By James Simpson Delegates Neil Parrott and Pat McDonough declared victory today in their petition drive to put the Maryland DREAM Act to referendum in 2012. While the Continuing Resolution recently passed in the House of Representatives was extremely disappointing, it still included budget cuts Democrats oppose and amendments by Rep.
