Those who cannot negotiate life without government assistance are breeding – and they are REWARDED for so doing. Women on welfare/public assistance receive an increase in their stipend with each child they bear. There is no disincentive to their actions. Responsible people who pay their own way are the ones forgoing childbearing or limiting children. Obama’s economy has intensified their concerns.
