Ohio’s attempt at Universal Healthcare


I was suffering from insomnia and hoped reading through the proposed Ohio universal health care bill would help me sleep, but as you will see the details kept me up.

Sec. 3922.04. (A) The Ohio health care board is responsible for directing the Ohio health care agency in the performance of all duties, the exercise of all powers, and the assumption and discharge of all functions vested in the Ohio health care agency. The Ohio health care board shall adopt rules in accordance with Chapter 119. of the Revised Code as needed to carry out the purposes of, and to enforce, Chapter 3922. of the Revised Code.
(B) The duties and functions of the Ohio health care board include, but are not limited to, the following:
(1) Implementing statutory eligibility standards for benefits

Sec. 3922.06. (A) The executive director of the Ohio health care agency shall determine the duties of the administrator of planning, research, and development. Those duties shall include, but not be limited to, the following:
(1) Establishing policy on medical issues, population-based public health issues, research priorities, scope of services, the expansion of participants’ access to health care services, and evaluating the performance of the Ohio health care plan
Examining the extent to which individual health care facilities in a region meet the needs of the community in which they are located
(4) Identifying treatments and medications that are unsafe or have no proven value

To me this seems to put 15 people in charge of making all decisions on treatments, and availability of services in the seven regions that they divide Ohio into. I ask this? shouldn’t the patient and doctor determine if a treatment has no proven value? Also what are the criteria of a region meeting the needs of their community? Is it 1 hospital per 100,000 population? more or less? does that mean the rural areas will be losing hospital’s? It does not make that clear, but it is clear that 15 people will be making these decisions.

Who is eligible?

Sec. 3922.07. (A) All Ohio residents and individuals employed in Ohio, including the homeless and migrant workers, are eligible for coverage under the Ohio health care plan. The Ohio health care board shall establish standards and a simplified procedure to demonstrate proof of residency>.(how are they going to do that with Migrant workers, and do migrant workers pay taxes?) The Ohio health care board shall establish a procedure to enroll eligible residents and employees and to provide each individual covered under the Ohio health care plan with identification that providers may use to determine eligibility for health care services under the Ohio health care plan.

(E) The Ohio health care plan shall reimburse Ohio health care board approved providers practicing outside of Ohio at Ohio health care plan rates for health care services rendered to a plan participant while the participant is out of state. (does this not bring the federal government into the plan, through the misuse of the interstate commerce clause?)

(G) Any institution of higher education, as defined in section 2741.01 of the Revised Code, located in Ohio may purchase coverage under the Ohio health care plan for a student who does not otherwise have status as a resident of this state. (So now we are going to cover college kids from outside the state? maybe that will increase enrollment!)

The first thing that comes to my mind when i saw this section was wow this is ripe for fraud! How does the state plan to identify the homeless and migrant workers? It goes against common sense, someone who is transient, does not leave a paper trail of were they have been or were they are going, it would be impossible to keep track of the ever changing Homeless and migrant population, so why put this in? is it just political or is there something I am missing?

And to provide this benefit to out of state college kids? The Bill state’s ‘any institution of higher education…. may purchase coverage’ so college’s are not cash strapped enough that now they are going to have to buy medical insurance for their students? most college already provided campus clinics, so why is this necessary? So the state has more control? Control = Power.

What are the benefits?

Sec. 3922.08. (A) The Ohio health care board shall establish a single health benefits package that shall include, but not be limited to, all of the following:

(1) Inpatient and outpatient provider care, both primary and secondary;

(2) Emergency services, as defined in division (A) of section 3923.65 of the Revised Code, twenty-four hours each day on a prudent layperson standard. Residents who are temporarily out of state may receive benefits for emergency services rendered in that state. The Ohio health care agency shall make timely emergency services, including hospital care and triage, available to all Ohio residents, including all residents not enrolled in the Ohio health care plan. >(if they are not enrolled in the OHCP shouldn’t their insurance pay? or does that mean that the emergency services will all be controlled by the state?)

(3) Emergency and other transportation services to covered health care services, subject to division (B) of this section;

(4) Rehabilitation services, including speech, occupational, and physical therapy;

(5) Inpatient and outpatient mental health services and substance abuse treatment;

(6) Hospice care;

(7) Prescription drugs and prescribed medical nutrition;

(8) Vision care, aids, and equipment;

(9) Hearing care, hearing aids, and equipment;

(10) Diagnostic medical tests, including laboratory tests and imaging procedures;

(11) Medical supplies and prescribed medical equipment, both durable and nondurable;

(12) Immunizations, preventive care, health maintenance care, and screening;

(13) Dental care;

(14) Home health care services.

(will there be any limits on the amount of these service that can be used? Of course not, until they run out of money, like Britain and Canada, then they will ration)

(B) The Ohio health care plan shall provide necessary transportation in each county to covered health care services. Independent transportation providers shall be reimbursed on a fee-for-service basis. Fee schedules for covered transportation may take into account the recognized differences among geographic areas regarding cost. A covered transportation benefits account is hereby created within the Ohio health care fund.

(C) The Ohio health care plan shall not exclude or limit coverage of its participants’ pre-existing conditions. (WOW, that wont be expensive)

(D) Residents enrolled in the Ohio health care plan are not subject to copayments, point-of-service charges, or any other fee or charge, and shall not be directly billed by providers for covered health care services provided to the resident.

Well again common sense tells us that there is no possible way that we can afford this? This is better than just about any employer provided HCP, and we all know how they cost have risen for those. There is no way that services will not have to be rationed. Again this does not pass the common sense test.

The impact, the rationing, and the mean to fund:

Sec. 3922.11. (A) The department of job and family services shall determine which residents of this state employed by a health care insurer, health insuring corporation, or other health care related business, have lost employment as a result of the implementation and operation of the Ohio health care plan>.(so unemployment is not bad enough? and who will be unemployed? Doctors? Nurses?) The department also shall determine the amount of monthly wages that the resident lost due to the plan’s implementation. The department shall attempt to position these displaced workers in comparable positions of employment with the Ohio health care agency. (Lets create more state employee’s, that is always a good idea)
(B) The department of job and family services shall forward the information on the amount of monthly wages lost by Ohio residents due to the implementation of the Ohio health care plan to the Ohio health care agency. The Ohio health care agency shall determine the amount of compensation and training that each displaced worker shall receive and shall submit a claim to the Ohio health care fund for payment. A displaced worker, however, shall not receive compensation from the Ohio health care fund in excess of sixty thousand dollars per year for two years. (again that state has a monster budget defitciet, adn we are now going to pay for those that the state knowingly put out of a job? where has the common sense gone?) Compensation paid to the displaced worker under this section shall serve as a supplement to any compensation the worker receives from the department of job and family services.

I do not even know what to say

Sec. 3922.12. (A) Any employer operating in Ohio and providing employees with benefits under a public or private health care policy, plan, or agreement as of the date that benefits are initially provided pursuant to Chapter 3922. of the Revised Code, which benefits are less valuable than those provided by the Ohio health care plan, may participate in the Ohio health care plan or shall provide additional benefits so that, until the expiration of the policy, plan, or agreement, the benefits provided by the employer at least equal the amount and scope of the benefits provided by the Ohio health care plan. If an employer chooses to provide additional benefits to match or exceed the benefits provided by the Ohio health care plan the additional benefits shall include the employer’s payment of any employee premium contributions, copayments, and deductible payments called for by the policy, contract, or agreement. ( so if an employer provides better insurance than the state they are punished, that should encourage all employers to turn health care over to the state, I believe that must be the states goal) Employers are exempt from all health taxes imposed under Chapter 3922. of the Revised Code until the expiration of the policy, plan, or agreement, (a little carrot for the employer’s) at which point the employer and the employer’s employees become participants in the Ohio health care plan.

Sec. 3922.22(B) The Ohio health care board shall implement cost control measures pursuant to division (A) of this section. However, no cost control measure shall limit access to care that is needed on an emergency basis or that is determined by a patient’s provider to be medically appropriate for a patient’s condition.

Mandatory cost control measures include, but are not limited to, some or all of the following:

(1) Postponement of the introduction of new benefits or benefit improvements;

(2) Postponement of new capital investment;

(3) Adjustment of provider budgets to correct for inappropriate provider utilization;

(4) Establishment of a limit on provider reimbursement above a specified amount of aggregate billing;

(5) Deferred funding of the reserve account;

(6) Establishment of a limit on aggregate reimbursements to pharmaceutical manufacturers;

(7) Imposition of an eligibility waiting period in the event of substantial influx of individuals into the state for purposes of obtaining health care through the Ohio health care plan.

As you can see they know that they will not be able to afford this so in the bill they put in mandatory cost cutting, what is another name for cost cutting???? oh yeah rationing


Why National Security is so important


Why is national security so important to us but not President Obama?  President Obama seems to think that world issues are not important enough to demand his full attention, Instead he is determined to remake America in the Image of Western Europe. Here are a few reasons that national security is important.

1. Radical Islam. There are currently 55 conflicts going on in the world involving Radical Islam, they include Sudan, Somalia, Philippians, Pakistan, Chechnya, Azerbaijan, Kashmir, India, Indonesia, Nigeria just to name a few of the conflicts. Radical Islam is not interested in money or Gold, they do not want political power or a land of their own. What they want is complete control of your thoughts and actions. They want control over your God, they want to take us all back to the 17th century.

2. Nuclear Proliferation. One of the most terrifying thing I can imagine is a regime of radical Islam having an atom bomb. this weekend N.korea launched a long range missile capable of reaching California or Alaska. we know that N.Korea has the technology to build a bomb. Now N.Korea is as broke as any country can be, so is it so hard to believe that they would sell this technology to someone offering a lot of money? What’s more Pakistan and India are in danger of being taken over by radical Islam, and both of these countries have a large number of nuclear weapons.

3. Russia- Iran Alliance. This is something that is still developing But nothing good can come from this, they would control most of the worlds OIL, and all of Eurasia.

4. Isalmzation of Europe Islam fought for 100′s of years to take control of Europe only to be stopped by the Europeans. Now they have found a way to take over Europe with out firing a shot. The Europeans stopped having babies and in order to support their Giant Governments they had to import children, and the Muslims were happy to fill the birth rate gap. With in our life time Europe will be majority Muslim. Imagine France and Italy and Germany looking like Sudia Arabia,or worse Iran.

This is Why National security is so important Mr. Obama, Soon America will be alone as the last great Western Democracy based on Judo Christian, Anglo Saxon value’s. And When we stand alone we must be able to defend ourselves.


What First Amendment?


 
 
Well it seems that the government is taking notice of the tea parties, even if the media is not.  In Florida the government as canceled a tea party because the feared too many people would show up.  Well it seems to me that there is a little thing called the right to peacably asememble,  I seem to remember reading about it some were???  were was that  again??? Oh yeah the Constitution, the first amendment to be exact.  So now the government wants to control the right to assemble and protest there abuse of power.  Sounds reasonable, Comrade,  sounds like good doublethink to me.
 


The arrogance of our President


I am sure that you all caught the bailout fiasco, AIG has paid millions in bonuses to its employs and the self righteous governing class is outraged. Well I am outraged as well but for so many different reason’s.

How dare the POTUS tell a private company that they can not pay bonuses that are due its employee’s, the president has no authority make those sorts of demands. and while I am thinking about it how dare he set a cap on executive salaries, if the shareholders do not wan to pay the executives high salaries that is for them to decided. The last time I checked we still have a free market economy….. Oh wait I am thinking back the the America I grew up in..

Look close People this is what socialism is, the government, no one man decides what the top pay is and if bonuses are paid out. We have accepted the creep into socialism(look at our schools, and have you been to the DMV lately?)

I do not feel bad for AIG, or bank executives, they went to the government with there hands out saying “man I have some more sir” well the got it. Of course with Government monies there are always strings attached, so many that the get tangled up and turn perfectly good companies in to the USPS.

So AIG, CITI, BOA you have made your bed now lie in it, dosent the government make a wonderful bed buddy. If you only would have looked at everything the government touches you would have realized how bad of a decision taking the money was. My Solution to AIG, sell what ever you have to to pay back the government, it will be worth it to have them out of your bed.

So I ask you with the example of AIG, CITI,BOA, social security and Medicare who in there right mind would want the government to take over health care? The government screws up everything it touches, now is the time to smack there hands as the reach for more and more. Mark my words if we do not stand up now, with one voice and say NO MORE, then no more is what we will have left. Oh by the way I hope that you don’t mind having your 401K taking over by the government, because I believe that is coming as well, that is unless we stand up and yell at the top of our lungs ” YOU WORK FOR US, WE DO NOT ANSWER TO YOU!”

some thoughts on fascism….


In case the white house is reading this i love Obama,

Ok now that that is out of the way it is amazing how far the counrty has gone in 6 weeks.  it used to be patriotic to critize the president and say that the presidents lies and people die.  Now six weks latter everything the president does is the right thing and is going to save us.  Imagine if Bush 43 had had so much trouble finding ethical cabinet member’s,  it would still be a daily front page story, but with Herr Obama it is different,  why?  Well in order to take our country into a liberal fascist state you must control the press.  It seems that the the MSM has willingly become the machine of the white house.

Let the big three fail!


Bankruptcy is there only hope!

While bailoutpaloza continues I have to put in my two cents on the proposed auto bailout. I truly believe that if we bail out the auot industry now it will be the end of the big three. You may ask why is that? how can that be the talking heads say that if we do not bail them out it will be the end and the entire country will colpase(sp).

To that I say bulls*, that is the same line the politicians used for the 700 billion dollar oh wait now it is a trillion dollar “rescue package”. People they are trying to scare us into believing that markets and capitalism does not work, so they have to take over the economy.. to that I say ENOUGH!

why do I say that they must be left to fail? Right now the big three are a mess, and if we bail them out then there is no incentive for them to change,and then in two years they will be in a bigger mess and need another bailout.

This is a quote from Romney in the NEW YORK TImes,” With it,(the bailout) the automakers will stay the course — the suicidal course of declining market shares, insurmountable labor and retiree burdens, technology atrophy, product inferiority and never-ending job losses. Detroit needs a turnaround, not a check.”

For the first time in my life I agree with anything written in the NYT. Due to unrealistic contracts demanded by the UAW and the managements stupidity to agree to these demands, the big three spend an extra $2000 per car on labour than BMW,Toyota, Nissan and Honda. That means that GM has to put $2000 less feature’s in there cars than Toyota, there is the difference in quality.

So what is the answer? I believe that they must be allowed to fail. Bankruptcy will force the management tobe reorginized and to restructure their labor agreements. With out this happening the big three will fail. Now the union’s will say we can not take any paycuts or reduction in benifitts, if they stick to this then with in a decade there will be no one left to employ their members. If the unions do not realize that the golden goose is running out of gold then the UAW to will fail. The management needs to reduce their bonuses and instead use stock options as a mean to incentivize the restructure of the company. This is a big mess but this formula has been done before.

The airline industry has probably had the worst decade that any industry could have, first 9/11 then the massive increase in fuel prices. Many of the companys had to file for bankrupctcy and several failed, but it forced them to restructure there labour contracts and management incentive’s. Many airline employee’s had to take large pay cuts, with the idea that it is better to be getting paid less now than to not have a job. The airline industry is still not back 100% but it is well on it’s way, and when it is whole again it will be a leaner and more efficient industry. The same thing must happen to the auto industy if you want to be able to buy a Ford or GM ten years from now.


Bail out Circuit City


why not we are bailing out everything else

Will the bail outs ever end? so now we are bailing out American express, gee that’s great. So where do we go now, the big three will be bailed out I am sure. So why not bail out circuit city, i like to shop at circuit city so it should be bailed out, heck starbucks is starting to struggle lets bail them out I sure love my low fat latte. So far we have spent over 3 trillion dollars bailing out, what the heck has happened to this counrty? Well I guess the Progresive have finally won the battle, we now begin the slow decent in to a western European socialist country. well at least now Europe will like us, Yippee.

A government that can give you everything, can also take it away.

Now is the begining for the true conservative’s


What is done is done, but i do not believe that means there should not be some finger pointing.

First:I believe that we did not have a chance with Mccain as our standard bearer, he was and is a blue blood republican not a conservative and because of that we did not have a chance.

Second: In the last thirty years the only times the GOP has had large victories is when they had and supported conservative idea’s (80 reagan,94 contract with America, 2000 Bush) ask yourself what was the one thing that truly difined these victories.. Tax cuts and smaller goverment.) now granted Bush then went on to spend like a democrate but the first election was about tax cuts. This is our winning issue. Hell Obama used that tactic against us “95% of american’s will get a tax cut”.

Third: I can not beleive that our country wants to go into a western European model of socialism. As a party we did a miserable job of contrasting ourselves, it took a plumber in Ohio to even bring the topic up. Why did this happen?

  1. we have forgotten the faces of our fathers the founding father’s that is. we have forgotten they lessons they taught us. we no longer teach there words or promote their idea’s
  2. It is politically easier to spend taxpayers money, then to tell the american’s that we are out of money and need to tighten our belts, we have lacked the political courage to address the tough issues.
  3. we thought that we could bring Democrats to our side, and that we did not need our base

In short we forgot who we are, we can not win as the party that will spend less than the democrat’s and expand goverment less than the democracts. that is a recipe for being the loyal minority.

Untill we remember who we are we will not win again. Now is the time to find the conservative canidate in our states support them fund them,Blog for them. It is time to start over and we need to be the vocal supporters for conservatism.

Thank you house republican's

While the short term future of the economy may have taken a hit today with the house vote, i beileve that the NEA vote was a yeah vote for capitalism and against western european socialism type economies. I do not kid my self the next year is going to be a horrible economic’s situation but at least now when we recover we will still be a capitalist society, and for that I say thank you House republican’s… Thank you.
