The Palestinian Accountability Act

The 'Oslo Accords' is not too big to fail.

One of the more intractable components of our foreign policy dating back to the Clinton years has been the obsession of creating a Palestinian state.  The career egghead diplomats in the State Department believed that if we would only send billions in aid to the venerable leaders of the Palestinian Authority and grant them statehood, they would put down their terror toys and sing kumbaya.  To that end, we have given them billions in aid and provided them with military training during the past two decades.

Those of us who lack the credulity of a toddler understand that Mahmoud Abbas is not a dulcet freedom-lover, and the PA/Fatah is not a moderate Muslim boys’ club.  It’s time to end the good cop/bad cop charade between the “extremist” Hamas and the “moderate” Fatah – by treating them as co-equal perpetrators of terror.  Abbas has repeatedly called for armed struggle against Israel (in Arabic, of course), glorified suicide bombers, and is closely linked with the Al Aqsa Martyrs Brigades, an Iranian-funded terror group that rivals Hamas in its ferocity in recent years.

Congressman Joe Walsh (R-IL) is introducing legislation today that will finally halt the open-ended commitment to the Palestinians.  No, a few hundred million dollars in cuts will not balance the budget; however, we should not be sending one red cent to terrorists anywhere in the world.

Here are some details of the bill from a Dear Colleague letter sent by Congressman Walsh:

Among its various provisions, the Palestinian Accountability Act will require the following actions from the Palestinian Authority as prerequisites for any U.S. aid:

·        That it end corruption, promote democracy, and stop influencing elections in Palestinian territories;

·        Strongly condemn terrorism, bring terrorists to justice, and end the incitement to violence and hatred;

·        Recognize Israel’s right to exist as a Jewish state;

·        And either exclude Hamas from government or publicly bind it to this Act’s requirements.

In addition, should the United Nations or any of its entities unilaterally recognize a Palestinian state, the United States will withhold funding from the United Nations until the Secretary of State has certified that the Palestinian Authority has met this Act’s requirements.  The Palestinian Authority must be held accountable for its actions.

Additionally, the bill withholds all funds from the PA beginning in 2012 unless there is an independent audit of the PA budget.  Also, our $250 million in aid to the United Nations Relief and Works Agency (UNRWA), the organization that harbors Palestinian terrorists under the guise of humanitarian aid, would be terminated unless the shady organization undergoes a similar audit.  Hopefully, those audits would be performed by the CBO instead of the State Department.  Furthermore, Walsh’s bill would withhold funds from the UN if any of its agencies recognize a Palestinian state later this year.

Another interesting detail of the bill is that it would prohibit all government documents from referring to PA-controlled areas as “Palestine” unless they agree to a number of conditions which would abrogate their culture of terror; conditions they will never fulfill.

A further ancillary benefit of this bill is that it would obviate Obama’s effort to cajole Israel into giving away their country to the PA terrorists.  Ever since Benjamin Netanyahu dressed down Obama for his criminal naivety (or malice) regarding Israel’s security threats, Obama has worked stealthily to threaten Bibi into submissiveness to the One.  He has remained manically focused on Israel’s 1949 armistice lines.  Who knows?  Maybe he has nostalgia for the pre-ATM era.

Nonetheless, due to Obama’s full-throated endorsement of the Arab Spring (except in Syria), Israel finds itself surrounded by perilous uncertainty.  The administration is now initiating diplomatic relations with the Egyptian Muslim Brotherhood – the organization that desires war with Israel.  Congressional legislation that cuts off funding to the PA will isolate Obama and force him to shift the pressure to the Arab states instead of Israel.  It will also force Obama to side with our real allies, instead of expending all of our political capital on those faux Jeffersonian Republicans of the heralded Arab Spring.

Later today, the House will vote on a suspension resolution affirming our commitment to the ridiculous two-state solution.  This flaccid bi-partisan resolution, H.Res. 268, is vapid of substantive action against the PA.  Instead, Leadership should send Walsh’s Palestinian Accountability Act to the floor.  The bill won’t pass under suspension (2/3 majority threshold) because most Democrats won’t support it.  Nevertheless, they should schedule a conventional vote on this bill to see who truly stands with Israel.  For years, Democrats have played the game of voting for inconsequential resolutions, while tabling anti-PA bills with teeth, so people like Debbie Wasserman-Schultz can profess that they are just as pro-Israel as Republicans.

It’s time to see who stands on principle and is willing to end the ‘don’t ask don’t tell policy’ regarding Palestinian terror.

    But I think that the metaphorical carrot of Palestinian statehood is stronger than the metaphorical stick of blowing them into smithereens. And thus the best way to promote freedom is to fund grassroots and an Arab Spring style rebellion of the people-and I can say from experience that the majority of Palestinians are good people.

        There’s a bit of a “cargo cult” mentality at work. Much less important in context than the psychotic hatred of Israel, of course, but .. “Yes, Mr. Obama, we will reform”. (Quick, form a separate party and stage some street protests)

      have given them nothing but big bunny carrots for 18 years. Fatah and Hamas are incorrigibly evil. As for the vast majority of the people, maybe there was some point in time when they were salvageable. However, decades worth of vile indoctrination against Israel from their media outlets has transformed them into an immutably violent society.

      Here is a video of a 92-year old Pal woman, who remembered the 1929 massacre of Jews in Hebron, reminiscing about the good old days and professing the need to continue to slit the throats of the Jews – a 92-year-old woman. There is no hope.

      A few weeks ago, Eric Cantor said over the following story:

      “A Palestinian woman from Gaza arrives at Soroka Hospital in Beersheba for lifesaving skin treatment for burns over half her body. After the conclusion of her extensive treatment, the woman is invited back for follow-up visits to the outpatient clinic. One day she is caught at the border crossing wearing a suicide belt. Her intention? To blow herself up at the same clinic that saved her life.”

      There simply is no hope for them; nor should we care.

      what we gain from even being involved in these so-called “peace” talks, or even how we’ve impacted them in a positive way over the years. They’re just another way for Presidents to look magisterial for “fixing” a problem that wasn’t theirs to begin with. I’d just as soon remove funding and let Israel handle the problem as it sees fit: its politicians are at least accountable to the Israeli people if they mess up.

      as regards the majority of Palestinians, since the definition can depend upon perspective. We keep hearing that the majority hate Israel, and although that is way overly simplistic, the incitement and “education” of the current generation has infected the culture. Would like to believe better, but am somewhat cynical…

      The Palestinian Authority, Fatah, Hamas and many others have created a culture of hate. The cartoon characters with which they indoctrinate their children preach death to the Jews, death to Israel. A Palestinian state would simply solidify their hatred and give them a sovereign launching point for their terror attacks.

      Ever watch television clips from MEMRI.ORG? I recommend you do so. Jordanian . . er “Palestinian” tv is filled with what any fair minded westerner would call hatefull propaganda (even Hillary Clinton agreess with this characterization). Coupled with the religious underpinnings of Jihad, even the good people will and do sit silently on the sidelines.

      Arab spring rebellions is a great way to promote more radical theocracies in the ME.

      One only has to study poll results from the ME to understand that their view of “democracy” and “human rights” are so contrary to ours that its like we are from different planets.

      Remember that 86% of Egyptians want the government to sentence Muslim apostates to death. A good percentage of those people say that they support democracy and human rights.

    in that “ending corruption” is a goal and an on-going task even in the best of governments. See for example Gov Blagoyovitch (sorry, not looking up correct spelling).

    I’d settle for bullets 2, 3 and 4.

    Which aren’t going to happen either.

    has been seen throughout history. The problem with “the good people” on the West Bank and Gaza is that the “bad” people are just as willing to kill the “good” as they are to kill Jews and infidels. A few people slaughtered the Jews in York, England, in the 1200′s; a few people slaughtered the Jews in Europe in the 1930′s and ’40′s; a few people starved millions in the Ukraine in the 1930′s…it is always a “few” people who are never stopped by the majority because the majority is either living in abject terror or is openly complicit. And, contrary to the situation in the U.S. today [0 would like to change this] our majority is very well armed. They never have been anywhere else in the world.

    Is he talking about the Obama administration or some past US administration? Stop influencing elections? This must sound demented to Palestinians. Why not come out with more direct and specific language.

    Naturally, I don’t believe there is a chance of this legislation passing, or that it would get amended to the point of no recognition (or usefulness). But this piece of legislation, as it is explained above, may be one of the very best pieces of legislation I have ever seen! Fantastic!

    Obama is out to destroy Israels security for the “Arab Spring”
    Obama has ignored the only true ally in the middle east and kowtowed to the ones that would see us all dead, he has sent Us tax dollars to support the Muslim Brotherhood. He has supported the opening of the Gaza to weapons smuggling knowing all to well where those weapons will be aimed. This President is a cowardly Marxist out to destroy the worlds true democracies, rather by hook or by crook.
