posted on behalf of John Noonan a former USAF ICBM officer who writes on defense policy for The Weekly Standard and other publications. He will be writing more on this initiative as it develops.
In today’s Wall Street Journal, the chiefs of three major conservative think-tanks (the American Enterprise Institute, Heritage Foundation, and Foreign Policy Initiative) sound the trumpet on the importance of excluding the defense budget from much-needed cuts to overall federal spending (Peace Doesn’t Keep Itself).
The unusual alliance of beltway think-tankery was swiftly misinterpreted as a fissure between the tea-party and the old school Washington conservative establishment, a narrative amplified by Ben Domenech over at Real Clear World:
“In my view, Secretary Gates isn’t seeking cuts aimed at men and women in uniform, but at technology which serves no purpose within a broken procurement process that is out of touch with the demands of the real world. But assume I am wrong, and that the Kristol et al. argument is an accurate critique: if that’s the case, this has to be considered a case of right message, wrong messengers. While Brooks has no quarrel with the Tea Partiers, Feulner’s organization endorsed TARP, and Kristol is perhaps the poster child of the kind of insider-ism which Tea Partiers are soundly rejecting.”
Domenech nails it on message -a strong national defense is an inherently conservative principle- but whiffs on the messengers.
Though various conservative organizations occasionally swim against fiscal conservative currents, Heritage, AEI, and FPI remain trusted proponents of conservative principles. The focus, therefore, should not be on the messengers – but rather the messaging.
Three major think-tanks unifying behind a single rallying call, handled “Defending Defense,” should be eye-opening. Such an alliance should not be interpreted as old-school Washington establishmentarians manning the bulwarks against a new, popular conservative grassroots movement, but rather a plea for the Tea Party to acknowledge the dilapidated condition of the US military, which is facing unheard of budget cuts and historically low spending during a time of a tough, protracted war against Islamic extremism.
The Wall Street Journal op-ed, and a Defending Defense factsheet to be released later this week, acknowledge and support the Tea Party’s concerns about runaway entitlement spending. And both documents appeal to the Tea Party’s strong support for men and women in uniform, as well as their advocacy for a strong national defense.
Bottom line: this is not a rift, but a rallying call. Distrust of the mainstream Washington establishment harbored by independents and libertarians should not distract from the central message of “Defending Defense,” that US military is stretched, fatigued, overworked, and in bad need of an upgrade.

DOD has a massive waste, fraud, and abuse problem.
tacoslayer (Diary) Monday, October 4th at 6:42PM EDT (link)To exclude it from any forthcoming spending cuts is ludicrous…..not to mention hypocritical.
You should know as well as anyone that the Pentagon is rife with no-bid contracts, blatant cronyism, and outright corruption.
Gates is the first SecDef in modern history to attempt to kneecap the good ole boys. He should be lauded as a hero.
This disabled veteran thinks the troops should be brought home from our nation building and deployed to secure our borders.
55555!! ^^^^^
suzieQ (Diary) Monday, October 4th at 6:53PM EDT (link)Agree on both counts.
1. I don’t believe we should cut troop pay/benefits. But I also don’t think the US taxpayer should pay millions of dollars for a big green plastic thingamajig that will never be used and isn’t wanted by the DOD or Pentagon. A lot of defense contracts are not needed for national security, they are just a government jobs program.
2. Bring the troops home and put them on the southern border.
– Meh – Romney. I guess we’re stuck with him.
Disagree on both counts...
rbdwiggins (Diary) Monday, October 4th at 8:58PM EDT (link)Peg defense spending at 5% of GDP and increase the size of the US military to exceed pre-Clinton levels, putting an end to the politicization of the defense budget. Proper congressional oversight would end the waste, fraud and abuse. Hold Congress accountable for abrogating its constitutional responsibility.
America is the last place on Earth. When the US stops advocating for Liberty, Liberty will soon be lost for all of mankind, ushering in another thousand years of darkness.

tacoslayer- Many departments in the Federal Gov. have massive waste, fraud and abuse
Scope (Diary) Monday, October 4th at 8:48PM EDT (link)look at Medicare and Medicaid, and, the wide variety of duplicate departments that are all assigned to do the same thing. You really sound like a Ron Paul supporter in saying that the US doesn’t need to be involved in nation building. I agree that if we are going to War, we should go at it in a manner as to win it as quickly as possible. Is it not Obama that has adopted the nation building position, in Afghanistan, for example. He sent in more troops, to sit like ducks, and, to be killed in order to save the human shields that the Taliban has posed? He sent our troops in to accomplish not much of anything, and, they have only so many days to accomplish that nothing. Obama, like all Democrat Presidents, cut our defense budget first, before anything else. Bush was accused of going into Iraq, with the military we had at the time. He was functioning with a severly cut military, and equipment budget that was imposed by Clinton. He was going after Bin Laden that was bypassed, when they could have had him, by a Clinton idiot president. Democrat Presidents want nothing more than to play kissy face with our enemies, and then, spend like a teenager with a new credit card on “I have to have this.”
It’s also interesting that you side against the myriad of foreign policy experts, that promote strength through our strong military, rather than, let’s cut the Defense Budget, and, then we will have more money to promote the progressive social policies, and, a very weak military, foreign policy in the US. I tend to agree with “Talk softly, but, carry a big stick.” A very strong US military has more often than not been a strong deterant against those that hate us. Those that hate us have only grown since the immaculation of the Won. The world knows that the Won is more concerned with apologizing to the World for how bad this country has been, and the mea culpas come constantly from his warped lips. The fraud and waste from the DOD is the last of the problems we have to be concerned with.
The "Won"?? Really??
tacoslayer (Diary) Monday, October 4th at 9:09PM EDT (link)“kissy face”??
Are you in 9th grade??
Or do you just write that way??
No, actually tacoslayer
Scope (Diary) Monday, October 4th at 9:24PM EDT (link)I borrowed “The Won” from many others here that have called him just that. I wasn’t clever enough to come up with that on my own. I guess there are many 9th graders here by your standards.
How about you address your post as to how you believe we should cut the Defense budget, because it is full of waste, fraud and abuse. My lingo is the least important part of my post, yet that is all you concentrate on? Again, you sound Paulinista in saying that we should concentrate on the waste in the Defense Dept. Sure there is waste in the DOD, just as there is in many departments in the federal government. Your addition in adding language as to “nation building” gives an indication as to what your concerns really are, and, it isn’t in favor of our national defense.
Thank you, ronpaul!
skorrent1 (Diary) Monday, October 4th at 8:59PM EDT (link)So, you really want to repeal “posse comitatus” and turn the 2, 5, 25 mile border strip into a martial law area? In the name of “limited federal government”? Let’s not!
Yes, there is waste in the DoD, as in all Fed departments. But, in the one most important Federal area, let’s use a scalpel, not an ax. And let’s decide if we want to fight Islamists overseas, or handle them as a crime problem here at home. What would you do when our embassies are blown up? Send over the FBI to ask politely if they may interview suspects? That worked so well.
I don't see how the wars in Iraq or Afghanistan have made us any safer.
tacoslayer (Diary) Monday, October 4th at 9:03PM EDT (link)Bring the troops home and secure our borders.
tacoslayer- The wars in Iraq and Afghanistan could have made us safer
Scope (Diary) Monday, October 4th at 9:34PM EDT (link)if “the Won” didn’t strip the country from any victories we have gained, by apologies for fighting for our sovernienty. It seems that you may agree with Ron Paul that we could protect the USA with just a few good submarines. Paul is much more concerned with the dollars than he is with keeping the US safe, and a superpower. I highly doubt that many would rather have a “rich” US, than a safe one.
The budget needs to be cut, BUT...
markvol Monday, October 4th at 7:04PM EDT (link)not in the one area where it is constitutional and necessary. Sure,
there is waste in the defense budget. I think the entire welfare budget is a waste, along with the the Dept of Education, EPA, BATFE. Oh, how long this list could be. Plenty of other places to cut. The media will say anything to discredit the Tea Party. Bill Kristol is no exception.
This is no time to cut the military budget. How about cutting out the Democrats?
"Proper congressional oversight would end the waste, fraud and abuse."
tacoslayer (Diary) Monday, October 4th at 9:04PM EDT (link)LOL.
That’s a good one.
It's not a laughing matter...
rbdwiggins (Diary) Monday, October 4th at 9:37PM EDT (link)For far too long, Congress has abrogated its constitutional responsibility to serve as good stewards for the American taxpayer.
The American electorate is to blame for this travesty.

Yes, but also
Scope (Diary) Monday, October 4th at 10:12PM EDT (link)Congress has also abrogated it’s duty to protect and defend the safety and soverienty of the US from foreign enemies when the Democrat presidents have been in charge. Again, it is the fault of an asleep electorate. The good news is that that has changed with the election of a president that wants to give the US, as a gift, to the UN.
That's true. The slumbering giant has been awakened...
rbdwiggins (Diary) Monday, October 4th at 10:35PM EDT (link)but the sleep still clouds the eyes. Right now, the failing economy, high unemployment and an arrogant ruling class occupy the consciousness, but even more insidious and dangerous forces plot and plan the transformation of our Republic.

But more to your specific point: If you really want to be concerned, and then outraged, look around you and see just how much of this agenda has already been implemented.
Full implementation requires an end to US sovereignty.

I was aware of Agenda 21.
lineholder (Diary) Monday, October 4th at 11:58PM EDT (link)I was just surfing through some information one day, got engrossed in what I was learning, and found out that there is actually a level deeper than Agenda 21. I ended up with a massive number of sniffers tracking my IP address.

lineholder (Diary) Tuesday, October 5th at 12:14AM EDT (link)We could make a not-insignificant cut
persiflage Monday, October 4th at 9:08PM EDT (link)in the DOD budget by doing something that should have been done five decades ago – END FDR’s WAR. Bring the boys home now – from Okinawa, Japan, South Korea, Germany, etc., and all the other remnants of WWII. Bring the boys home, and all that expensive hardware we are supporting “over there”. If there are going to be cuts in DOD, lets start the cutting with the oldest war first!

For at least the last 15 years, the US Coast Guard
Uma Richie (Diary) Monday, October 4th at 10:55PM EDT (link)(formerly a Dept of Transportation division, and now a DHS entity) has required that promotion boards scrutinize officer fitness reports for evidence of saving US taxpayers money during the observed period. As a result, the USCG appears to exercise good financial stewardship to a fault (i.e., to the point of endangering the mission), but I still admire the effort.
I don’t see a conflict between the Tea Party and the DoD, at least as it exists outside the beltway. My feeling is that there are plenty of Tea Party sympathizers within the ranks who are frustrated by the waste that they see, and who are willing to help make budget cuts. Certain types of budget cuts could actually improve morale.
I believe that if Secretary Gates would issue hacksaws to the one-stars and their civilian equivalents, scalpels to the middle management, and fingernail clippers to everyone else, and evaluate and promote people on how effectively they use them, within a generation, a culture of good stewardship would filter up to the leadership and into the revolving door contractor population.
I don’t know how to resolve the issue of badly designed or unnecessary equipment forced upon the services by Congressional decisions. I have personally been in the situation where I’ve been handed chicken poop, been told by a PMO beltway person that I must make chicken salad out of it, and then had my lessons learned record message edited to indicate how wonderful it was to work with such a high quality chicken product.
