<p>If the Powers That Be decide that the collection of greenhouse gases reaches a calculated equivalent of 450 ppm of CO2, that Obama will be given the authority to essentially shut down the country.  The cited reference in the Waxman-Markey bill HR 2454 seems to be Section 707a.</p>
