Parsing the Pledge, House Leadership Still Not Compliant


Earlier, I noted that the Republican spending cut plan was thankfully moving in the right direction, but that it was not yet where it needed to be to comply with the Pledge to America.  In the view of many conservatives, that pledge was clear with respect to how the $100 billion number would be arrived at, especially with respect to defense spending.  Republicans promised not to rely on defense cuts to meet their goal, but now Republican leadership is pushing back.

Leadership’s argument is that the Pledge never specifically said “nonsecurity,” but rather “troops” and “veterans” and thus, the latest proposal from the Appropriations Committee meets the $100 billion target as promised. Here is the actual text of the language in question from Page 8 of the Pledge:

With common-sense exceptions for seniors, Veterans, and our troops, we will roll back government spending to pre-stimulus, prebailout levels, saving us at least $100 billion in the first year alone and putting us on a path to balance the budget and pay down the debt.

Here is the argument on why the Pledge is based on $100 billion in non-defense cuts.

1) Most importantly, the $100 billion was derived from the policy goal of cutting spending back to the enacted FY08 level (“pre-stimulus, prebailout”). The difference between the proposed FY11 level ($478 billion) and the enacted FY08 level ($378 billion) of the 9 non-security appropriations subcommittees, EXCLUDING the 3 security appropriations subcommittees (defense, homeland security, and military construction/VA), is $100 billion.

2) “Troops” and “veterans” are clearly shorthand for saying non-defense or non-security spending. The American people hear “troops,” and they think it means everything that is needed to provide for a strong national defense. Similarly, the Pledge doesn’t say Social Security or Medicare, but of course that is what is meant by “seniors.”

3) To our knowledge, the Appropriations Committee has not publicly released the $16 billion in security cuts that they are relying on to get to $100 billion.  They have specified that of that $16 billion in cuts $13.2 are within the Defense Appropriations Subcommittee and $1.3 billion in cuts are to programs within the Military Construction-Veterans Affairs Appropriations Subcommittee.  Are we to believe that these cuts have no impact on our nation’s troops and veterans at all?

4) Regardless, House Republicans based their Pledge on the premise that they would under promise and over deliver. It is time to over deliver.

House Leadership and the Appropriations Committee deserve praise for moving toward their $100 billion pledge, but they are not there yet. They’re leaving $16 billion on the table in non-defense cuts.

Why exempt Defense?

That makes no sense at all. The Pledge doesn’t exempt Defense and the VA. The Mil Construction budget ranks right up there with highways and post offices in the pork department.

If they have $16B in Defense cuts identified why shouldn’t they make them?

in as much that if the cuts need to be done, do them.

The issue though is that Defense always seems to be used as deep pockets and they need to keep their promise that they will cut 100 billion without using any defense cuts to make that number. They can cut them and should cut them if it is able to be done without lowing our safety, the safety of the men, and our military prowess but it needs to be done above and beyond the 100 billion.

Really the point should be that our leaders in the republican party should be a little more careful about their promises. They need to carefully consider their words or they end up looking like liars and if they break this promise, the left will play it to the populace over and over and over…………..again.

I did not add the common sense exemptions in and I stated my point wrong.

They promised to not reach the 100 billion via defense cuts, did not actually state they would not cut. Sorry for the confusion.

And I fully agree with you, we need to cut in every aspect of the government spending budget and nothing should be excluded. We need to end a ton of the entitlement programs regardless of people in Kerry’s state being cold, people being on the street, people being hungry etc. My only point is that they should cut all defense spending that can be cut without weakening our strength or safety but it needs to be done on top of 100 billion so the left has no talking points concerning the “promise” come 2012.

I just hope that over the next two years we see our reps cut the hell out of the budget so that we can start heading back to a debt free status. My opinion….bring the hurt now so we hurt less in the future.

 
 
 

Problem with defense cuts

Al Gore and Bill Clinton “re-invented government” and cut a lot from the budget. That sounds nice until it becomes known that 85% of the cuts were Department of Defense. The Army was cut from 20 to 10 divisions, Reagan’s 600 ship Navy was slashed to less than 300. Now we are involved in regional conflicts in Iraq and Afghanistan and one of the greatest concerns is that our troops are rotating back to combat too early. It would seem that ten more Army Divisions would be helpful at this point. Cutting more from DOD doesn’t make sense to me.

What I would like to see is the beginning of cutting out unconstitutional programs such as Health and Human Services, Labor, Education, etc. and let the states handle those functions as outlined in Amendment X. This would save far more than the budget deficit and would rapidly shrink the debt.

THE PLAN:
House presents a two-year defense budget (etc) and gets it signed into law (this budget will, therefore, not expire until after Obama is voted out.) Then they do the HHS, labor, education, etc. budgets with severe cuts. If the senate and/or president reject it, there will be no budget for these programs and, therefore, according to the Constitution can not be funded. So the choice of the Democrats in the Senate and White House is half a loaf or none. Of course, I realize this would require courage on the part of House Republicans.

I'd disagree on a few of points

1. The Army was reduced from 18 active divisions to 10. Really it was reduced from 16 because two of the division were activated when the Army knew they were going to be cut in sort of a game of chicken. I say this as a former Pentagon staff officer who participated in those decisions.

2. Calling programs that have been in existence for 70 years and have withstood court challenge “unconstitutional” isn’t helpful. I don’t believe a lot of programs under HHS, Ed, Labor, etc are “unconstitutional.” They may be wasteful, inefficient, dysfunctional, and extraneous, all perfectly good reasons for cutting them, but they are constitutional as the constitution is understood today. Going the X Amendment and enumerated powers rout carries Ron Paul baggage I don’t want to be associated with.

3. The Defense cuts, as I understand them, are in Miilitary Construction and procurement. So long as they aren’t cutting troops or money to keep them supplied I am okay with defense cuts.

And I don’t expect or desire to see those personnel cut only for newer personnel to be promoted to those slots. Reduce those slots in grade by a rank or 2 (or 3), or eliminate the position altogether.

The problem is that regardless of what words were used, the public believes that defense spending was exempt. If the Republicans try to parse the meaning of the pledge thay are going to lose votes in the next election. People relly hate weasel words.

How about doing away with a mess of the civilians that don’t do anything just like every other part of the government? I am sure that there are almost enough Deputy UnderSecretaries and the like to make a nice dent.

But it doesn’t appear that they found the line item to cut the salaries of all of the czars. They should go because they do such immense damage rather than just not any good.

because for too many years dems have hidden some of their jobs and social engineering programs inside the “defense” budget in order to garner Republican votes for them because they are “defense” spending. So I’ll be more than happy to see the budget cut for the Muslim Sensitivity Training programs that led to Ft. Hood massacre.

That being said, I concur with OH that they need to cut $100 billion from non-defense plus appropriate cuts in defense. But then I’m in the minority who think they need to cut more than $100 billion because that pledge was made PRIOR to the lame duck session that boosted spending by more than Republicans had already pledged to cut it.

is to make cuts that can be easily defended. If they come in at $80B, considering the Fiscal Year is nearly half over, I’ll be happy so long as they continue on course next year. We’re in this for the long haul.

streiff, I agree that the pledge was nonsense, but they made it, it’s one of the few things we have to hold them accountable, and it was built on the premise of underdelivering. Couple points: 1) I don’t have a problem with looking for waste in defense. That wasn’t my point. My point was that it was not what they promised. 2) You and I disagree on what the pledge says, but there really has been zero disagreement in DC policy circles that the $100 billion was a nonsecurity target (until the last day). 3) Is it really that hard to defend an additional $16 billion in cuts to get them all the way there and remove any doubt? House GOP hasnt even begun to negotiate with the Senate and the White House, so why wouldnt they want to establish the best negotiating position possible. 4) Even these security cuts are very likely not going to happen, because they are bound to be added back by an upcoming supplemental this year.

Some are just guys that want to be left alone and really don’t know Ron Paul. These are the good old boys with the stickers on their trucks. The Paulites on the web and at Cpac for instance are simply nuts, but they are measurable. They punch above their weight out of a type of religious fervor, but they are there.

One thing we could learn from the Paulnuts, is to find a leader with some charisma. No I don’t think Paul has charisma, but they do. I see our field, guys like Romney, Pawlenty?, Demint? and I pine for a Reagan, someone who actually got you excited about politics and made you want to go out and give everything to support him.

that we need to be motivated by a person with charisma in order to have a good leader. I could care less about charisma, I care about record, honesty, support of the constitution, etc. Bill Clinton knew had to speak well as did Obama and we do not need anymore like them.

The biggest problem today with many voters is they want the speaker to tell them how to think and to do it charismatically. I saw how people cried, fell to their knees, lifted their hands in adoration to Obama, and it made me sick. When you asked them pertinent questions as to what Obama has done to merit their support or what they thought he would do to merit their support and all you got was nonsense replies about he makes them feel good, hopeful, etc. Forgive me for being contrary, but I do not need a well spoken messiah leading me anywhere or making me feel energized to do the right thing. I simply want a person who has proven themselves to be a great leader and that is it. And if we have a party filled with people that can only do the right thing or get out and vote if the speaker makes them giddy, then that is their problem and they need to deal with it.

I have 5 years of saying all that matters is limited government that follows the original intent of the Constitution and the Founders. But I have also seen better men lose to lesser men over and over. Dole, Bush SR. McCain war heroes and super patriots all went down to charismatic leaders.

I can’t get the limited government leader I want unless he wins the election. I am cocky, but not so cocky that I think I can convince the American people to not care about charisma. I guess you think you can do that, well good luck. BTW, if someone wants to lead the free world, I think they should have some charisma, most great leaders have.

It is what RON Paul supporters will never understand. He can’t possibly win. Even if I agreed with him 100% (I am more like 75%) I would still say the same. He doesn’t have it.

The problem is simple. Conservatives know what they believe, liberals know what they believe but the people who decide elections are neither. When they go into the voting booth the only thing they have to go on is who made a good impression.

Not just some straight cost cutting but something that effectively moves these things out of federal hands. They have proven incapable of handling basic math. Most can’t balance a checkbook.

If states want to be California let them.

Anybody who has ever been eaten by credit card debt knows that one day those 1.99% offers just stop arriving. Usually when you are over extended.

The US is over extended. The flow of discount credit has slowed and that has forced the FED to be the lender of last resort. But of course printing money drives inflation which eventually drives interest rates. And when interest rates take off on the debt it will bury the federal government. It will be too late then.

That is the end of the Republic.

Actually I agree with you more than you know

and while I am not stating for the record that Lord Buzzkill could voice drum us into voting for him, I am saying the infatuation with a polished speaker is what has doomed us. We have had quite a few failures who could talk you out of your life savings and that is not what we need anymore. Granted falling into a deep sleep every time someone speaks is not a good trait for politics, but having a golden voice does not make on qualified either.

If we are going to change the hearts and minds of men we need to re-educate them. We need to teach people to tune out the pretty words and look at past records, substance of what they say, and their willingness to implement the ideas. We do not need our own version of Clinton or Obama ever again.

Not trying to split hairs, just stating that more than anything we need a person who will do what is best for this country, not just a guy who says the right things the right way. And I think more than ever people are starting to understand that and I think you will see that coming true in 2012.

So it HAS to be shutdown immediately, it is poisoning future generations of Americans.

Then teachers union has to be disbanded using section 1 of the Sherman Antitrust Act. In fact, all unions have to, because legally what they do is a price fixation on the labor market, that could not and should not be legal.

Then public schools have to be cleansed from communist teachers.

We are routinely running up $1.5 trillion (with a “t”) deficits per year. The National Debt is at $14.1 trillion and will have grown by $50 million in the time it takes me to write this comment.

And the big argument is over $100 billion vs $74 billion vs $32 billion.

We are staring at a mountain of debt and deficits the size of Mt. Everest, and are trying to reduce it down with a play shovel and a one-gallon pale.

Is there ANYBODY in Washington who is taking the pending debt crisis seriously?

Here we go again…looking at the blotted military budget for savings.
There are areas to save, the cost of military personnel in non-combat locations around the world….as well as equipment the military does not want…but Congress does…and the installations which should be closed, and the land returned to the states for development would cut spending which would not hurt.
But, contractors should not quickly be terminated WHEN they provide valued service/products. They provides tens of thousands of jobs, and tax revenue…which reduces the projected “savings”.

Government spending does not beget an increase in government revenues.

We should be Slashing government employees across the board at all levels of government. They Cost more than they give in taxes, by definition.

The question isn’t whether they provide a needed good or service, it’s whether we Need that good or service?

Civilian contractors in the DoD? The vast majority can be dropped Tomorrow and not affect the military adversely. In fact, those the military even notices the lack of will Help the military by disappearing.

Cooks and MPs will finally have something to do again stateside. Soldiers on extra duty will have something more useful to do than online classes. Conducting area beautification will improve physical fitness. Engineers can actually practice their trade again stateside…

Missing the mark......Part Two

While there is much discussion about how much the savings target should be (50-100 billion)…little is done on the best way to close the gap.
First, percentage of GDP should be approx. 17-18%…not 22%,
Second, sometimes agencies with smaller budget, ie DOE with
small budget 70 billion, can cost more than larger ones, as such agencies drive up the cost to states for Fed compliance, with can translate to lost jobs…and lost tax revenue…and more unemployment.

How agencies drive up the cost to businesses, states, and individuals have a direct impact on the tax revenue the Fed received.

We have had decades to see that the Federal Gov’t spends Billions on things best left to the States:

Dept of Education doesn’t educate….$46 Billion
Dept of Energy doesn’t produce energy….$26.3 Billion
HUD doesn’t produce Housing or Urban development….$47.5 Billion
Commerce doesn’t produce Commerce….$13 Billion
Transportation doesn’t produce transportation….$72.5 Billion
Labor doesn’t produce labor…$13.3 Billion
EPA doesn’t protect the Environment….$10.5 Billion
Interior closes off the Interior to development…$12 Billion
Corp for Nat’l sercie doesn’t provide service….$1.1 Billion
Dept of HHS doesn’t provide health care….$78.7 Billion….

There…that is over $320 Billion we can cut!!!

Defense cuts made easy

It would literally take an “act of congress” but one of the easiest ways to cut Defense spending would be to close down some of the many outposts we have scattered about the globe.For instance,why do we still have tens of thousands of troops on Japanese soil?Many more examples are out there for the taking.

knew Boehner was a trouble maker even before

he became speaker, What the leadership doesn’t remember is Nov 2nd. I think we need to remind them that We the people are in control. If need be in 2012 not only wil we get rid of more Democrats in the house but more of the RINO’s as well and Boehner is a RINO. The Tea Paty needs to have another March to make sure the leadership knows wo they are working for. What i don’t get is why are we only talking about $100 Billion. Compared to the Deficit of $14 Trillion this isn’t even pocket change. President Reagan if your spirit is still around please posses one of our young Tea Party leaders and let’s get this country back on track. After this last embarrassment from Obama on the Egyptian crisis we aren’t even respected at all throughout the world.
