win!11!!1!

And you really have the problem with the first paragraph? It’s nonsense that sounds good to soccer moms who don’t pay close attention to policy details.

As far as the OP goes, it sounds like he wants Texas residents to be able to get good healthcare (and insurance) across the border. I do like the implication, you just need a scary graphic and some ominous music!

And you know what? Governor Perry is completely correct. The border communities actually are social, economic and cultural unities with their counterparts on the Mexican side. Note that I do not say they are political unities — there is zero desire for that anywhere.

Come visit sometime, and we’ll show you around.

…and in that time nobody has thought to actually research what the plan actually was.

    Sheesh.

Executive summary: they were talking about making it easier for private health care providers to offer services across the border (in both directions, technically), thus allowing Mexican nationals the opportunity to legally use American medical procedures (and allowing American medical institutions to, you know, get paid).

  • izoneguy

they would have to read it – to know what was in it.

The current situation is that extremely pregnant women legally or illegally come across the border and go straight to ERs to give birth at US taxpayer expense to brand new American citizens. The feds are doing absolutely nothing to stop it – heck now it’s even encouraged under the current administration.

Anything that can be done to try to fix this has to be better than the current situation.

that this story isn’t being covered 24/7. Perry bad, Perry very very bad.

I’d like to know why the story of yet another neo-nazi tie to Ron Paul, besides the numerous and myriad other ties to Neo-Nazi
s isn’t being covered by anyone in the MSM. A former American Marine, now admitted on air, a paid Russian operative, has been shut down, on Russian TV, for doing on air fundraisers for Ron Paul. Where’s that story. That should be blasted across the airwaves, and the internet everywhere.

How about the others? Maybe you’re OK with all of them. That’s fine. Some might be bothered by all three of them.

I think it’s important that we vet our candidates in the primary season, so we know what we’re getting. So far, that doesn’t seem to be happening with Perry. Can you name one SPECIFIC foreign policy position Rick Perry holds? I didn’t see anything on his website. Perhaps he’ll do an interview or two some day, and will be asked some of these questions.

Who announces a run for president, and avoids the national press for two weeks? Yes, he went on the Laura Ingraham Show last week. It was a less than impressive performance, IMO. I can’t believe there hasn’t been ONE mention of this.

The upcoming debates will be very telling. He’ll either run away with it, or implode. From what I’ve seen, my money is on the latter.

  • rightwingnut2

…so I’d like to know more about that too!

Actually, I could care less. Ron Paul has no shot.

We’re talking about a man who is leading in the polls despite the fact that very few people know much about him. Some of us would like him to be vetted at least as much as the others. I don’t think that’s too much to ask.

I was able to figure out everything he was talking about. Of course what Moe posted just confirmed what I read and understood.

Think of it this way. If you had a neighbor the nearly the size of California in population and economy, wouldn’t you want to do what you could to help make it easier to do trade and economic activity?

We do the same with Canada. Seriously why do some fear doing business with a friendly country?

Up until recently, droves of American-born residents of the RGV would flock across the border to receive cheaper health services.

Seems to me, this was a smart move for Perry to try to recoup medical business and force some sort of standardization on the “other side.”

I’ve seen the medical offices over there. One would wonder about sanitation.

    That was then.

Now, those mexican medical offices have made it across — and guess what? Yuk standards. I know because I had to go to one to get a TB test to teach in a flurry.

Instead of raising Mexico’s bar back then, Mexican medical offices have lowered the standards down here. That’s my “customer” opinion.

Secondly, have you ever been “across”? Would you give a rat’s butt if you saw a barefoot 7-year-old in tattered clothing trying to sell you “chiqle” (gum) for a quarter? during a school day?

You say you wouldn’t notice him? Maybe you’d pay more attention if he offered to polish your shoes for two quarters?

Or are you one of these arrogant Americans who wanders into indigenous territory in flip-flops to bemuse the local noble savage — so you’ve no use for gum or shoe polish, but hey! — what about that photo-op?

Gotta give a damn at some point, and to some degree, nut.

If you won’t do it, the state has to, so why complain?

Perry has had more than his share of colonoscopies, and it started even before he announced. But, with people like you, making sure that your post is full of all the hype and paranoia, proves to be yet another proctologist without a license.

  • izoneguy

Moe posted your answer. Please read it. You can read? Correct?
OMV also posted a good response. WIpe the spittle off your screen so you can read that as well.

  • izoneguy

The national lame-stream Obama propaganda machine is avoiding Perry.
They finally figured out that the majority of the American public might actually agree with Perry. We can’t have that now!!!!

Just wait until the debate on Sept 7th – I am sure we will have a few more fall out – and it won’t be Rick Perry. Buckle up little pardner – it is going to be one hulleva of a ride!!!

  • Darin_H

but like I said, nice try with the implications!

  • rightwingnut2

I’m not aware of any mention of TTC, Gardisil, the DREAM Act, his corporate cronyism, etc. on that network. In addition, there’s been little to no mention of those issues on talk radio.

The MSM seems focused on stories like his feud with the Bushes and his religious views.

No worries. The real vetting will happen sooner or later….

So who are you pulling for? You sound like a Jon Huntsman fan?

about the issues you cite, because after all the hype put out there, such as this diary, most have decided that they really are non-issues.

Interesting that you say you don’t support Ron Paul, because he has no shot. Obviously you do agree with his loony bat policies though by your paranoid post. Why are Paulies always so jumpy, and excessively emotional?

  • rightwingnut2

    …because the man is nuts!

If you check back, you’ll see who I support. But, because that person is riduculed mercilessly by damn near everyone at Redstate, I’m doing my best to keep this discussion about Perry.

In any event, you guys have clearly made up your mind. You’ll overlook the warts, no matter how bad.

Rick Perry is a general election nightmare. That will become more evident as time goes on.

That’s about all of this discussion I can take for now. Good night.

I have several friends in the Valley and from the Valley (Brownsville/South Padre area), and having been there myself on numerous occasions, it is as you say. There is one thing that I will never do again, though, and that is to cross the border. It is dangerous now with the drug cartels, but at one time you could cross the border, go to dinner/dancing at a very nice restaurant and everyone blended nicely. I saw no animosity or anything approaching it. The fishing and banking businesses are intertwined and I assume other businesses are the same. In a way, it is like going to visit another country without actually going anywhere. A very large chunk of their economy is the ‘snowbirds’ who flock there each winter from the north – most are regulars and go the same place year after year. Texas is unique in this regard and it will be very difficult to come to a really good conclusion as to the illegal issue. Not an easy task at all and I’m torn in several different directions.

  • rightwingnut2

…among other things. Do the Mexican border residents have the means to purchase the insurance? A compassionate conservative such as Rick Perry would surely provide financial assistance to those in need….right?

Why stop at the Rio Grande Valley? If it’s such a wonderful idea, lets let the rest of the Mexico in on it. Heck, lets join up with Canada too.

  • http://908StraightSt.wordpress.com/ mbecker908

This fool isn’t really a “redstate writer”. He just posts here because he hasn’t gone far enough off the rails to attract much attention up ’til now. I doubt he’ll be here much longer.

Has Perry pushed this idea strongly every year since? Was it a one-time idea?

Perry also required all girls get HPV, a bad decision, and now he has said it was a wrong call.

We do not need a PERFECT candidate, but we need an ELECTABLE candidate with an strong platform. The right should not eat its own as it did with McCain and sent a “message” by not voting that has resulted in 10% unemployment, more wars in the MidEast, energy in free fall, o’care, and 2 idiots on the Sup. Ct. with life tenure.
