
Iowa’s outgoing Democrat Governor Chet Culver gave his union buddies at AFSCME a true ‘sweetheart deal’ on Friday—a two-year contract worth $200 million taken from Iowa’s taxpayers.
The funny thing is, Culver didn’t even bother to negotiate a better deal for the state’s taxpayers. In fact, Culver didn’t bother to negotiate at all. Instead, Culver took what was asked for by AFSCME and put it into effect leaving the next administration (and taxpayers) to deal with it.
Iowa union workers will see multiple pay raises over the next two years under a contract proposal approved by Governor Culver.
In a rare move Governor Culver accepted AFSCME’s contract proposal as submitted and with no negotiation.
According to the Des Moines Register”
The wage hike plan would give members of the American Federation of State, County and Municipal Employees, better known as AFSCME, two raises in each of the next two fiscal years.
Those employees would receive a 2 percent wage increase on July 1, 2011, and another 1 percent the following Jan. 1. They would receive identical raises in the following year.
In addition, many union members who are not at the top of their pay grade would receive an additional 4.5 percent raise, known as a step increase, for certain professional milestones or for job longevity and other career advancements.
The total cost of the contract is estimated at around $200 million over two years, based on previous data released by the state department of management.
The Sioux City Journal is more pointed, however:
The only thing we might find “historic” about the tentative two-year deal reached Friday between the state’s largest employee union and the Culver administration is the level of contempt it demonstrates for Iowa taxpayers and the brazen, cynical political maneuvering that went on to make it happen.
Iowans should be nothing short of appalled.
The agreement reached Friday – a deal termed “historic” by American Federation of State, County and Municipal Employees Council 61 President Danny Homan – covers nearly 21,000 state workers from July 1, 2011, through June 30, 2013, and likely will be finalized sometime in December after union leaders review the proposal and submit it to rank-and-file members for ratification.
It’s a sweetheart deal for the union, to be sure. At first blush, it may seem “modest,” as Culver’s lead negotiator Jim Hanks termed it, but in totality it is nothing short of exorbitant. In fact, state workers covered by the contract and not yet at full scale stand to see annual wage increases of 7.5 percent during the term of the contract. No, that’s not a typo. They will get a 7.5 percent raise.
A sweetheart deal indeed…
And Iowa’s taxpayers get stuck with the $200 million tab.

Next93 (Diary) Saturday, November 20th at 9:22PM EDT (link)I love the fact that some of these guys are going to be getting a 15% raise over the next two years just for not getting fired from a job you can’t really get fired from (the longeivity raises) in a segment of the economy that doesn’t produce a thing.
I’m an electrical and computer engineer with 30 years experience and most of an MBA. I’m also an accomplished product development manager. I work as an independent contractor in one of the most productive segments of the economy. Just to stay employed, I need to be constantly re-learning my craft (a technical degree has a half-life of less than 4 years these days). I need to identify and master the skill sets that will make me “hot” in the coming years, I need to be more professional than the younger engineers who will do the job for less money, and I need to be more responsive than the engineers in India, Singapore, and the Ukraine who will do the job for a _lot_ less. In short, I have to prove on a regular basis (sometimes daily) that I’m not only productive, but that I’m a better value than my competition.
I haven’t had a pay raise in nearly 3 years (unless you count “going from unemployed to employed at 15% less than you were previously making” as a pay raise), but I might be able to make a 20% pay raise this year due to the fact thatI’ve just started with a company that needs my unique skill set and is willing to pay for it. Or, I might find myself unemployed again if I don’t wow them during my first two months there.
If I lived in Iowa and was looking at these clowns getting double-digit pay increases off of my tax money in exchnage for accomplishing nothing more than keeping thier lips attached to the public teat for another two years, I would be sorely tempted to start a civil disobedience campaign aimed at making the state worker’s lives as miserable as possible, up to and including picketing of state office buildings, and pressuring vendors to refulse to do business with the state.
It’s time to outlaw public employee unions.

National Senators and Congressmen will need to be focused on so much else, but I see this as an opportunity for governors to educate the public and help them understand why electing a Republican governor is the right thing to do.
