Silence of the Lambs

Yesterday, I called on conservatives and conservative organizations to actually dare to retaliate against Republican members of Congress who refuse to cut, cap, and balance before raising the debt ceiling.

If any Republican dares to raise the debt ceiling without first ensuring (1) cuts in the budget; (2) caps in spending; and (3) the Lee-Cornyn-Hatch Balanced Budget Amendment makes it out to the states, conservatives must agree to at least attempt to find someone to primary them in their next election. More importantly, there must be zero tolerance for forgiveness on this issue.

Every year, conservative groups come up with pledges, the politicians nuance away the pledges, and the most we get is a tisk tisking that the pledge was violated.

If our debt is the biggest national security issue we now face, there must be more than that. There must be scorched earth against any who vote to raise the debt ceiling without cutting, capping, and balancing first.

Here are the sponsors of the pledge:

60 Plus, Act for America, American Civil Rights Union, American Society for the Defense of Tradition, Family and Property, Americans for Limited Government, Christian Coalition, Citizens Against Government Waste, Citizens for the Republic, Citizens United, Club for Growth, Concerned Women for America, Conservative HQ, Council for National Policy, Family Pac Federal, Family Research Council Action, FreedomWorks, Halt the Debt, Independent Women’s Voice, Institute for Liberty, Less Government, Let Freedom Ring, Liberty Center for Law and Policy, Liberty Central, Liberty Counsel, National Tax Limitation Committee, National Taxpayers Union, Patrick Henry Center, Patriotic Veterans Inc, Renewing American Leadership Action, Taxpayers Protection Alliance, Tea Party Express, Tea Party WDC, and The Carleson Center for Public Policy.

Likewise, Jim DeMint is a signatory to the pledge.

Will DeMint pledge to use the Senate Conservatives fund to primary Republican Senators to balk at cutting, capping, and balancing? He is starting to sound like it. But sound is not action.

Will the above listed groups do more than tut-tut? I’ve heard from both For America and FRC Action PAC that they are serious and mean business. What about the others?

I don’t want to put these groups in a bad spot or make it sound like I’m hostile to them. I’m not. I support the pledge. But I am tired of conservative groups doing pledges that ultimately have no teeth in them.

This is either the gravest threat we face or it is not. And all these people and groups say it is. If they are serious, they must be prepared to wage war on the Republicans who waver, compromise, and nuance — whether those Republicans signed the pledge or not.

“But wait,” you say. “Some of these cannot ‘wage war.’ There are tax exempt statuses to worry about. And some of those who betray us are in safe seats. We can’t waste our manpower going after them.”

Fine, fine. If you are prevented from going out and campaigning against these guys, then you certainly can refrain from inviting them to speak at or on behalf of your organization. You can start leaving them out of your literature. You can pretend they do not exist unless you can be critical of them.

Otherwise, work to find a primary opponent. Some of them won’t be beatable. Many of them, if we gang up on them, will go down in flames. The issue is whether you are going to tut-tut or actively work to ruin those who ruin this country.

I know many of those who have signed the Cut, Cap, and Balance Pledge. I hope you will too. I intend to. I know most of them and the organizations involved believe the day of judgment has arrived on our future as a country. So, just like on the real day of judgment, the time for forgiveness is over — politicians must now either be saved or ruined. No more second chances and future acts of redemption. It is a wonderful thing that the conservative movement is so full of Christian charity and forgiveness, but if this issue is judgment day then it’s also the day for accountability, not forgiveness, for politicians who claim to be part of the conservative movement.

If the conservative movement does not treat capitulation on this issue as an ultimate, unforgivable act of betrayal, the conservative movement will never again be treated seriously by the very politicians the movement seeks to influence.

If you just want to make a pledge and then sit back, count me out. I’m done with heady rhetoric tied to pledges that amount to bark with no bite. So conservative movement, what do you choose?

Thanks, Erick, for the fine post and needed exhortation! Indeed, thanks for all you do and thanks for Red State!

Just one suggestion – “Cut, Cap and Balance” is all well and good (very, very well and good). But please can we get “growth” somewhere in the headline with “cut” and “cap”. It is the flip side of same (or should be). What we do now looks like an ad for broccoli that extolls its vitamin and mineral content but does not tout it primarily as a food that tastes good (and, oh by the way, it is also good for you).

Bring it on.

NO BALANCED BUDGET AMENDMENT!!!

duanej Tuesday, June 21st at 8:38AM EDT (link)

I CANNOT stress the importance of this enough. DO NOT pass a balanced budget amendment. You will be arming the enemy with nuclear weapons!!!! Do you want spineless RINO’s and lefty progressives to back the true conservatives into a corner where there is no other choice than to raise taxes to balance a budget? For crying out loud!!! How this ever got to be a plank on our ticket is beyond me. NO BALANCED BUDGET AMENDMENT.

Don’t raise the debt ceiling! Pass THAT amendment!!! Don’t raise taxes. Pass THAT amendment! Do cut spending. Pass THAT amendment! But DO NOT UNDER ANY CIRCUMSTANCES EVER PASS A BALANCED BUDGET AMENDMENT. For the love of Pete! How many times have we seen even our own friendly reps slip one past us? Raising taxes is politically the “path of least resistance” and it IS the slippery slope your mother warned you about! DO NOT BE FOOLED!!! A balanced budge amendment could mean you owe 450k tomorrow because of reckless government spending. Do you really want to force that position? No, of course not. What you want, instead, is fiscal sanity.

I don't think you are familiar with the mainstream BBA proposal.

The Hatch-Lee proposal caps federal spending at 18 percent of GDP and raises the voting threshold for passing any bill that raises taxes or fees, by hook or by crook.

If we had a BBA like this long ago, we would not have $14T in debt while spending over 25% of our annual GDP…much of it annually borrowed.

Hatch-Lee allows for exceptions

gpclaw Wednesday, June 22nd at 1:49AM EDT (link)

Under the proposed amendment, congress would be able to run a deficit if national security were at stake.

The amendment provides two other very limited exceptions which allow spending in excess of receipts during a national security emergency or during a time of war. Three-fifths of Congress would be required to vote for a specific excess during a military conflict declared to be an imminent and serious military threat to our national security; and a just a simple majority vote would be needed during a declared war.

Not to say that this addresses your concerns. I imagine that something like this would have presented a challenge during the Iraq War, unless the amendment considers an authorization for use of force as a declaration of war – which it should.

Ehh, I'll still oppose it (nt)

18% Cap

ss396 Tuesday, June 21st at 10:00AM EDT (link)

By establishing a ceiling of 18% of GDP, the BBA will also install a floor: if it is passed, Federal spending won’t go above 18%, but it will never go below 18%, either. Is this the level of Federal expenditure that we should be satisfied with, now and forever? As a Constitutional amendment, it will be codified and difficult to change.

I disagree with the Amendment. 18% is still excessive. By establishing the Amendment, we will never shrink government below the 2007 spending levels. A lot of pixels were being burned back then describing in great detail how intrusive the Federal government was, and how it was operating so far beyond the bounds of is Constitutional establishment as to be frightful. This Amendment will render all of those arguments moot, and the 10th Amendment will be rendered toothless.

Then there will be the arguments over the definition 18%. Is it 18% of raw GDP, or 18% of corrected GDP, and which correction? For that matter, which GDP? Is the GDP correctly defined? Does it contain all the proper elements? Is an 18.0000000001% budget unconstitutional? If so, what is the remedy – and how will that remedy be different from the lack of a “remedy” for the very lack of a budget that we are now experiencing? I predict that the application of the Amendment will be crushed under the weight of bickering.

And, no, I don’t have an alternate solution. That’s what is so frustrating about this budget mess. If we have the votes to pass the Amendment, then we have the votes to balance the budget – but that does not bind the next Congress in the manner that an Amendment would. We can make a strong presence to batter our Congress to keep it in line and focused on fiscal responsibility, but incumbents get reelected – what is it, 90% of the time – regardless of their record.

That pretty much leaves “change from within” as the only real solution. God willing, and God help us, that it will be the current leadership of the Republican Party that melts down, before the nation does. Pressure, my friends – pressure, pressure, and more pressure.

Low by historical measures

cpaguy Wednesday, June 22nd at 1:57AM EDT (link)

That is a low measure by historical US measures and relative to worldwide spending.

An 18% cap would be great. Can we aim for lower? Sure!

But not everything can be done in a day.

My first fear

ss396 Wednesday, June 22nd at 8:29AM EDT (link)

I’m all in favor of cutting spending down to 18%, in hopes that it would be a first step on a longer trek downward.

My fear is that the 18% will be used as justification for that much spending; that we will not go below it. Congress does not have a record of being able to restrain themselves. If they did, we wouldn’t need this Amendment. No, my fear is that 18% will not be a way station on the way down; it will be a terminus. We’ll never go below 18% as long as it is legal to stay there.

That said, I also see no guarantee that we will cut spending to 18% without it. We need either (a) this Balanced Budget Amendment, or (b) a major change-out in hearts, minds, and bodies in Washington DC. The Balanced Budget is a quicker – but more temporary and less comprehensive – solution to the spending problem. The political case for reducing spending and curtailing Federal power without the BBA is a much harder road, but it is a surer and more durable solution.

Can it be done? I honestly don’t know. But I see the BBA as a surrender, because once it is established it will never be changed again, and we will always spend 18% GDP at the Federal level.

Sola scriptura, Sola fide, Sola gratia

You’ve risen a bit in the past couple years, Mr. Erickson; and now you want to call on conservatives to hold Republican feet to the fire. Leading American Conservatives are dead, retired, or they’ve been replaced by people who are content to remain Republican Party Lapdogs. When American Conservatives aren’t droning on endlessly about the Reagan glory days; like fat, balding, former high school football players; they are getting kicked in the teeth by Republican leadership. In the next election, Conservatives will get behind Bachman and she will go no further in the end than Huckabee did last time. Republican idiots can only be counted on to lose to Obama again.

No Woe here. My family, friends and I will be fine. We will watch out for each other, our church and our small community as best we can. I don’t know of ANY Republican who is friends with people like Bill Ayers, Jeremiah Wright, Louis Farrakhan, Rashid Khalidi, the Klonsky brothers, the Rathke brothers, et al., and who is actively TRYING to DESTROY the United States of America.

I know of no Republican who wants the Jews of Israel to be annihilated, the Mexican narcocartels to take over the American Southwest, the U.S. to become a territory of China, race war with actual bloodshed to be waged in every city in America, millions of patriotic Americans to be locked up in “re-education camps” (Ayers’ Weathermen’s plan), the internal combustion engine to be eliminated, every coal plant in America to be shut down, the senile elderly and handicapped infants to be euthanized, etc., etc., etc. These are the desired policies — on record — of Barack Obama and/or his cronies.

And yet you say that there’s no difference between Republicans and Democrats? What on earth is the matter with you? That’s called cutting off your nose to spite your face — and the only reason I care is that I and my family have to LIVE in this country, and people like you are playing right into the hands of my mortal enemies.
