Speaker Johnson Establishes Rules for Israel/Taiwan/Ukraine Aid Bills; Vote Set for Saturday

Speaker Mike Johnson has announced the outline of his plan to move forward with three foreign aid bills that have languished in the House since February. Two of the bills are highly contentious but for different reasons. A small number of Republicans want to block aid to Ukraine, and a small number of Democrats want to block assistance to Israel.

This is how Johnson described the plan in a statement earlier Wednesday.

After significant Member feedback and discussion, the House Rules Committee will be posting soon today the text of three bills that will fund America’s national security interests and allies in Israel, the Indo-Pacific, and Ukraine, including a loan structure for aid, and enhanced strategy and accountability.

These will be brought to the floor under a structured rule that will allow for an amendment process, alongside a fourth bill that includes the REPO Act, TikTok bill, sanctions and other measures to confront Russia, China, and Iran.

The Rules Committee will also be posting text on a border security bill that includes the core components of H.R.2, under a separate rule that will allow for amendments.

Text of the first three bills will be posted shortly, while the fourth bill under the same rule will be posted later today. The border security bill will also be posted later today.

By posting text of these bills as soon as they are completed, we will ensure time for a robust amendment process. We expect the vote on final passage on these bills to be on Saturday evening.

If you read carefully, you'll see it is very much in line with my reporting from Monday. The Ukraine aid package will include the requirement for Congress to get a Ukraine war strategy from the White House, and some of the funding will be in the form of loans that can eventually be converted into grants.

The difference is that a revised version of the tough House immigration bill, HR 2, that was passed last May and has since languished because it will never get a vote in the Senate.

Going along for the ride is a catchall bill that includes the Senate's REPO Act, the bill forcing a sale of TikTok, and other assorted items aimed at Russia and China. The concept is that the three foreign aid bills will be bundled into a single bill comparable to the Senate version. The REPO/TikTok and border security bills will be acted upon separately.
