Dick Lugar Haunts the Free Market from the Grave

You might have thought that we vanquished Dick Lugar from the levers of power a few weeks ago.  But if nothing is done to stop the impending 5-year Farm Bill, he might harm us with his regressive policies long past his time in Washington.

Last month, the Senate Agriculture Committee passed a 5-year farm bill that continues to serve as one of the most potent anti-free-market vehicles in the statist arsenal.  There is nothing more vital to American consumers than fuel and food, yet the farm bill is loaded up with subsidies for farming, biofuels, and other inefficacious “fuel” sources that distort those markets, engendering regressive price increases on everyone.  While supporters of the bill are touting the $23 billion in cuts to direct subsidies, they also plan to expand the crop insurance program.  In fact, the only thing holding up the bill at this point is a food fight between different special interests battling at the trough over subsidy levels for various types of crops.  The most insidious aspect of the bill is that it serves as a means to entrench dependency in some of our most conservative states.

For all the talk of acerbic partisanship in DC, nothing brings the parties together like a farm bill.  As each member clamors for his/her own special interest handouts, the parties become indistinguishable; taking on a striking semblance of a same-sex marriage.  The best illustration is the $800 million Lugar-Conrad amendment, which would continue to shove ethanol down our throats.  On April 26, Lugar and Conrad submitted an amendment that would authorize mandatory spending for his special interest biofuels industry.  The amendment passed by voice vote, and because it provides mandatory authority, the funding would not be subject to annual appropriations.

Thomas Pyle of US News and World Report has the key details of the amendment:

The Lugar-Conrad amendment includes $193 million for the troubled Biomass Crop Assistance Program. With the program, the taxpayer provides up to 50 percent of a farmer’s costs to plant and use biomass crops. This program was cited by the U.S. Department of Agriculture Office of the Inspector General in 2010 for having wide ranging problems with unequal or improper payments to participants, as well as issues with the inconsistent administration of program’s provisions.

The Lugar-Conrad amendment also extends $241 million in taxpayer dollars for the Rural Energy for America Program. This program provides grants and loans for farms to install renewable and energy efficient equipment at their operations. This subsidy is akin to the Obama stimulus bill’s section 1603 program, which provided the same type of financing to Solyndra prior to its bankruptcy filing.

There’s an uncomfortable question that we must deal with: how can we ever restore the free market when we have Republicans from conservative states promoting statist legislation in some of our most critical markets?  How will we ever wean dependency in this nation, if it is entrenched in our red states?

Luckily, Dick Lugar will be spending more time with his family soon, but there are many more troublemakers on that committee.  We need members who will stand with consumers on some of the most vital issues, not with the special interests.  The battle lines are drawn on the Farm Bill.  We must be ready to fight in the ensuing months.

    my spirits with your daily postings. I say that with a regrettable “pat on your back” because you do such a great job of showing us just how deeply entrenched the “tax and spend” mentality is with our “Lords of the Potomac”. Does it ever end? Is there a caboose at the end of the spending train? Do these people even have one iota of an idea as to just what in the heck they are doing? The anger mounts.

    You and the Madison Project are performing a valuable service for us all. Sen. Pat Toomey is, I expect, on the right side of this issue. His vote is neutralized by Sen. Bob 98% Casey, the senior Pennsylvania Senator.

    We have a solid conservative. Tom Smith, challenging Sen. Casey. Tom Smith has put 5 million into the primary where the Establishment candidate was crushed, coming in third statewide.

    Tom Smith will, likely, put another $5 million into the race. Please keep your eye on this although Pennsylvania seems, hopeless, blue.

        I know…OT is a bad thing.

        But is there something that Palin knows about Hatch’s opponent that the rest of us don’t know? If not, and he’s a credible opponent, then wouldn’t this be a good time to reiterate getting rid of Hatch?

    The wind industry is pulling out all the stops to make sure the Production Tax Credit is extended, and RedState is the target of a devious tactic meant to play upon the very entrenchment of dependency in red states that Mr. Horowitz has mentioned.

    I?m not sure what RedState?s policy is on acceptance of advertising, but the ad for RedStateJobs.com, in my opinion, presents problems for the activist goals of RedSate and should be pulled.

    The RedStateJobs.com website has no contact information or any indication of affiliation with any particular organization. Consequently, the name of the organization may lead many to believe it is an integral part of RedState. This would be unfortunate, I believe.

    Although I am not very knowledgeable on the Production Tax Credit, I believe it is antithetical to a conservative view of what government should be doing. We can?t continue to subsidize energy boondoggles. What?s more, the signers of the letter to Reid and McConnell urging extension of the PTC have an average 36.9 score with Heritage Action. The Republican signers average a 66 HAFA score (well below the 75 average of Senate Republicans), which very much puts the lie to the website?s claim that ?Top Conservatives support the PTC?.

    Because I was wanting to know more about who put up this ad, I went ahead and watched the two videos, since this seemed to be my last option for getting any clue. Lo and behold, I got a name, Shaun Sims. I then searched and found a link to his story. http://www.powerofwind.com/stories_sims.cfm Here I also found the other video from the RedStateJobs.com website. Thus have I discovered that the RedStateJobs.com website is a product of the American Wind Energy Association, a fact which they apparently do not want to reveal to RedState?s readers.

    Now it may be that RedState is OK with accepting advertisements from a group advocating for an extension of the PTC. I believe it runs counter to the goals of RedState, and I don?t think it should be allowed. Nevertheless, if it is RedState?s policy to allow it, there should be openness and honesty. It seems clear to me that this group is employing a devious tactic to get RedState?s readers to advocate for something many of them would not otherwise support.

    The first four are on the committee referenced in the OP, as are Tom Harkin, Michael Bennet, and Ben Nelson, also signers of the letter.

    It sure stinks to have these that many would call conservative firmly supportive of the continuing, unsustainable growth of government.
