As Americans prepare to file and pay their taxes, it’s come to light that Rep. Russ Carnahan may be skimping on his. The Congressman avoids paying personal property taxes on his 42-foot yacht by docking it in Alton, Illinois instead of his hometown.

“Illinois does not have a statewide property tax. Property is taxed on the local level only, and includes only real property such as land, buildings or permanent facilities.” (St. Louis Regional Chamber and Growth Association; Taxes and Incentives)

    And I live in Cleaver’s. Who’s got it worse? LOL! I hope to never hear the name Carnahan again after November. Defeat both Russ and Robin in her run for the U.S. Senate.

    registration or be required to pay taxes in a state where it is docked or even where its owner lives. A 42 is certainly big enough to be documented. A documented vessel is a true US flagged vessel and is in many ways a bit of sovereign US territory where ever it may be. Some states do require state registration of documented vessels and some don’t. Some make an owner pay taxes on a documented vessel while in the state’s waters, some don’t. Most do, however, put some time limit that a vessel can stay in their waters without paying taxes.

    I’m not defending the guy and he may just be keeping it in IL to avoid MO taxes and is just being a deadbeat about registering it; you can usually get a vessel documented quickly if the title is clear and you can prove it is US built. Usually, it isn’t worth it to document unless you’re using a vessel commercially. It costs a lot more than state registration. Some lenders require documentation for their security should the vessel be taken to another country. And some people document purely to avoid state laws and taxes. But, we need a lot more info than that press release to know what’s really going on.

    That said, people do love to hate powerful people with big boats. I know, I’ve taken enough grief over mine and it isn’t nearly as big as his.

    MO has “personal property tax” that must be paid on items like cars, motorcycles and boats.

    The catch is: the boat has to be located in the state.

    Mine isn’t documented because it is a hassle. Alaska doesn’t require registration of documented vessels but unless your boat is really big, the USCG and State Troopers expect to see State registration numbers and tags so you get boarded and have to show your documents all the time and while they’re there, they inspect your boat or with AST your gear and your catch. Had a friend with a documented 28 footer and they drove him nuts so he finally just registered it to avoid the hassle.

    No taxes on them here except the registration fee, $25/year IIRC.

    I live in St Louis and there really isn’t anywhere to dock a 42 foot yacht on the Missouri side of the river. That being said, a 42ft yatch? Way to stay working class.

    here. I kinda wish we hadn’t completely repealed them. A lot of buses, vans, boats, and airplanes for the tourism biz use a lot of infrastructure here and we get nothing from them to support that infrastructure. The public marinas are heavily subsidized and the fees are among the lowest on the West Coast. Lots of money changes hands in those marinas and my tax dollars support that subsidy. Really torques me when I pay my private marina fees that are about three times the public fees. It’s worth it to me to pay the private fees because the location is better and I don’t have all the silly rules, but I don’t like subsizing the people in the public ones.

    north of St. Louis, in the Portage Des Sioux and West Alton areas. And I believe I’ve seen them down in the areas south of the city as well. Plentiful? No. But he’s a freaking U.S. Congressman. I think he could find something.

    Q: What kind of business would provide accomodations to dock a high-tax item on the Missouri side when there is little demand for these accomodations since everyone who has these high-tax items can park them across the river?

    Are you implying that those of us with children should not take the perfectly-legal child tax credit, because we “ought to” be paying more taxes? It sounds from the description that Mr. Carnahan is following the law as written: as long as the boat is not located in the state, which clearly it is not, he’s under no legal obligation to register it there or pay MO taxes.

    I’d assume Mr. Carnahan also has a home and vehicle(s) in the Metro DC area. I doubt very much if he pays MO personal property taxes on those either, nor is there any legal or rational reason why he ought to as they are not in the state of MO.

    Do we really want to encourage states to demand taxes of your property no matter where it’s located? I think not.

    Let’s make fun of the guy for being a John Kerry yacht-owning limousine liberal, but if he’s obeying the laws as written, fair enough. At least he’s not doing a Geithner or Rangel.
