On January 5, 2016, former MSNBC host Chris Matthews was caught on tape asking, “Where’s that Bill Cosby pill I brought with me?” after first requesting if he could have some of “the queen’s [presumably Clinton] precious water.”
The “Bill Cosby pill” obviously referring to the date rape drugs Cosby allegedly gave to women prior to molesting them.
It’s a sick and tasteless joke, which he’s apparently been known for since at least the late 1990’s when he was reprimanded by CNBC and paid out $40,000 for making inappropriate jokes and comments.

It’s worth noting that NBC is also the network that passed on Ronan Farrow’s report on Harvey Weinstein’s long history of sexual assault, which led to the “Me Too” movement in Hollywood.
