Breathing room on cap-and-trade and health care reform till fall


America got some much needed breathing room today as two major domestic items were taken off the fast track for some much needed reconsideration. First the Washington Post reported that the Senate Environment and Public Works Committee won’t consider cap-and-trade until September at the earliest. Then Blue Dog Democrats in the House demanded a delay on crafting a health care reform bill so concerns over potential tax increases and government-sold insurance could be worked out. Speaker Nancy Pelosi still wants the bill out by mid-August, but Rep. Mike Ross (D-AR) of the Blue Dogs says no vote should be taken before the fall, saying, “We need to slow down and do it right.”

Truer words could not have been spoken, Rep. Ross. Since the inauguration, Congress and the President have been on a nonstop dash to enact every piece of legislation they could before the present situation arose - declining poll numbers for Obama that have Democrats skittish of hitching their wagon with no cover of Republican support. For all the pre-election talk of bipartisanship, the GOP has been marginalized like no time before, and was basically ignored during the crafting of the stimulus and the cap-and-trade debacles. Those who might say that it’s the right of the majority party to do so probably weren’t thinking that way back in 2004 with the GOP in control of both Houses.

It’s good news for those concerned that these two items would be railroaded through Congress with no time to consider key provisions or even, heaven forbid, to read the bill. Final passage of both is still a very real possibility, though, so at this point it’s not a “Stick a fork in ‘em” moment. However as the electorate learns more of these two proposals with the delay, support may sour more than it already has, particularly if the health care reform bill will still include a government-run public option and utilizes dangerous tax increases to pay for the mammoth cost, and if the cap and trade bill … well … exists, period.

Democrats may come to the realization that they have the firepower with the electorate to attempt only battle, and at that point, cap and trade will be abandoned and it will be the universal health care battle that is undertaken. For now, though, America has a reprieve from knee-jerk legislation and now has a chance to more effectively debate the merits of health care reform and cap and trade.

“The American people will see tax dollars go to so-called community development organizations like ACORN, to teach low-income residents how to live in accord with the worldview of the Environmental Left,” scowled a news release yesterday from Congressional critics of the Cap and Trade bill.

Sure enough, there are 19 mentions of the term “community development” in the bill, but nothing specific about ACORN.

Sec. 264 of the bill is on “Low Income Community Energy Efficiency Program,” which says the feds will dole out grant money to community development organizations “to provide financing to businesses and projects that improve energy efficiency” for low-income residents.

On page 561, the bill authorizes $50 million per year for six fiscal years, so that’s $300 million in all for these kind of programs.

“I just want to know if ACORN would qualify for these grants,” said House GOP Leader John Boehner, who was the only Republican to note the ACORN issue during debate on the House floor.”

They just WON’T stop trying to make OUR tax dollars pay for groups to get people to vote Democrat…despising Democrats more and more everyday…..didn’t think it was possible but it is. I suggest that when your Senators get home in August you show up at your local office with this part of the bill and probably as more leaks out lots of bill and ask them about it. I will!

A few of us precinct committeeman here in Maricopa County were planning to viist McCain’s office on July 17 in hopes of protesting nim out of his idiotic “Cap and Tax” stupor. But, now that Cap and Tax appears to put off until later this year, we will probably focus our efforts instead on Debtocrat Rep. Harry “the professional politician” Mitchell.

He still hasn’t answered my question as to whether he’ll sign in writing a pledge that he will, if the Obamacare bill has a “public option,” ditch his Congressional healtcare coverage and “opt in” to the public option.

Maybe on the 17th we’ll get an answer.

It doesn’t matter how long they wait, it’s an awful bill. The Senate Democrats dropped immediate consideration of the bill because of popular pressure. Attempting to get it passed and failing now would kill the bill until 2010, and they are already nervous about that milestone. I believe they intend to pass it after some catastrophic weather event arises in the summer (e.g.a strong hurricane, a heat wave, etc.), something they can use to hang like an albatross about the necks of AGW opponents. They have this and next summer before they lose the House.

As you all well know, having meetings in an exceptionally cool year, in the the winter, caused some seriously ridiculous problems for zealots. Snowing at the capitol, snowing in Wyoming until deep into June. Not a single hurricane in the Atlantic (1 TS in the Pacific, barely) up to this point…

If it went to vote now, it would fail. Unlike 1993, the dem strategy is to hold it off until a window occurs in which it can pass. It’s good to know that it can be stopped - as long as we keep it up. But isn’t delaying it the best play for dems, ultimately maximizing its shot of passing?

If continuing debate forces a softer version of it (Cap’n Tax OR healthcare), I suppose thats better. But any form of these bills will be pretty obnoxious.

The evil of the world is made possible by nothing but the sanction you give it.

The Democrats want to rush it this year and don’t want to be debating it during an election year. But if what they are doing is so great, why wouldn’t they be happy to debate it while running for reelection??
