Haley Barbour Not Running For President in 2012

If there is one thing we should have learned from the 2008 primary and general elections, to say nothing of 1996, it’s that being a good presidential candidate on paper is useless; you have to want it – want it badly enough to hire a serious staff, badly enough to trim a few positions and hard edges to fit the various demands of the primary and general electorates, badly enough to endure the most exhaustive efforts to tear apart your entire life for public entertainment, badly enough to spend endless weary hours fundraising and stumping in Iowa and New Hampshire and enduring crummy bus rides with grumpy reporters and town halls with cranks and half-wits and left-wing troublemakers. Your family needs to want it too – a man whose wife doesn’t want him to be president will not become president. It’s a big, life-consuming commitment, and you don’t do it halfway.

Add Haley Barbour now to the list of people who simply were not willing to make that 100% commitment, and Gov. Barbour knows himself and the task well enough not to pretend otherwise and run halfway:

“A candidate for president today is embracing a ten-year commitment to an all-consuming effort, to the virtual exclusion of all else,” Barbour added. “His (or her) supporters expect and deserve no less than absolute fire in the belly from their candidate. I cannot offer that with certainty, and total certainty is required.”

Gov. Barbour’s combination of folksy populism and gravitas, and his matchless rolodex as 1994 RNC chairman and 2010 RGA chairman – the two greatest years for GOP candidates across the country in a long time – would have made him a formidable entrant into the race. He had his weaknesses as a candidate too, which are moot now; the point is that a fully committed Barbour would have been a factor. Perhaps we should have suspected this was coming when his right-hand man at RGA, Nick Ayers, instead signed up for the Pawlenty campaign.

The roster of candidates who are genuinely serious GOP contenders – especially if you look at who has won a statewide election some time in the past decade – remains limited. All eyes will now turn to the people who remain on the fence (Sarah Palin, Mitch Daniels, Mike Huckabee) or denying they’re interested (Chris Christie, Rick Perry, Jeb Bush, Paul Ryan) to see who else might round out the field. In particular, the field now seems especially thin on Southerners for a party with so many officeholders in the region.

There’s still plenty of time to jump in; there’s perhaps less time now to hire staff and raise money. It’s early still; but as Yogi Berra said, it gets late early out there.

    Are
    1. Mitch Daniels is probably going to run, as Politico points out.
    2. There will likely be a Senate seat opening up in Mississippi very soon.

Some of you are familiar with a couple of posts and several comments I have offered speaking the legitimacy, strengths, and weaknesses of a Barbour candidacy. Governor Daniels is a Haley-style official, and may end up being the closest thing to a “drafted” candidate the GOP will have in 2012 (although to Dan’s point and a diary entry I had last week, that’s not necessarily a good thing).

Second, anyone that’s familiar with the career and personality of Barbour will know he’s always held the U.S. Senate in very high regard. He made a failed run for the Senate back in the early 80′s (when most Mississippians had only seen a Republican on TV), and I wouldn’t be surprised if he know he would get another chance at it in the very near future (a race that he would, without a doubt, win in a walkover).

Senior MS Senator Thad Cochran is 74 years old, so it would be reasonable to think he may be thinking about coming down from the Hill. However, I believe Senator Cochran is in good health, and he will never have to mount any kind of realistic to his seat. He’s there as long as it wants it.

I will say – and this is totally conjecture with no “inside” info – that junior Senator Roger Wicker is considerably younger at 60 years of age, doesn’t have a tremendous amount of equity invested in the Senate, and isn’t tremendously independently wealthy. Sen. Wicker, it should also be noted, was somewhat of a surprise Barbour appointee to fill Trent Lott’s seat when he decided to go make some money (although Wicker did win re-election to the seat a couple of years later).

Barbour thinks several steps ahead, and frankly now the appointment of Wicker might not seem like such a surprise anymore. I’m just saying . . .

For Barbour to be the nominee, he needed to finish first or second in Iowa. Without a good Iowa result, the chances of surviving until South Carolina were nil. With Pawlentry and Bachmann already in, a good Iowa finish was difficult enough. And the odds of either Huckabee or Palin or both entering the race are still pretty good (whatever the DC echo chamber says to the contrary).
While I don’t like Daniels at all (his animus to social conservatives and his dovishness on foreign policy), his likely strategy of skipping Iowa and trying to knock off Romney in New Hampshire is plausible.
Barbour was a non-starter whose popularity among insiders disguised his near total weakness as a candidate.

I don’t think that Barbour and Daniels were ever going to both run.

They think too much alike and have a lot of the same friends in the Gov circles.

I suspect this means that Daniels is in (which is good for me since he’s my top candidate) and that Barbour may be planning to play “Money Man” with that wonderful Roledex and help give Daniels the gree he needs.

Maybe Barbour raises the cash to get Daniels the GOP nod and jumps on board as the VP?

    • exitsfunnel

I can’t see Barbour as Daniels’ VP pick. They just have too much in common. I guess you could argue that Barbour helps in the South, but I can’t imagine that whoever wins the GOP nomination, is going to need any help in the South. Frankly, I almost can’t see anyone not named “Marco Rubio” as the VP pick, regardless of who wins the top of the ticket.

      • Tavern Keeper

He’s too much of an executive for that. I know that seems to contradict what I said about him having an eye on a Senate seat, but that would be more legacy. Lots of folks remember powerful Senators for good things they have done. Does anyone really remember a power VP for good things?

        • acat

Not that I’m hoping that’d be the case for Barbour, of course.

Seriously, you’re right, he’s got a better chance of legacy-building by running for Senate…. although I’d like to see him as veep, if only to watch him destroy Biden in the debate.

…and wins the nomination, I suspect that his VP would have to be somebody to “round out the ticket”. I love Daniels, and would be thrilled to pull the lever for him. I think he’s exactly what the doctor ordered fiscally.

But his biggest weakness as a candidate isn’t so much the “truce” thing. That’s only part of it. His biggest weakness is that he’s as close as a politician gets to being a one-trick pony. The “truce” proffer is part of that — but only part of it.

We all know he’d take a buzzsaw to government spending — that’s his calling card. But where’s he at in terms of foreign policy? Immigration? Judicial nominations?

Just like Obama was seen as needing an “old guard, elder statesman” type runningmate, to balance out his youthful exuberance, Daniels will need somebody who fills in these gaps in his resume.

And I’m not sure Gov. Barbour would do that.

But we’re getting way ahead of ourselves, anyway. We don’t even know that he’s going to run, much less win. If he does run, he’ll start out (at least) as a longshot.

      • http://impudent.edublogs.org/ kyle8

Let’s borrow a page from the Democrats. Every conservative GOP candidate ought to balance the ticket by picking Lindsey Graham as VP. That gets him out of the senate and he sure as hell isn’t going to upstage the candidate.

        • LibertarianHawk

I wasn’t talking about ideological balance. I was talking about balancing out a “fiscal” guy with a “foreign policy” guy (or something along those lines).

That was largely the point of GWB picking Cheney, after all. Heck, Dick Cheney hadn’t been in elected office in quite some time. Most of his political career was spent in appointed positions in the executive branch.

    • soljerblue

an ambassadorship to Britain, Israel, or some other ally that Obamao has stiffed.

  • Illinicon

since I think Gov. Barbour’s nephew Josh, who has handled his political operations in Mississippi, would have been the campaign chair.

  • SZGOPSC

We really need Haley Barbour to raise cash. He is beyond talented at raising money. Every state where he had a presence as RGA head saw victories. With Obama getting an early start at rasing $1 Billion, we really need Haley’s help in this area.

  • victrola

I like Barbour a lot, but looking at his candidacy through the lens of someone who isn’t a conservative, I could see Obama beating him handily.

Barbour almost seemed to be a caricature of how the Left portrays the Republican Party, A former tobacco lobbyist who made heaps of money, Governor of Mississippi (state flag has the Confederate Stars and Bars), HEAVY Southern drawl, looks like Boss Hogg, the list goes on.

It’s completely unfair (and I say this as a proud Southerner) but a candidate like Barbour would not be able to win over states like Colorado, Minnesota, New Mexico, Pennsylvania, New Hampshire, Michigan, Wisconsin, etc. He would do extremely well in the Old South, but that’s already locked up airtight for the GOP, it’s the purple states that we need to win over.

I think it’s a good thing he decided to bow out, it gives candidates like Pawlenty or Daniels a much better chance in the primary (and consequently, a much better chance to win the General Election)

I would put John Bolton somewhere maybe not president but surely Sec of State. I am tired of women being secretary of state. I would love to have Allen West for President. Those 2 would keep us safe.

    • 4suramcan

but dont hold your breath for the “right” people to be in charge. America as a whole still doesn’t get it and the folks who would actually do something good for America instead of the party has a really rough row to hoe to be elected. Washington is in a terrible mess, both parties are corrupt to the core and are letting their strings be pulled by powerful forces out to destroy freedom.

      • eileenforfreedomliberty

I believe that united we will take back our government from those seeking to destroy her from within, and divided we will all fall with America at their hands!

Too many questions for me. Didn’t like his support for Moochelle Obama’s food police program.

Didn’t like his waffling on global warming either:

“It gets late early in right field.”

Inasmuch as we’re talking about Republicans here, perhaps that’s more on point .
