‘Cap & Trade’ bill gives Obama unlimited powers

According to this article by the Washington Examiner:

Both the Waxman-Markey cap-and-trade energy approved earlier this year and the version just okayed by Sen. Barbara Boxer’s Senate Environment and Public Works Committee’s Democrats (Republicans boycotted the vote) contains an obscure but nasty bureaucratic provision that requires President Obama to act like Venezuelan strong man Hugo Chavez.

If the Powers That Be decide that the collection of greenhouse gases reaches a calculated equivalent of 450 ppm of CO2, that Obama will be given the authority to essentially shut down the country. The cited reference in the Waxman-Markey bill HR 2454 seems to be Section 707a.

McCain seems to miss candidate filing in TX: serious?

According to presidential candidate Bob Barr’s site In Texas the Evidence is Clear the Democrats and Republicans both missed the fall candidate filing deadline of August 26.

I know that candidates miss this now and then and still get on the ballot. It happened to GWB in various states in 2004, again because of the late ballot.

So can someone inform us how candidates miss the filing deadline and still get onto the ballot?
