Why doesn’t Hawaii have to submit its State Legislative districts to the Obama Justice Department, like other states do? By all means when you look at the break down of it’s population by race it should have to, 24% White, 2% Black, 38% Asian, 10% Pacific Islander, and 24% Mixed. I wonder if Rhode Island have two at large districts (statewide districts) instead of two similar to what they have now, would benefit of hurt republicans? Personally I think it would be easier to recruit candidates. Plus it would be eaiser to gain senate seats if a house memeber is already elected statewide. Congressman Canseco (R) and Congressman Cuellar (D) could be thrown together in a district that goes from Laredo up to Bexar County (San Antone) and parts in between. This would make a fairly even swing district would be around 60-75% Hispanic, but about 50-50 McCain/Obama. Some Districts need to be cut to be made more competitive, they may be almost impossible for a Republican to win, but it may for the DCCC use some resources there. Instead of other races. So the current estimates I have heard are that Ohio is going to loose 2 seats. Currently there are 13 Republicans to 5 Democrats.
