We must change the core of this stimulus bill, not pick at the margins

As almost everyone following the debate surrounding the Senate stimulus bill will tell you, this is not a job creation bill; it’s a massive government spending bill.

Yesterday, I introduced an amendment to remove wasteful spending from the stimulus bill. My amendment would remove almost $47.6 billion in funding that is not focused on creating jobs to help stimulate the economy.

By targeting the removal of approximately $30.4 billion in direct spending and striking a union-backed Davis-Bacon provision to save more than $17 billion in inflated construction costs we can start to trim the overall cost of this bill.

(The Heritage Foundation estimates that the costly union provision would add an additional $17 billion to the total cost of the stimulus bill because Davis-Bacon requires all construction projects to be performed at wage levels well above the market’s demand – especially as it is relative to different regions of the country, like my home state of Louisiana, for example.)

Some argue that a good portion of the funding in the stimulus has been set aside for worthy programs, but this ever-growing stimulus bill is not the venue for these projects to be considered. Like I said on the Senate floor last night, we can debate and address some of these worthy measures another day, another time and in another bill.

The American people have been told that this bill will help stimulate our ailing economy and it should do just that. But we’re not going to get out of this recession by removing small and medium-sized fish barriers – just to cite one example.

Here are just a few other examples of the wasteful spending in the current Senate stimulus package:
• $20 million for the U.S. Fish and Wildlife Service to remove small and mid-sized fish barriers
• $1 billion for the 2010 census
• $600 million for the federal government to purchase energy efficient vehicles
• $500 million for NASA climate change studies
• $850 million to bail out Amtrak
• $100 million for the Department of Defense to purchase hybrid vehicles
• $2.25 billion for groups engaged in neighborhood stabilization programs, such as ACORN and other entities

Those examples listed above are traditional Washington spending projects – pure and simple. They are about pursuing pet programs – building big government and beautifying government buildings – instead of creating new jobs.

The Senate has a duty to change the core of this bloated stimulus so that it addresses real job creation, and this amendment would be a good start as an act of good faith for the American people.

    It has been temporarily suspended in certain instances, but I believe it has outlived its usefulness and adds to bureaucracy and cost.

      Then you have the state law D-B analogs that jack up the price of state and locally funded projects as well. Add to that union project labor agreements being the price of getting anything funded and permitted and it becomes apparent why we can’t afford to build much or maintain what we build.

      We have a horrible problem with it here in Alaska, especially with the schools in the rural areas. We took over rural education from the Bureau of Indian Affairs and committed to a school for every village with 25 or more students. Most of them are in places accessible only by air. So, all materials had to be either airfreighted or brought by summer barge to those with water access at enormous cost. All equipment, cranes, etc. had to come in the same way. Then it was all built at Davis-Bacon wages, mostly by union contractors using labor from Anchorage, Fairbanks, or Outside – in places that rountinely suffer from 50% or greater unemployment. Then once the things were all built there was no money or skill to maintain them all so they began to disassemble themselves almost immediately. Last time I looked we had a couple of billion in identified deferred maintenance of State owned facilities. Some money has been spent in the last couple of years with the high oil prices, but still there is no local money to maintain any of it and the State doesn’t have the money to maintain all of it.

    Senator Vitter, here’s what I suggest.

    1. Reduce the size of the bill. I think the GOP will accrue great credit for significantly reducing the size of the bill. Americans are rightly nervous about spending money we do not have or can’t pay back. And I am talking about $150B-$300B, not just a half bill here and a half bill there. Do not fall for the ruse of adding pet GOP projects to a bad bill.

    2. Change the mix. Far too many transfer payments. The voters know that unemployment, food stamps, and bailouts to states aren’t stimulative. I find the payments to states particularly abhorrent. Why should taxpayers in Louisiana be sending money to NJ, NY, or California when they have their own problems?

    3. Add something new. 4% mortgages, tax credits for home purchases, payroll tax holidays, and reduced corporate tax rates are all good ideas. Please ensure that we get a pound of flesh before giving them political cover on this.

      In short, Congress must explain to the people first the following:

      1. Problems of the economic/financial crisis.

      2. The Root Causes of the Problems, on a per industry basis.

      3. Principles being applied/used in addressing the problems.

      4. Specific Options to Solve the Problems.

      5. Optimal Solutions including Pros/Cons and the issue being addressed.

      6. Role of the Government money for each Solution/Strategy.

      7. Co-financing for each Solution/Strategy.

      8. Expected Outputs, Results and Outcomes.

      9. Accountabilities especially by the end-users of the Government funds.

      10. Success Factors.

      We want good governance, clear accountability, clear results and full information for each Government expenditure.

      WE WANT CLEAR ROADMAP AND CLEAR PROGRAM. WE WANT TO SEE HOW THESE FUNDS WILL ACTUALLY SOLVE OUR PROBLEMS. WE HATE BRIBERY OF THE PEOPLE through all these rebates, financial assistance, free health care, job retentions, etc. We don’t even know how long can the US Treasury sustain such kind of silly financial solutions. What if we go “full bankruptcy” in the end? Who will bailout the Government then?

      We hate being blackmailed by the so-called “financial crisis”. Reps/Cons will never be part of the Cheering Squad of this massive government intervention without fully knowing how the US$900B can stimulate “what.”

      included. Propping up the housing market will not work. 4% mortgages will not work. Tax credits for home purchases are a joke.

      The problem in the housing sector is pure and simple: prices are too high and need to come down further. Nothing the government does to prop up that sector will do anything but extend the pain.

        2.5 times the annual income is the max level for home prices for a family. Any more and they can’t keep the house in an economic downturn. Look at the real estate ads and compare to your area’s average income and the problem becomes apparent immediately, just as mbecker points out.

    doesn’t sound like NEARLY enough to me!! The remaining $852.40 is still MORE than the bill passed last week by the house, will do nothing to stimulate our economy or create jobs, and will leave a legacy of debt on future generations that we simply cannot afford. I appreciate the good senators effort, but I have to say at this time the only solution I see is for the GOP to vote NO and hope they get a few blue dogs to go along with them. The heck with bipartisan – I did not elect these guys to mortgage my grandchildren’s future. I would appreciate some spine + some balls from the GOP on this, please.

      You mention some very worthy targets, but in my opinion you are just picking at the margins – contra the title of this article.

      This Porkulus thing is irretrievably horrible for America. It cannot be saved by modifications. The whole thing should be defeated by filibuster, and replaced by…..potentially nothing.

      Or better, enact these “government get the heck out of the way” policies as a new bill:

      – dissolve Fanny and Freddie and other GSE’s (if that is the right acronym).
      – ditch all CAFE standards – the car companies might even survive on their own if you do that.
      – ditch all green-motivated laws and standards.
      – no more bailouts of anybody, including and especially the car companies.
      – ditch all that stuff with corn subsidies and other government-imposed intrusions onto the free market.

      You Republicans in the Senate either believe in government, or you believe in the free market. Now is the time to decide.

        Don’t try to fix this by trimming a little fat here and there. You need to go back to the core premise and start again from the ground up.

        Have the moral courage to stick to principles, no matter how much pressure, howling, and gnashing of teeth comes from across the aisle, the White House, or the labor unions.

        Although these changes are unlikely in the next four years, this spirit is the true HOPE and CHANGE that I pray the GOP will espouse for 2010, 2012, and the rest of the its days.

          I just want to remind what our goals are. We don’t put lipstick on this pig bill, we shoot it down. And we shoot down every bill that is even kinda sorta like it. We hold the fort down for 2 years and take back both houses.

          The economy will stimulate itself far better without a Porkulus bill at all. Not to say that it won’t involve pain, at least 2 years of pain. But let’s not turn this pretty bad recession into Great Depression #2.

I think it’s imperative that if we are going to discuss any kind of “economic recovery package” or “stimulus plan” the people of the United States should at least begin thinking of what the parameters of an actual economic recovery for the United States should mean. Printing out and/or forwarding these links to your colleagues in the Senate (from both parties) might help everyone start talking about economic recovery as though it was something we might actually like to try to accomplish, based on an understanding of economics.

    I realize very pointedly that politicans have somewhat different goals and constraints than their constituents. I also realize that many of them are not business managers, and I furthermore accept the fact that the difference between politicians and business managers and ordinary citizens will exist for a long time to come. However, despite all of that, I think it would be of immense benefit to the people of the United States if we made a concerted effort to discuss economic issues in terms of what might help the economy.

    Any bipartisan effort to help America’s economy recover should begin with an attempt to understand the nature of the problem and make attempts to improve the situation based on sound economic principles.

      I would be much more inclined to support government action that really tries to alter the role of government along the lines of the article above. There is going to be some allotment of pork. As one of the founders of this blog said a few years ago in a conversation that I transcribed regarding reducing the size of government: “I didn’t realize we’d started doing that yet.”

      We should. And if we’re going to talk about economic recovery, we should understand what makes businesses in this country work, and how Congressional action might change the laws so that instead of a quick rush of Government Sugar we’re looking at improving our long-term economic metabolism.

      Europe suffers from sclerosis. We might wind up with diabetes.

      Do the right thing.

    If it’s supposed to stimulate the economy, then how about doing it the right way? Make it one massive permanent tax cut package. Or use it to buy up toxic assets and park them in a nationally established “bad” bank, so that firms and banks can start lending once again.

    Don’t justs change its core, change its true target and make it function like what it’s supposed to be doing — stimulating the economy properly.

    As far I am concerned, we should scrap the entire stimulus package and start over again. We get only one shot to do it correctly, so we might as well do it the right way.

    Republicans start looking at compromise, under the ill of the Bi-Partisanship disease, on a plan that starts with 100 lbs of manure?. negotiates 30 lbs of manure out?. it is still a LOAD OF SH?. er?.. shady stuff and a sell out of Conservative values/principles ?. This ?Stimulus? should in absolutely no way, no shape, no form, be supported no matter what changes are made to it as it will STILL be Democrat garbage?.. The whole thing must be scrapped and crafted ?jointly?

    Compromise with Socialism, will again yield more/bigger Government, more Spending (forever, not just ?one time?), more, more, more, more, more?? And it is up to us to finally say NO BLEEPIN? MORE!

    And, obviously since we do not have the numbers… we must work closely with Blue-dog Democrats to hold the line on this…. Or not provide a single vote to the results….

Republicans hadn?t learned from Bush 41 failed ?Read My Lips? and BiPartisan compromise to Raise Taxes leading to his defeat in his bid for a 2nd term?? no need to go over all the other FAILURES because they didn?t then and will not now learn from those failures?..

    Republicans in the Senate will sell us out again?.. Yet another BiPartisan compromise yielding us much more Bad Policy/Spending?..

      Thank you for posting here, Senator. It’s good to see that at least some elected officials pay attention to their constituents.

      If the core needs to be changed, then change it into tax cuts only, which more Americans support than pork spending.

      Too much of the “tax cuts” in the current version of the bill are directed to people who don’t pay taxes to begin with. The last tax cut or stimulus I received was the George Bush tax cuts.

      Make the Bush tax cuts permanent or extend them, then enact an AMT or payroll tax holiday. That would change the core and actually stimulate the economy immediately.

      If you really want to stimulate the economy, Senator, please do us the favor of voting against this bill, in any form.

      Action for the sake of looking like you are doing something is worse than doing nothing.

      If you wish to stimulate the economy, cut my massive tax bill. Not tax credits. Since I don’t own a house, am not married and have no children, I don’t get any now. Seeing that, I don’t see myself getting any in the near future anyway.

      Every Govt job created sucks away money of/from the Private sector…. It takes away from the limited things we do actually believe those funds should be allocated to…..

      Obama “We must ‘reform’ how business is done in Washington…. Responsible Budgets…” He must be reminded of that…. not allowed to continue to use this overstated crisis as a basis to shove more garbage….

      People must be reminded in the simple BASIC MATH terms (unfortunately, most Americans dumbed down) can understand….

      Every Govt worker, just for basic pay (not discussing the monies to pile on lavish benefits for them) takes away at least 10 Private sectors workers taxes paid in….. Let’s just take a simple amount/level ….. 10 Taxpayers taxes of $3,400 for 1 Govt worker to earn $34,000….. that is $34,000 that cannot go toward Asphalt for that worker already standing beside the road watching traffic pass by and drinking coffee to actually fill pot-holes in with … and or any other thing that the $34,000 could/should go toward …. OR BETTER YET REDUCED PEOPLE’S TAXES AND NOT CONFISCATE IT TO BEGIN WITH!

      The points and arguments must be dumbed down to that level to rally people behind our philosophy…. and to get them to oppose this, and the next load of, garbage….

      Longer terms….. Why we may soon not recognize our country

      We did NOT get to this last Election overnight. It took time, and will get worse if we do not step up to combat it.

      Liberals migrate to Emotional endeavors, where opinions can be shaped. Journalism, Acting, Education.

      “Progressives” that dislike America the way it is and want to “Change” it to a “Socialist Democracy” (Tyranny of the Majority). “Ask not what your Country can do for you, but what you can do for your Country” gives way to “Government of the Handouts, by the Handouts, and all about the Handouts.” Where people get to vote themselves from the Government.

      Liberals ingrain themselves in the process, where Conservatives that believe in Small Government still live as if Govt actually still acts Constitutionally and Limited and willing to ensure the Limits are enforced.

      To a Liberal, a “Free and Fair Election” is that where the masses they’ve helped to dumb down over the decades can all be drummed up into a frenzy and march blindly to the Polls (this election hasn’t demonstrated that to you?)!

      Who are the ones always trumping up and rallying the troops to CHANGE Government through Activism!?!? PROGRESSIVES! Liberals are always willing to give more time to Bureaucratic endeavors. ACORN does not just exist to overload Voter Registration rosters, but to put as many people throughout the system just for times like this. In many jurisdictions the composition of these “Officials” may very well ALL be Liberal Democrats, and is just a matter of how closely they are being “observed” as to how much they will feel they are able to “get away with.”

      I understand that many of you haven’t seen this degree of attempting to shape outcomes. These people are not just in this for NOW. They have not just got here THIS YEAR! They have been working toward this for years!!!! They will be continuing to build the “opportunities” to FORCE outcomes by any means they can. The proximity to CHICAGO here is NO COINCIDENCE. This Stimulus crap is about more than ONE-TIME Spending… it will be the basis of the Funding levels to build on further and further… more and more and more and more…..

      This is absolutely the way that government expands permanently. What begins as a “temporary” measure to “alleviate the economy” stays, and when you want to cut the budget, you get the standard “but, people will lose their jobs!”, and “what about the children?”, as well as the obligatory interviews w/families who have lost their jobs.         That he is for many other amendments that could make the hill acceptable to vote for that does address the core GovermentGrowthulus and that even if his amendment passes, he will not vote for the overall bill just for that reason.

        For we now know that Obama has abandoned the 80 vote strategy as he today reminded us again that he won and that his voctory was rejection of supply side tax cuts.

        They are now going for 60 votes only, which means that they only need a few repubs. My fear is that they eliminate some more high profile puny provisions and act like they did something and yet we still get stuck with socialism on steroids with no clarity of the GOP brand.

    Former Pres. Bush became a tool of the Democrats in the economic debacles of 2008. In the end, what happened? Majority of the people continued to hate the former President.

    Will you continue with the same strategy?

    Now is the time to show your true colors in the Senate. Are you really Republican or “Democrat under the Hood”? If people want Democrats, they will go for the REAL ONE, not the fake one.

    Instead of joining the chorus with the Democrats, why can’t you be honest to the people that:

    “Government cannot save the people. Each American has to save himself/herself by:

    WORKING HARD
    WORKING SMART

    and

    SPEND WISELY.”

    Obama’s Stimulus Package is a wrong Stimulus to the People. OBAMA’S ECONOMIC IDIOCY IS JUST TRYING TO CREATE A MASSIVE HYPERINFLATION.

    The Crisis itself is stimulus enough to double our individual efforts. Without our individual industry and hard work, all the money of the US Treasury put into the Stimulus Package will just go in vain. PEOPLE AND BIG BUSINESSES WILL JUST ASK FOR MORE LATER.

      President Bush signed a previous “stimulus package” which opened the door to the current stimulus package.

      President Bush’s treasury department orchestrated several bailouts which opened the door to the “Big Bad Bank.”

      First, it was the government should buy distressed assets.
      It was later determined that direct equity purchases were more efficient.
      Now we are talking about setting up a “Big Bad Bank” to purchase distressed assets.

      That will lead to a discussion about the correct purchase price of those assets.

      Sense an endless repeating loop.

      How long until we talk about another round of direct capital infusions to banks?

    I appreciate the thoughtfulness, your title doesn’t match your text. We’re rearranging deck chairs on the Queen Mary. Stop calling this stimulus. Stop using that word.

    We’re soon enough going to lose the high ground (again), because we’re conceding enormous swaths of spending from which there won’t be any retreat for a generation; and, if not a generation, then a forever. My not-yet-conceived grandchildren are BEGGING you to take a step back and reconsider.

    I have a pitchfork and a torch and I’m not afraid to use them!

    All candor aside, the entire premise that this bill has anything at all to do with economic recovery stinks. The American people are being sold “a bill of goods,” and the actual cost of this legislation will dwarf the final dollar amount. Sadly, the state of our government schools has rendered much of the American public incapable of recognizing the danger this bill portends for our Republic.

    Call this bill what it truly is:

    The Growth of Government and Economic Freedom Depression Act of 2009

    “Picking at the margins,” indeed.

    Why not, just for once try unmeddling?

    The more you “tweak” or “start over” or “do something” all you accomplish is growing the government larger with very little oversight.

    The more you do, the worse things get. Yeah, it’s bad and will likely get a little worse if it’s just left alone but it WILL get worse if you keep meddling.

    People are angry, sir. Sitting in D.C. and talking, talking, talking,while writing bad bills is not going to mollify them. Someday, you won’t be in D.C. nor will a whole bunch who are there now. Everything you do now is going to be available to your replacements to use and abuse.

    You are supposed to be safeguarding this country. That doesn’t mean just national security but protecting the people from government encroachment. That’s what the Constitution stands for. This travesty has gone far enough.

      The major problem in this country is that we have allowed leftist and socialist to control the educational system with the result that too, too many of us have no idea how simple economics actually works. Otherwise the stupidity of bills like this could and would never be offered because the majority of the people would know better.

      Unless you wish to extend the crisis indefinitely, as FDR did for SEVEN additional years of pain and misery, scrap the whole mess.

      There are no proven solutions included in the bill.
      If the “smarter than GOD” people in Washington would quit playing “GOD” with our lives, the markets will correct in a matter of time.

      There is nothing short of a REAL tax cuts you folks can do that will remediate the “crisis.”
      Tax cuts have worked every time they have been tried.

      Spending your way out of an economic “crisis” has failed every time it has been tried.

      With the greatest respect, I say DUH! What were you(the congress), thinking.

      I realize Obama has proven he knows nothing about history or economics, but I certainly thought the Republican party would have at least some folks who are well versed in both.

      The best thing you can do for America is make sure no form of the present bill sees the light of day. Doing nothing will lead to recovery quicker than anything in the current bill. Scuttle this garbage scow.

      Please beat on the podium at every opportunity tax cuts, tax cuts and the economy’s health will return much faster.

    It’s purpose is to extend one party Democrat rule for as far as the eye and the exhausted government pocketbook can see. Republicans in the Senate should be saying so as loudly and as frequently as possible and pushing for a complete re-working of the Federal Tax code to make IT a stimulus for the economy rather than the too complicated drag which it has been for years.

    Conservatives should remember that ALL taxes are paid by the consumer and that the best and easiest way of making the code work would be to repeal everything which we have now and enact the Fair Tax. That would bring home trillions of American money stashed abroad to keep it out of the hand of government bureaucrats.

    We really don’t need to create more jobs. One way to lower our unemployment rate would be enforce our laws. Deport all illegal aliens and have American citizens fill the positions that are left vacant. We would also lower the costs for the taxpayers by removing them from the welfare and food stamp programs that they are not legally entitled too. Make sure that everyone is paying their taxes and not just when they are getting ready to be vetted for a cabinet position. Also as many of our Senators, Representatives and the President are independently wealthy show the taxpayers you are serious about belt tightening. Cut your salaries in half, provide your own health insurance and take care of your own retirement. Also each elected official should only have 2 or 3 aides if that many. No more private jets on the tax payers expense. Senator Pelosi needs to take commercial flights just like the rest of us and she should pay for it herself. Get rid of the $93,000.00 in petty cash you just approved for yourselves. Mostly get rid of the stimulus bill it’s not going to accomplish anything but more of the same government waste that we have been seeing for decades. I have never seen a government program that has improved anything usually it only slows things down and adds more red-tape. I live in Southeastern Louisiana and lived through Katrina and the aftermathe. Our school system did not finally get going until they stopped waiting on FEMA and the federal govenment and did it ourselves.
    Senator Vitter, I am proud that you represent my state. You are one of the few standing by your convictions. Don’t stop now. This package is a large mistake. I’m not sure I believe there is a way to fix it. I firmly believe the only thing to do is scrap the whole thing and start again.

      I have been big fan of yours but I was very troubled by your vote against Coburn ammen. to strip Hollywood from getting money in stimulas plan. Yes Hollywood

      it passed 52-45 but you and Voinovich were only republicans to vote against it? Why?

    The remaining bill would still be more than10 times too big. You guys haven’t figured this out yet, but we have.

    Government is not the solution. Government is the problem.

    This all started with government intervention (FNMA, FMAC), was turbo boosted by governmental policies (CRA), exacerbated by gov’t action (TARP) and now with a trillion $ pork bill, you guys can kill American enterprise and the American economy for a decade or more.

    Just get the stupid tax man off our backs, fire the unionized bureaucrats and leave us the *&^%$# alone.
